McConnell gets way harsh on the gov

Thought you might be interested in this release from Glenn McConnell. Several points I’ll make about it:

  • First, I don’t often see dramatic political statements from McConnell. He’s generally not one for public posturing in this particular way.
  • What you see here is a particularly articulate expression of the extreme frustration that lawmakers have experienced with this governor. Sen. McConnell is fully fed up, and expresses why in no uncertain terms.
  • McConnell is one of the most ardent libertarians in the General Assembly. It’s one thing for Bobby Harrell or Hugh Leatherman to be fed up with our anti-government governor, but a libertarian really has to try to turn the Senate President Pro Tempore against him to this extent.
  • That said, Sen. McConnell is a passionate defender of legislative prerogatives and state’s rights, which makes the statement a little less remarkable. But only a little.

Anyway, here’s the statement:

McConnell: “Governor asks federal judge to usurp states’ rights in quest for more power”

Columbia, SC – May 21, 2009 – South Carolina Senate President Pro Tempore Glenn McConnell today issued the following statement in response to Governor Mark Sanford’s lawsuit:

“Governor Sanford says this court case is about the “balance of power.” The truth is that this case is about his power. The Governor wants more of it, and he’s willing to trample over states’ rights to get it. He has run to the federal courts asking them to reinterpret our state Constitution so as to give him powers not granted to him by the people of South Carolina. While we have debated the 10th Amendment, little did we know the Governor was conspiring to ride over it in the federal courts.

For seven years Governor Mark Sanford has worked tirelessly to increase his power and the scope of South Carolina’s executive branch of government. While working to centralize power under one individual, the Governor has continuously attacked the General Assembly for what he describes as liberal tendencies.  Never before have I witnessed such hypocrisy as I did today when Governor Sanford asked a federal judge to usurp South Carolina’s rights.

Whether the stimulus money should have been appropriated by the United State Congress was a federal matter. But the question of separation of powers involves the duties of the executive and legislative branches of government as prescribed by the South Carolina Constitution. As such, the rightful arbiter is the South Carolina Supreme Court. Either he is fearful of a South Carolina court ruling or he is playing to a national audience.

I disagree with Congress’ stimulus plan, but I know that it’s fiscally irresponsible to let South Carolina tax dollars go to other states while we struggle to fund education and public safety at appropriate levels. We have received clarification from the United States Department of Education that if we do not formally apply for the State Fiscal Stabilization Fund Program by July 1st, our stimulus funds will be allocated to other states. Governor Sanford’s move may ensure that our tax dollars will be caught up in legal proceedings for what could be up to two years. He may have finally found a way to send our tax dollars to New Jersey, New Hampshire, and Michigan. Governor Sanford’s lawsuit is an irresponsible move that tramples on the South Carolina Constitution and the future prosperity of our taxpayers.

South Carolinians need to know that Governor Sanford has already politically left this state, sometimes physically, but always mentally. This is just another press stunt to put him on the front page of the Wall Street Journal and in front of Fox News cameras. Governor Sanford’s presidential aspirations and hunger for power are so strong that he is willing to put South Carolina’s future at risk. This lawsuit is a gift that keeps on giving – giving the Governor out-of-state headlines and giving South Carolinians uncertainty and discord.

As the elected voice of South Carolina’s taxpayers, the General Assembly has stated that Governor Sanford should now take all stimulus funds available for appropriation. Sadly, I believe that the end result of this lawsuit may be that on July 1, the people of South Carolina will be left with nothing but the bill. “

See what I mean?

When Obama and Graham agree, so do I

For some time, I’ve had a sort of axiom I’ve more or less lived by: If John McCain, Lindsey Graham and Joe Lieberman are for it, I probably am, too. If I find myself disagreeing with those three guys (not that I ever do, but theoretically), I need to look at the issue a little harder.

Admittedly, getting McCain and Graham to agree is not much of a standard to meet. They’re sort of joined at the hip, policywise. But if Lieberman is on board, you’ve met a higher test. Mind you, if it’s just one or the other, I might not be on board. For instance, I don’t think Joe agreed with McCain about picking Sarah Palin, so bad call there. And I don’t agree with Lieberman on abortion. But if they agree, it’s probably a good call.

And now I’ve got a corollary to that: If Graham and Obama agree, so do I. I sort of indicated that in a column back just after the election (and went into more detail about it on my old blog). And here’s a fresh instance of the phenomenon:

Graham Applauds President Obama’s Decision to Use Military Commissions to Try Terror Suspects

WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) today made this statement on the decision by President Obama to use military commissions to try terror suspects.

“I support President Obama’s decision to seek a further stay of military commission trials.  Today’s action will afford us the opportunity to reform the military commission system and produce a comprehensive policy regarding present and future detainees.

“In my first meeting with then President-elect Obama in Chicago in December 2008, we discussed a path forward for Guantanamo detainees.  I appreciated the opportunity to meet with him and focus on the types of reforms that would protect our national security interests and help repair the damage done to our nation’s image.  I continue to believe it is in our own national security interests to separate ourselves from the past problems of Guantanamo.

