Clyburn and DeMint: Two peas, one pod

Yesterday, after reading about the split between Lindsey Graham and Jim DeMint on the tax cut deal, I Tweeted this:

So I see Jim DeMint is siding with the most liberal Democrats on the tax cut deal. No surprise there: Extremes are extremes…

Today, I get this release from Jim Clyburn:

WASHINGTON, DC – House Majority Whip James E. Clyburn (D-SC) released the following statement on the vote before the House on Obama’s tax cut package.

“While I am pleased that the tax package approved by the House tonight extends important tax cuts to middle-income families and unemployment insurance for millions of Americans,  adding $25 billion to the deficit to give a major tax benefit to the estates of the richest 6,600 families in America made it impossible for me to vote for the final package.   This measure does not create a single job or stimulate the economy in any way.

‘I hope that as we move forward and our economy continues to recover, we will restore some fairness to the tax code and reduce the burden we are putting on future generations.”

As I said…

Lots of people go through life thinking of Republicans as “the other side” if they are Democrats, and vice versa. Me, I tend to think of the ideological True Believers as the “other side,” the folks with whom I tend to have a knee-jerk disagreement.

The fact that DeMint and Clyburn are both against this deal that President Obama made with (some) Republicans makes me predisposed, on a gut level, to like it.

Of course, that is in some ways irrational, akin to a partisan response. Only with me, I’m being reflexively, emotionally UnPartisan. There is much to dislike in this deal. Such as what? Well, take a look at the national debt. How am I supposed to feel great about a “compromise” that means MORE spending and LESS tax revenue (unless, of course, it has a stimulative effect on the economy and leads to MORE revenue, which I sincerely doubt at this point, since we’re mainly talking about simply continuing current practices)? Not that I’m against continuing unemployment benefits, or against continuing the tax cuts (and I truly could not care less that rich people also get the tax cuts — this obsession some people have with what other people “get” is most unseemly). It’s just the sum total effect that concerns me. (To paraphrase something Tom Friedman famously said about George W. Bush, Just because the Tea Party believes it doesn’t mean that it’s not true. The “it” here being the idea that ever-deeper deficit spending is something to worry about.)

But when you have the pragmatic Obama on one side of an issue, and DeMint and Clyburn locking arms on the other side, my gut pushes me to go with Obama. It’s just a little quirk I have.

“Again, get excited” (if you can): the Haley senior staff announcement

I missed the announcement of Nikki Haley’s new senior staff yesterday, but I went looking for it after a friend (NOT a professional political observer, but a communications pro) at lunch today mentioned how… lackluster the announcement was. My friend said it really looked like Nikki was saying, “Well, since I went and won the election, I guess we have to do these things…”

This struck me because it sounded so much like my impression of Nikki’s low-energy victory speech on election night. Like it’s all sort of a letdown to her, compared to the frisson of campaigning. I’m finding it a bit hard to reconcile campaigning Nikki and soon-to-be-governor Nikki, in terms of enthusiasm. But maybe I’m just being a sexist pig who expects women to be bubbly all the time, right? Yeah, that’s probably it.

Anyway, enough about style over substance. My concern is not whether Nikki is enjoying the job so far, but what happens after she takes office. Let’s take a quick look at the staff she announced (all of whom seemed about as excited as she did, by the way — not particularly enjoying each other’s company, like they’re afraid they might accidentally touch each other or something…. no, I wasn’t going to talk style anymore…). Let’s break it down this way: Here’s Nikki’s press release, and here’s some minimal commentary from me:

Tim Pearson, Chief of Staff. Well, Nikki really damned him with faint praise: “He not only comes from The Hill…” say WHAT!?!? That’s supposed to be a recommendation? “… but also has presidential campaign and gubernatorial experience and he’s getting ready to do great things for our state…” a state which, far as we know, he knows nothing about. Look, I’ve done no more than exchange an e-mail or two with Pearson, and shake hands when I ran into him with Nikki at a restaurant, and he seemed OK. But with such an inexperienced governor, the idea of a guy who’s not from here and has limited knowledge of our state, its politics or its government being her chief of staff is not reassuring. What she needs is what Mark Sanford had the wisdom to hire at the start of his administration — Fred Carter. Fred didn’t last long, but he was exactly what Sanford needed. And what Nikki needs, too. Worst way to paint this? The way an ex-colleague did in an e-mail today: Kevin Geddings. Yeah, the guy who who led the governor’s winning campaign, but had little else to recommend him. Here’s hoping Tim Pearson will be WAY better than that.

Katherine Haltiwanger, Deputy Chief of Staff (Operations). Can’t say I know her. Know some very nice people named Haltiwanger. Maybe she’s related.

Ted Pitts, Deputy Chief of Staff (Policy and Cabinet Affairs). Great choice! And I’m glad to know Ted’s back OK from Afghanistan. If you’ll recall, Ted is MY representative. I briefly thought about making a run at the seat on the UnParty ticket when I heard he wasn’t running again. But I let Rick Quinn have it instead.