“Since that initial meeting I have personally met with the President on two occasions and with his staff numerous times to discuss detention policy.  Our meetings have covered a wide range of topics including the various ways we could improve the military commission system to ideas on establishing a proper and appropriate oversight role for the federal courts.

“I have had extensive discussions with military commanders and other Department of Defense officials about the overall benefit to the war effort of reforming our nation’s detainee policies.  The commanders believe a reformed system would be beneficial to the war effort as long as such a system is national security-centric.

“Detainee policy is very complex.  The President wants to collaborate with Congress to reform detainee policy and we should use this additional time to come up with a sensible national security policy regarding terror suspects.

“I believe a comprehensive plan should be in place before Guantanamo is closed.

“I also believe that no detainees should be released into the United States.  Detainees determined by the military or a federal judge to no longer be held as enemy combatants should be transferred to the custody of the Department of Homeland Security pending their transfer to another country.

“I agree with the President and our military commanders that now is the time to start over and strengthen our detention policies. I applaud the President’s actions.”

I wish she hadn’t — she’s a good House member, but isn’t ready for this (and the last thing the campaign needs is someone dubbed the “Mark Sanford candidate,” since this election needs to be about moving beyond Mark Sanford) — but she did it:

LEXINGTON, SC – May 14, 2009 – Representative Nikki Haley (R-Lexington) today announced her intention to seek the Republican nomination for Governor of South Carolina.

Her time in Columbia has been marked by conservative leadership on behalf of her constituents and an unwavering commitment to the taxpayers’ bottom line. She has fought wasteful spending at every turn, pushed for smaller, more efficient government, and led the fight for the accountability and transparency that before her arrival was sorely lacking in the Legislature.

For her efforts to cut taxes and slow the growth of government spending, Nikki was named “Friend of the Taxpayer” (2009) by the S.C. Association of Taxpayers and a “Taxpayer Hero” (2005) by Gov. Mark Sanford. She has also received the Palmetto Leadership Award from the S.C. Don’t do it, Nikki!

Someone just brought this to my attention:

In the latest bombshell to drop in the 2010 race for the GOP nomination for governor, Rep. Nikki Haley is running, according to multiple sources close to WR.

Haley, who would be the “Sanford candidate” that S.C. political observers have been waiting for, has allegedly been telling friends that she is running and is starting to build a campaign staff. Earlier, it was rumored that she might have been a possible candidate for state treasurer.

As of right now, it is unknown who she is going to, to run her campaign. She is also in a bit of a hole, with U.S. Rep. Gresham Barrett and Atty. Gen. Henry McMaster both sporting about $1 million in their respective war chests. As of her last disclosure report, Haley has only a little over $36,000 in the bank.

Candidates are already lining up to run for her House seat, including 2008 Senate candidate Katrina Shealy.

… and something just fell into place for me. I ran into Nikki at Starbucks a couple of weeks ago, and she introduced me to “Caroline” from her campaign. (At least, I think it was “Caroline.” Very young, even standing next to Nikki. That MIGHT be her in the background of the photo at this link.)

To which I responded, “Campaign? Already?” To which Nikki laughed a sort of “you know how it is” laugh. And I went away accepting that even for S.C. House members, the race has become this perpetual.

But maybe that wasn’t it at all, huh? Maybe Nikki was planning a big move.

I hope not. I like her as a House member, even if she does vote with the governor. I like that she actually tried to reform payday lending, for instance.

But if she ran as the “Sanford candidate,” that would just be too awful. I don’t want a nice person like Nikki to run as the “Sanford candidate.” I don’t want ANYBODY to run as the “Sanford candidate.” The very idea of there being even the slightest possibility of a continuation of these eight wasted years is appalling.

The whole point of the 2010 election is that we finally have the opportunity to get a governor who believes in governing. It’s the whole point, people. It’s why I started writing columns about the candidates as soon as they started emerging, much earlier than I normally would. We’ve got to get this one right.

Just keep repeating, folks: “We won’t get fooled again.”

WSJ slaps DeMint

This morning, The Wall Street Journal set out to say disparaging things about Arlen Specter in this editorial, but at the end turned and gave a slap to Jim DeMint (and, by implication, other impractical ideologues such as the Journal‘s own darling, Mark Sanford):

On the other hand, Republicans shouldn’t follow South Carolina Senator Jim DeMint and welcome Mr. Specter’s defection as an ideological cleansing. “I would rather have 30 Republicans in the Senate who really believe in principles of limited government, free markets, free people, than to have 60 that don’t have a set of beliefs,” Mr. DeMint said yesterday.

We believe in all of those things, but 30 Senate votes merely gets you the same fate as the 300 Spartans at Thermopylae, without the glory. A minority party that wants to become a majority needs convictions, but it also needs coalition builders.

It’s the old debate I’ve written about a number of times before, regarding Sanford and in other contexts: Should one strive to be right, or to be effective? For my part, I’ve always tried to dodge the question and insist one can be both. But Mark Sanford unhesitatingly chooses being “right,” by his lights, and doesn’t give a fig for being effective.

One big difference between the Journal and me, of course — aside from their admiring Sanford for all the wrong reasons — is that they actually CARE whether the Republicans hold power or not. For me, the only thing wrong with the GOP drying up and blowing away is that the Democratic Party shows no signs of doing the same.

But they are right about Sen. DeMint — he has become the zampolit of the Senate — it’s all about ideological purity for him. Maybe because that’s all he’s got left; I don’t know.

Another hat in the ring: Mullins McLeod

Another Democrat has openly expressed interest in next year’s race for governor:

In a letter to delegates to this weekend’s South Carolina Democratic Convention, Charleston attorney and successful small businessman Mullins McLeod announced his candidacy for Governor today. McLeod is originally from Walterboro, SC and is a graduate of Wofford College and The University of South Carolina School of Law.

In the letter, McLeod says that the state’s current political leaders have “proven themselves powerless in the face of record unemployment” and says that it is “abundantly clear that South Carolina needs a new direction.”

“The current crop of career politicians in Columbia have given us the second highest unemployment rate in the country and done little to help our public schools. We need a governor who will fight for jobs, and stand up for the people of South Carolina. That’s not going to happen if we turn to the usual crowd of politicians,” said McLeod.

McLeod added that, unlike some South Carolina Democrats, he will not back down from his Democratic Party label. “They continue to lose elections because they don’t stand up for our progressive values and fight back against Republican smears.”

“I’ve spent my entire career fighting for working families in this state. I believe that it’s time South Carolinians had a Governor who will fight for them, and a Governor who focuses on creating jobs — for a change.”

McLeod also encouraged delegates to visit his campaign’s web page at www.mullinsmcleod.com.

So with Vincent Sheheen, that makes two.

I don’t know much about Mr. McLeod, beyond the fact that he could hardly come up with a name that shouts “South Carolina” any louder (Maybe “Beaufort Ravenel?” How about, “Charleston Shealy?”), and I read his recent online op-ed piece.

Meanwhile, over on the GOP side, I see that The Greenville News has done a story about Furman prof Brent Nelson, about whom I wrote previously. I was a little confused, though, because the G’ville paper said “Nelsen hasn’t formally announced a campaign,” whereas I thought he had. But then, even after more than three decades of closely observing politics, I get confused over the whole “official announcement” thing.

Getting pumped over the budget

I don’t know about y’all, but my eyes are open a little wider, and I’m just that much more excited about my week than I was a few moments ago…

Bobby Harrell’s excellent column today

Bobby Harrell’s op-ed piece in The State today was quite good. Not just because I agree with it. In fact, there is nothing remarkable in that. Pretty much everyone from all parts of the political spectrum holds the view I do on the stimulus — that now that it is a fact and we will have to pay for it, we must make sure that South Carolina gets every penny of its share. Only a tiny band of reality-denying ideologues disagrees. Unfortunately, one of them is our governor. Our state is cursed in that regard.

But I often read columns that I agree with, and wish I didn’t, because they are so weak. They actually harm the cause. Not so in this case. Bobby does a pretty decent job. I wonder if it was this good when he turned it in, or whether Cindi (who has handled local op-eds since Mike left last year) made it this good editing it. Whichever is the case, I liked it.

Set aside the issue of whether Marie Antoinette actually said the thing about letting the peasants eat cake (she probably did not). I find often that the lead anecdote or analogy is the weakest part of an otherwise good column. And in this case, the idea expressed is sound, even if the historical reference is not.

The speaker sets the governor’s nonsense against hard reality, such as when he invites the governor to seek out the places where he thinks government is growing:

If he really thinks we are somehow growing spending by 11 percent this year, I invite the governor to visit the schools, police stations and disability care facilities and see for himself the reductions — not expansions — they are having to make.

And of course, the governor’s assertion that government is growing will NOT stand up to scrutiny at the rubber-meets-the-road level.

Then, he rather deftly takes away the one thing even many of the governor’s detractors would concede him — his ideological purity — by pointing out his inconsistency:

While Gov. Sanford has made it clear that he adamantly opposes taking this education and law enforcement stimulus money, he has at the same time already accepted all the other funds that he can out of the remaining 90 percent of the $8 billion in stimulus money and tax cuts coming to our state.

It makes no sense for the governor to cherry-pick the funds he will accept — such as the $50 million to make buildings more energy-efficient that he requested the other week — and oppose money for teachers and law enforcement officers on so-called “philosophical” grounds. This is inconsistent with any kind of viewpoint and goes against what most people would consider to be common sense.

Finally, he explains why the governor’s oft-repeated claim that lawmakers could avoid deep cuts simply by following the budget HE recommended months ago simply doesn’t fit reality:

These budgetary facts are not some form of “scare tactics,” as the governor claims. Pointing to his executive budget written months ago, the governor says he was able to fund key areas of government without stimulus money. But what he doesn’t tell you is that he also had $254 million more in state funds than budget writers have available today because the Board of Economic Advisors has twice lowered the revenue estimates since then.

Given the quarter of a billion dollars less in state funds that we have to write a budget with, the only thing scary about these facts is the reality of the situation — a reality Gov. Sanford doesn’t seem to grasp.

On the whole, a good piece.

Joe Darby’s revelation

Joe Darby’s quicker than I am, I learned from his op-ed piece today:

South Carolinians of every cultural and political mindset have asked why the governor has drawn a firm and ludicrous line in the sand on the use of stimulus funds for education; they have wondered whether he’s cold and insensitive, out of touch with the common people or laying the groundwork for future political aspirations. I had the chance to talk with the governor prior to his first-term election and early in his first term, and I think the real reason for his stance is that our governor really isn’t a Republican — he’s a libertarian.

I probably had a lot more exposure to Mark Sanford than the Rev. Darby did, during the 2002 campaign and in the early days of his administration, and it took me several months to fully realize what Joe picked up on from fewer clues, if he realized it way back then.

Sure, his idea for cutting back income taxes was out there during the campaign, as was his tuition tax credit proposal. But they didn’t seem that central at the time — the tax credit idea was presented as a sort of boutique, experimental, peripheral thing, not his entire education strategy, which is what it turned out to be. And lots of “conservative Republicans” have some economic libertarian ideas mixed in with their other positions.

But it took a lot of exposure on my part to realize how very different this guy was from that herd. I had picked up on the way he stood aloof from other Republicans, but that had seemed almost a virtue, hating parties the way I do.

Then, one day, in a private conversation in his office, it hit me fully just how outside the box he was, and I blurted out: “You ran as a ‘conservative Republican,’ but you’re not that at all! You’re a libertarian!” He allowed as how perhaps I had a point.

Yeah, I know — that sounds amazingly stupid on my part, mainly because everybody knows now that that’s what Mark Sanford is. But the realization had to do with the utter purity of the difference. What I had realized, and what I was saying, was that he was utterly unlike any other Republican, and certainly any “conservative,”  I had ever met. And suddenly I was realizing how many GOOD points normal Republicans had, points which he lacked. Normal Republicans wanted efficient, streamlined government, and felt a responsibility to make it run on time and on budget. This guy simply didn’t believe in government, on a very deep, fundamental level. Lots of “conservatives” grumble and even rant about government. None dismiss it as fully as he does.

There was, essentially, nothing conservative about him. He was a classical liberal, through and through, and his ideology was utterly unmodified by experiences in the real world. Most people, as they live and work and interact with the world, modify such extreme views, seeing how they don’t always work. Not this guy. Most people try to get things done, and to get things done you have to face reality. He had never cared about getting things done. He hadn’t in Congress. He was perfectly satisfied to cling to hermetically sealed ideals, unsullied by experience.

And yes, there was a time when that was a revelation to me.

Meanwhile, over in the real world…

Laurin raises a question over at Indigo Journal (and by the way, it was nice seeing Laurin, if only for a split-second, at the rally last week): She wonders why Columbia City Council would be meeting to be talking stimulus with Gresham Barrett, an opponent of the stimulus who has no obvious political connection to the Midlands other than running for governor.

Well, I don’t know exactly. But it didn’t strike me as all that odd. After all, Mayor Bob mentioned to me several weeks ago, about the time I was doing this column, that Jim DeMint’s office was being helpful to the city in its effort to get in line for stimulus funds. And there’s nothing strange about that.

Here’s the thing that I have to keep reminding folks on both the right and the left about: The stimulus passed. It’s now time for those who are elected to represent the people to make sure their constituents (and, in Barrett’s case, those he would LIKE to be his constituents) get their share of it. After all, we will all be paying for it (as will our children).

This is the thing that Mark Sanford’s dwindling cadre of supporters still fail to grasp: This isn’t a left-vs.-right or Democrat-vs.-Republican thing now. Every public servant who takes his responsibilities seriously, who believes in doing the job, will usually make SOME effort to make sure the people they work for don’t get shortchanged. Rhetoric’s one thing; doing the job is another.

Mark Sanford is the only significant officeholder I know for whom ideology and rhetoric are the only reality. Now watch — Doug and others will say that’s him being consistent and principled! But they’re not following me. Sanford never notices when his ideology is at odds with reality. He doesn’t care.

For instance, just to mention something routine that illustrates my point, take the hydrogen conference last week. Any other governor in the country would have been proud to have that going on a couple of blocks from his office, and would have broken through barricades to make SOME sort of appearance at it. I’m talking about basic courtesy here, not political opportunism. Something like that comes to your state, to your capital, and you acknowledge it. You encourage it. You care about it. Our governor doesn’t give a damn about it, so he ignored it. What he cares about is taking ideological stands that get him into the national news.

Any other governor, one who was serious about the responsibility of the job, would make it clear that he had problems with the stimulus, if that’s his point of view. But once the debate was over (and at most, the viewpoint of a governor on such a congressional matter is peripheral), he would go ahead and facilitate the flow of the funds, to keep his state from losing out on a benefit that it was going to pay for.

That’s at the least, the very least. What Mark Sanford is doing, acting deliberately as an obstacle, is so far beyond the pale of what any public servant who believed in serving would do that it is inexcusable. And this governor is the ONLY officeholder I have ever run into who would do anything like this.

McMaster confirms the worst

… or, at least, does so to the extent that a mere Attorney General’s opinion can do. Basically, Henry says the Clyburn amendment can’t bypass Gov. Sanford, on account of the 10th amendment.

There also seems to be some separation of powers stuff going on. Here’s a copy of Henry’s letter, which says “the General Assembly itself may not coerce the executive branch to act in accordance with the legislative will.

James Clyburn, meanwhile, is ticked:

“What makes ‘state stabilization’ funding different from the funding Governor Sanford has authorized to rebuild highways or increase unemployment checks?  Why aren’t Attorney General McMaster and Senator Graham calling on Governor Sanford to use the very same pen to accept the state stabilization money—which our taxpayers are providing—to retain teachers and give our state’s schools the opportunity to move beyond their minimally adequate legacy?”

If you ask me, there’s a lot more going on here than some sort of Democrat-vs.-Republican tug of wills over “minimally adequate” schools. But then, Rep. Clyburn didn’t ask me.

Neither, obviously, did the governor. So what do we do now? I don’t know. Maybe y’all have some ideas.

This is embarrassing. The governor, for all I say about him, is a classy guy, gently reared, and given to sending gracious, hand-written notes — the surest sign that a person’s mama brought him up right.

But when he does this, I always have trouble deciphering the message. As you know, he had already called me about my departure, and couldn’t have been nicer. I’m assuming this was sent after my Sunday column, which mentioned that call — without sugar-coating what I think of the job he’s done as governor.

I’ve made note of this in the past when he’s written to me, and some of y’all thought it was tacky of me to post it, but I’m perfectly sincere here. I’m not trying to be mean, or anything. I want to know what he said. Is it “Good luck?” “Good grief?” “God gives?” Or what?

Barrett says he’d bring people together

GRESHAM Barrett was a very busy man Wednesday, what with hearings on the issue of the hour in Washington — AIG. The matter of what that “too-big-to-fail” insurer did with the billions we sent it occupied most of his day.
But I kept hammering on his staff — I’ve promised my readers, twice, to do a column on the Republican congressman’s candidacy for governor, and with Friday being my last day on the job, I’m about out of time — so he called me right after 5 p.m., and this column is the result. (So blame any inadequacies in this column on me and my hurry, not the congressman.)
While he’s been on the scene for a while — in the Legislature for six years, representing the 3rd District in Congress since his election in 2002 — I haven’t gotten to know him as well as some of the other candidates and potential candidates, such as fellow Republican Attorney General Henry McMaster and Democratic S.C. Sen. Vincent Sheheen.
I had already written what little I knew on my blog: He was critical (although not as harshly as Speaker Bobby Harrell was) four years ago about the job Gov. Mark Sanford had done on economic development; he was an early supporter of Fred Thompson for the GOP presidential nomination; he’s a big fan of nuclear power (the Savannah River Site is in his district); he voted against the TARP bailout, before he voted for it (which adds to his angst over AIG); he was dubbed one of the 10 “Most Beautiful People on Capitol Hill” by The Hill (which frankly I just can’t see, but that’s me).
Rep. Barrett helped me fill in some blanks Wednesday evening.
Some quick bio: He was born and raised in Westminster, S.C., and grew up working in his father’s hardware store, where local farmers would gather on Friday evenings to talk over the issues of the day. His first job was “coal bucket boy.” He would go on to command his company at The Citadel. He served four-and-a-half years in the Army, reaching the rank of captain. He has no combat experience, but learned a lot about leadership in field artillery at Fort Hood. He joined his father’s business after the Army, and ran it from 1993 to 2006. He and his wife, a first-grade schoolteacher, have three children of high school and college age.
Asked to name his biggest accomplishment in the Legislature or Congress, he cited “helping lead the fight” to ban partial-birth abortion in South Carolina. That’s his “crowning achievement” thus far, “absolutely, without a doubt.”
So what would he want to accomplish as governor? So far, he’s light on details — he plans to enlist experts from various fields in developing white papers on a wide range of issues — but he wants to focus on three areas:

  • The economy. He wants to create jobs and economic opportunity, so our children and grandchildren don’t have to leave the state to find those things. He says this involves not just recruiting new industry, but also helping existing businesses grow, and changing tax policy. “Too many in Washington, D.C., think government is the answer, and it’s not,” he said. “It’s creating an environment where people are the answer; where you empower people.”
  • Energy. Aside from nuclear (he cites Duke Power’s planned $10 billion investment in a new plant in Cherokee County as economic development that can’t be beat), he talks about opportunities in biofuels. He said switchgrass for fuel could be grown on dormant tobacco land in the impoverished I-95 corridor. He also pointed to tree waste from loblolly pines, “and the good Lord has blessed us with that.”
  • Education. He advocates, somewhat vaguely, “creating a 21st century environment that educates everybody” with “a holistic approach” from K-12 to higher education. What does that look like? He cited the forthcoming white papers.

After mentioning those as the three main planks of his platform, he added a fourth: government restructuring. That was pleasing to me as a longtime fierce advocate of that very thing, but he startled me when he added, “Governor Sanford has done a fantastic job on government restructuring.” When I asked just where the governor had done this fantastic job, he said “I think he has brought up a lot of issues.”
The congressman was studiously careful, here and elsewhere, to avoid criticizing the incumbent of his party — directly, that is. But he did draw a rather clear contrast when he said:
“One of my strengths is working with people, is having a personal relationship with people…. I think my leadership style is bringing people together .æ.æ. putting them in a room and saying hey, guys, now here’s our ideas and here’s what I want. I want to get to the 35-yard line, and I understand that you want to get to the 20. But let’s do this: Let’s figure out what we can do to move South Carolina … (to the) 25. Let’s open the door … and next time, let’s get to the 30.”
He was too polite to say so, but that would be a change at our State House.
The reason I was all in a sweat to write this column now — a follow-up to a piece I did on Sen. Sheheen after he announced — is that it is critical that we start thinking hard (harder, more wisely, than we have in the past) about who our next governor is going to be, and the more scrutiny on these candidates the better. I’ll continue to follow this race from my new blog, and my colleagues here at The State will be all over it as well, I’m sure.
So I urge you to start paying attention, and please don’t stop until we have elected a governor who will do what this one has not, and help lead South Carolina to be everything it can be. You, and your children, deserve that.

Still trying to figure out this new blog. But as will be promised in my Thursday column, here are the congressman’s opening comments from the AIG hearing:

“Thank you Mr. Chairman. Last fall, President Bush asked for my help to avoid a total collapse of our economy – a collapse that would have pushed our country into even greater economic peril. Back home, small business owners and major corporations, called me to let me know that if we did not take extraordinary steps in those extraordinary times that many of the employers my constituents rely on would be forced to close their doors for good.

“Now, it disappoints me to see that some of the very companies who requested taxpayer assistance have failed to change their pattern of irresponsible decision-making which undoubtedly contributed to the current economic crisis. The Bush administration, and then Chairman of the New York Fed, Timothy Geithner, mismanaged the implementation of this program and the Obama administration, while assuring us that they knew exactly what was going on and how monies were being spent, have failed to bring about the necessary reforms and safeguards to protect the American taxpayers.

“Panel, we need to figure out our exit strategy, how taxpayers are going to be paid back, and when we can end this toxic relationship with AIG.”

A secessionist Freudian slip

My favorite part of the concurrent resolution described in my last post is this:

Whereas, the several states of the Untied States of America, through
the Constitution and the amendments thereto, constituted a general
government for special purposes and delegated to that government
certain definite powers, reserving each state to itself, the residuary
right to their own self government. Now, therefore,

Yep, you read that right, and all I did was copy and paste if from the online text of H. 3509. It does indeed say "the Untied States of America."

Hey, if you can't break up the Union one way…

Nullification: Are we going to do it again?

Michael Rodgers over at "Take Down The Flag" is worried that we are, with S.C. House bill 3509, which seeks a concurrent resolution. And you know, you can easily see why he would think that, given such language as this:

Whereas, the South Carolina General Assembly declares that the people
of this State have the sole and exclusive right of governing themselves
as a free, sovereign, and independent State, and shall exercise and
enjoy every power, jurisdiction, and right pertaining thereto, which is
not expressly delegated by them to the United States of America in the
congress assembled; and

I found that "sole and exclusive right" bit interesting, with the way it seemed to brush aside the federalist notion of shared sovereignty. That language seems to go beyond the purpose stated in the summary, which is:

TO AFFIRM THE RIGHTS OF ALL STATES INCLUDING SOUTH CAROLINA BASED ON
THE PROVISIONS OF THE NINTH AND TENTH AMENDMENTS TO THE UNITED STATES
CONSTITUTION.

The point being, of course, that since we do HAVE the Ninth and 10th amendments, every word of this resolution is superfluous unless it means to negate federal authority in some way not currently set out in law.

And a certain neo-Confederate sensibility is suggested with the very first example of the sort of action on the part of the federal government that would constitute an abridgement of the Constitution under this resolution:

(1)    establishing martial law or a state of emergency within one of
the states comprising the United States of America without the consent
of the legislature of that state;…

As Dave Barry would say, I am not making this up: The bill's sponsors are indeed suggesting that this resolution is needed to declare that we won't let Reconstruction be reinstituted.

Because, you know, that Obama is such a clear and present danger. Or something. I guess.

Of course, not everyone is shocked, appalled or amused at the notion of a new nullification movement. Check out this op-ed piece we recently ran online, about Mark Sanford and nullification.

What about Gresham Barrett?



Either today or tomorrow I'm going to call and talk to Gresham Barrett about his candidacy for governor, for the purposes of a column — like the one I did on Vincent Sheheen. As I've indicated, I plan to focus on candidates for this job early, and give you, the voter, as much information as I can about each of them, so that you can make a better choice than we, the people, have made in the last few gubernatorial elections.

Assuming, of course, that we're offered a better choice — and frankly, we haven't had a really good one since Joe Riley just barely lost the runoff in the Democratic primary in 1994. And maybe, if I shed enough light on the subject, it will encourage good candidates to run this time. Don't ask me how my shedding light will accomplish that — admittedly, it's a fuzzy concept — but I feel compelled to do all I can to help us get better leadership, and all I really know how to do is shed light. ("It's what I do, darlin'," as Captain Mal said to River Tam, about robbing payrolls.)

In that same vein, I recently posted what I had on dark horse candidate Brent Nelson.

I find myself at a slight disadvantage in the case of Rep. Barrett. I just haven't had very many dealings with him. This morning, off the top of my head, I compiled a list of what little I know about him:

  • Like Bobby Harrell, he was critical of the job that Mark Sanford's Commerce Department had done with regard to developing the state's economy. When he came to see us one day in 2005 (which may be the last time I sat and talked with him, although we've talked by phone more than once since then) that's one of the things we talked about, because there had been a story that morning in The Greenville News (sorry, the link is no longer available) in which he had said "more could be done" by the governor to help the state's economy. He wasn't OVERTLY picking a fight with the governor, but he WAS disagreeing with him about such things as the role of our research universities in boosting the economy.
  • He was an early supporter of Fred Thompson for president.
  • He's an enthusiastic backer of nuclear power, particularly of the idea of generating power from the Savannah River Site. As often as not when I've talked to him, that's what he's wanted to talk about.
  • He voted against the TARP bailout, before he voted for it.
  • He was dubbed one of the 10 "Most Beautiful People on Capitol Hill" by The Hill, which frankly caused me to lose whatever respect I had for that publication. The photo above is the one they offered to support their insupportable case. His staffer Brooke Latham, yeah. Absolutely. In fact, I wondered why she was rated only No. 2 on the list, going by the picture. But Gresham Barrett? Come on. And this is not just glandular bias, although I would argue that if you really listed the 50 most beautiful people on the Hill without any regard to gender, they would all be young women. Why? Because the system tend to attract, and choose for employment, attractive young women. Whereas there is NO mechanism in place to reward and promote physical attractiveness in males, at least not to the same degree. Yeah, there are a few gay members of congress hiring pages I suppose, and politicians as a class sometimes tend to look like TV newscasters, but the phenomenon whereby attractive, nubile women are drawn to halls of power would tend to overwhelm such other factors. Anyway, correct me if I'm wrong, but Mr. Barrett looks about as average as they come. Which is not to cast aspersions.

And that's pretty much it. Other than those things, he has struck me, to the extent that he has struck me at all, as a vanilla Southern Repubican in Congress, neither better nor worse than the average. He has not stood out. Of course, he has seemed somewhat more engaged — watching from afar — in the business of Congress than Mark Sanford was when he was there, but that's not saying much of anything at all.

So I look forward to learning more about him, and sharing that with you.

    Barrett named Travis Butler as his campaign Treasurer of Barrett for Governor.  Mr. Butler is President of Butler Properties and Development. 
    Currently, Gresham Barrett represents the people of South Carolina’s Third District in the United States House of Representatives. Barrett earned his undergraduate degree from The Citadel. He served four years in the United States Army before resigning his commission as a Captain in order to return to his hometown of Westminster, South Carolina where he would later run the family’s furniture store. Prior to his election to the U.S. Congress, Gresham Barrett served three terms in the South Carolina House of Representatives where he fought for numerous pro-family and pro-economic growth initiatives. Rush and his friends the Democrats

Just to complete the process of distracting myself with total trivia, I'll mention the spin cycle rubbish of the last couple of days about Rush Limbaugh.

How pathetic can we be in this country, huh? This contemptible creature (why contemptible? because he wants this country to fail to prove an ideological point) actually gets treated as someone who matters. The chief of staff of the President of the United States elevates him, absurdly, to chief of the president's opposition. Even more absurdly, the actual chief of the opposition party spends breath denying it.

Either yesterday or the day before, as I was working out, Wolf Blitzer started to put James Carville, of all appalling people, on the air with some presumably equally appalling person (I'd never heard of the guy — name of Tony Blankley) from the "other side" to talk about it, and I just barely found the remote in time to avoid hearing it.

Moments like this confirm me once again in my firm belief that these people — Limbaugh, Carville and so forth — are all on the SAME side, and that side is opposed to the one I'm on. They reinforce and affirm each other. They live for each other. They define themselves in terms of each other. They depend absolutely on each other to raise the funds that they use to continue their destructive absurdity. They are as symbiotic as symbiosis gets.

And they deserve each other. The problem is, the rest of us don't deserve them. And yet, time and time again, we see actual, real-world issues that affect real people in this country — and the world — defined in terms of choices between these malicious cretins.

We deserve better. We deserve much better.

Much ado about photo ID (column version)

    Yep, you already read this here, back on Friday. But I post it not for you blog regulars, but for folks who saw it first in the paper today, and decided to come here for the version with links.

The photo ID bill that caused such a flap in the House Thursday is one of those classic issues that political partisans make a huge deal over, and that seems to me entirely undeserving of the fuss.
    It’s not so much an issue that generates conflict between Democrats and Republicans as it is an issue that is about conflict between the two parties, with little practical impact beyond that.
    The way I see it is this:

  • It’s ridiculous for Democrats to act like this is some kind of insupportable burden on voting, even to the point of walking out to dramatize their profound concern. Why shouldn’t you have to make the kind of basic demonstration of your identity that you have to make for pretty much any other kind of transaction?
  • It’s ridiculous for Republicans to insist that we have to have this safeguard, absent any sort of widespread abuse here in South Carolina in recent elections. Where’s the problem necessitating this big confrontation with the Democrats? I don’t see it.

    Some of my friends and acquaintances defend parties by telling me that they legitimately reflect different philosophies and value systems. Well, when you scratch the surface and get at the values that inform these two overwrought, pointedly partisan reactions, it doesn’t make me feel any better either way. In fact, it reminds me why I can’t subscribe to either party’s world view.
    Democrats believe at their core that it should be easier to vote. I look around me at the kinds of decisions that are sometimes made by voters, and it seems to me sometimes that far too many people who are already voting take the responsibility too lightly. Look at exit polls — or just go up to a few people on the street and ask them a few pointed questions about public affairs. Look at what people actually know about candidates and their positions and the issues, and look at the reasons they say they vote certain ways, and it can be alarming. Hey, I love this American self-government thing, but it’s not perfect, and one of the biggest imperfections is that some folks don’t take their electoral responsibility seriously enough. Why would I want to see the people who are so apathetic that they don’t vote now coming out and voting? Yet that seems to be what many Democrats are advocating, and it disturbs me.
    And beneath all that sanctimony from Republicans about the integrity of the voting process is, I’m sorry to say, something that looks very much like what Democrats are describing, although Democrats do so in overly cartoonish terms. There’s a bit of bourgeois disdain, a tendency among Republicans to think of themselves as the solid, hard-working citizens who play by the rules, and to be disdainful of those who don’t have their advantages — which they don’t see as advantages at all, but merely their due as a result of being so righteous and hard-working. There’s a tendency to see the disadvantaged as being to blame for their plight, as being too lazy or immoral or whatever to participate fully. The idea is that they wouldn’t have these problems if they would just try. What I’m trying to describe here is the thing that is making sincere Republicans’ blood pressure rise even as they’re reading these words. It’s a tendency to attach moral weight to middle-class status. Republicans seem to believe as an article of faith that there are all these shiftless, marginal people out there — relatives of Cadillac-driving welfare queens of the Reagan era, no doubt — wanting to commit voter fraud, and they’ve got to stop it, and if you don’t want to stop it as much as they do, then you don’t believe in having integrity in the process.
    Basically, I’m unimpressed by the holier-than-thou posturing from either side. And I get very tired at all the fuss over something that neither side can demonstrate is all that big a deal. Democrats can’t demonstrate that this is a great injustice, and Republicans can’t demonstrate that it’s needed.
    And yet, all this drama.
    While I’m at it, I might as well abuse a related idea: early voting.
    We’ve had a number of debates about that here on the editorial board, and I’ve been told that my reasons for opposing early voting are vague and sentimental. Perhaps they are, but I cling to them nonetheless.
    While Democrats and Republicans have their ideological reasons to fight over this idea, too, it’s a communitarian thing for me. I actually get all warm and fuzzy, a la Frank Capra, about the fact that on Election Day, my neighbors and I — sometimes folks I haven’t seen in years — take time out from our daily routine and get together and stand in line (actually allowing ourselves to be, gasp, inconvenienced) and act as citizens in a community to make important decisions.
    I’ve written columns celebrating that very experience, such as one in 1998 that quoted a recent naturalized citizen proudly standing in line at my polling place, who said, “On my way here this morning, I felt the solemnity of the occasion.”
    I believe in relating to my country, my state, my community as a citizen, not as a consumer. That calls for an entirely different sort of interaction. If you relate to public life as a consumer, well then by all means do it at your precious convenience. Mail or phone or text it in — what’s the difference? It’s all about you and your prerogatives, right? You as a consumer.
    Something different is required of a citizen, and that requirement is best satisfied by everyone getting out and voting on Election Day.
    With or without photo IDs.