Trey Walker, Deputy Chief of Staff (Legislative Affairs and Communications). Another good choice — in fact, I’ll go so far as to say that if merit guided the gov-elect, Trey would be the guy in the top job. But I guess that since Trey — who ran Attorney General Henry McMaster’s office — didn’t join her until after the primary, Pearson was just in line way in front of him. Aside from actually knowing South Carolina, Trey also has the kind of experience Nikki seems to value most — helping run a national presidential campaign (McCain’s).

Swati Patel, Chief Legal Counsel. Don’t really know her, but she’s got relevant experience.

Rob Godfrey, Press Secretary. Another veteran like Trey, although I have to say that Rob’s been a bit — testy — this past year, as evidenced by this and this. Maybe he’ll settle down. Or maybe we’ll have a Ron Ziegler situation on our hands. We’ll see.

Taylor Hall, Cabinet Liaison. Don’t know him. I’m impressed that “Hall also worked at the European Parliament in Brussels, Belgium, where he dealt with Transatlantic and European security issues,” although I’m not sure how it’s relevant. Maybe Nikki plans on raiding the EU for her Cabinet. Watch out, Brussels!

Rebecca Schimsa, Special Assistant to the Chief of Staff. I know a lot of very young people, but I don’t know Rebecca. (Or do I? If so, I apologize.) Oh, and note that a few years ago I was grumbling about Ted Pitts seeming too young, so consider the source.

Jamie Shuster, Director of Budget and Policy. Don’t really know her, but I know the South Carolina Policy Council. That reminds me. I was supposed to set up lunch with Ashley Landess. Y’all don’t let me forget that…

Katherine Veldran, Legislative Liaison. This is the one, I suppose, that that same ex-colleague mentioned above referred to thusly: “the chick who’s going to be working with the Legislature whose experience is working for a Hilton Head hotel. Huh?” I don’t know what that’s about, either. Perhaps she’ll lecture lawmakers on the inherent superiority of the private sector. We’ll see.

A pre-session legislative discussion

I meant to post about this yesterday, when it happened, but better late than never.

ADCO had a table at the Columbia Regional Business Report‘s (that’s the outfit Mike Fitts is with) “Legislative Lowdown” breakfast at Embassy Suites. It was a good table. Lanier and I were joined by Alan Kahn, Jay Moskowitz, Bob Coble, Butch Bowers, Cameron Runyan and Grant Jackson.

We were there to hear a discussion by a panel featuring Otis Rawl from the state Chamber, Rep. James Smith, Sen. Joel Lourie, Rep. Nathan Ballentine and Rep. Chip Huggins. Joel was a few minutes late, and Chip had to leave just as Joel arrived, but it was still a good discussion.

Lawmakers speaking at the Business Report’s Power Breakfast this morning said they see major difficulties ahead in the new budget year, but they also said there are new opportunities for bipartisanship.

The event, hosted at the Embassy Suites, featured Reps. Nathan Ballentine, R-Chapin, Chip Huggins, R-Columbia, and James Smith, D-Columbia; Sen. Joel Laurie, D-Columbia; and Otis Rawl, president and CEO of the S.C. Chamber of Commerce.

With a new Legislature and new governor coming to Columbia in January, much of the discussion focused on the budget crisis that will greet them.

Ballentine, a member of Gov.-elect Nikki Haley’s fiscal crisis task force, drew a stark picture of the challenges facing lawmakers. Ballentine compared the situation to a lifeboat with a limited number of seats. There won’t be enough dollars to take care of students, the elderly, the disabled and law enforcement, Ballentine said.

“Somebody’s going to get left out, and that’s going to hurt,” he said…

To Mike’s focused report I will add the following random observations:

  • I don’t know if this would have been the case if Chip Huggins had stayed, but the general consensus, or at least lack of overt conflict, between James, Joel and Nathan on issue after issue was quite noticeable. Nathan alluded to it, saying he was sure that the business people in the room were probably wondering why a pair of Democrats and a close ally of Nikki Haley were agreeing about issue after issue. (And some of the agreements were remarkable, going beyond mere civility, such as when Nathan volunteered his acknowledgement of the problems with Act 388.) Nathan further speculated that the audience might reasonably wonder why, in light of what they were hearing, the General Assembly had so much trouble getting anything done. He explained that the reason was that there were these 167 other people in the Legislature… And he was completely right. If we filled the Assembly with Jameses, Joels and Nathans, South Carolina would see a Golden Age of enlightened governance. These are reasonable young men who, despite their disagreements on some points are reasonable, deal with others in good faith, and truly want what’s best for South Carolina, and want it more than their own advancement or the good or their respective parties. If only their attitude were catching.
  • I’ll add to that point the observation that if all discourse about issues were on the intellectual level of this one, we’d see a very different, and much better, South Carolina. The conversation was wonderfully devoid of partisan, ideological, bumper-sticker cliches. For instance, I never heard anyone mention “growing government” or “taking back our state.” Observations were relevant, practical, and free of cant. I used to hear discussions like that regularly when I sat on the editorial board, because intelligent politicians did us the courtesy of leaving the meaningless catch-phrases behind. It was good to hear that kind of talk again. (It occurs to me that the fact that over the years I’ve been privileged to hear politicians at their best, trying to sound as smart as possible, may help to explain why I don’t have as jaded a view of officeholders as Doug and others do.) I’d be inclined to say that the discussion was on this level because the lawmakers were paying this assembly the same compliment of respect — but these particular lawmakers pay everyone that sort of respect. Which is why we need more like them.
  • Otis Rawl, incidentally, was slightly more confrontational — something you don’t usually see in a Chamber leader. He exuded the air at times of being impatient with the air of civil agreement in the room. When Nathan said that he had not realized when he voted for it the harm that Act 388 would cause — Otie challenged him directly, saying he knew good and well that his group had informed lawmakers ahead of time, and there was no excuse for anyone to claim innocence (I think he’s right in the aggregate — the body as a whole knew better, but ignored what they knew it order to scratch a political itch — but if Nathan says he didn’t understand, I believe him; he was a relatively inexperienced lawmaker at the time; and I appreciate greatly that he’s learned from experience). Awhile back, I chided Otie for not being more frank about what he thought on an issue. The Otis Rawl I saw Thursday morning could not be chided for the same thing. I suspect this reflects a growing dissatisfaction with Sanford-era fecklessness in the State House, which helped lead to the Chamber’s endorsement of Vincent over Nikki.
  • Speaking of Vincent, Nikki, Otie, James, Nathan and Joel … It struck me as interesting, just because language and civility interest me, that everyone speaking of Nikki Haley referred to her carefully as “Governor-Elect Haley.” It was notable partly because it was stilted coming from people who know her quite well as “Nikki,” but also because (and this might have been my imagination) there was a slight change of tone when the speakers said it, a shift to a formality mode. It seemed natural enough that the Democrats present would use that highly formal construction — it’s important to them (particularly since the two Democrats in question are Vincent Sheheen’s two best friends in the General Assembly) to sound scrupulously neutral and respectful in this post-election period. It’s a way of papering over their feelings about her election, and perfectly proper. It was also perfectly appropriate for Nathan to refer to her that way; it just sounded odder coming from him. They were seatmates, and allies in her fights with the leadership. But being a gentleman, he wasn’t going to top it the nob in a public setting by assuming excessive familiarity. Bottom line, just over a month ago ALL of them would have called her “Nikki.” But now they are the very pictures of proper Southern gentleman. Which I like. But then I’d like to see a return of the sort of manners I read about in Patrick O’Brian and Jane Austen. We just don’t see that very often nowadays.
  • As civil and intelligent as this discussion was (in fact, probably because it was so intelligent), it offered little hope for the General Assembly effectively dealing with any of the important issues facing our state in the foreseeable future. Everyone spoke with (cautious, on the part of the Democrats) optimism about Nikki — excuse me, Gov.-elect Haley — being able to work better with the Legislature than Mark Sanford has (a pitifully low bar). But I heard little hope offered that this, or anything else, would likely lead to the reforms that are needed. The institutional and ideological resistance to, say, comprehensive tax reform is just too powerful. The most hope Joel Lourie would offer is that steady pressure over a long period of time might yield some small progress. He cited as an example his and James’ long (eight-year) battle to get a sadly inadequate cigarette tax increase. The terrible truth, though, is that the cigarette tax was such a no-brainer — it shouldn’t have taken two days, much less eight years — that if IT took that long, much less simple and obvious reform seems unlikely in our lifetimes. But perhaps I’m not being as optimistic as I should be. It’s just that I’ve been fighting these battles, and hearing these same issues discussed, for so very long…

Where in SC is he seeing government “grow”?

Glenn McConnell and other who say stuff like this completely mystify me:

“Today, I again introduced a joint resolution that would limit the growth of government.  My desire was to give the people of South Carolina the opportunity to decide at the ballot box if government should grow faster than their wallets.   I have introduced this bill every session since 2007, and hope that it will pass this year.  The need for this legislation has been made clear by the current crisis we are in.  I believe that we should have manageable growth that allows for providing core services of government.  We do not need a feast or famine approach to budgeting for our core government functions.  I also believe that what the government does not need should be returned to those who paid the bill in the first place.  Sadly, I have seen that government, when faced with a buffet of tax dollars, could not control its appetite.  Therefore, I felt compelled to introduce a legislative way to staple its stomach.”

That’s from an e-mail release I got today from Senate Republicans. Set aside the overuse of weary cliches. My point is this: Where, oh where in the state of South Carolina is Glenn McConnell seeing government “grow,” or indeed do anything other than retrench, shrivel, stumble and limp along? Where is the “problem” that his is allegedly addressing? I see it nowhere in this state, and haven’t in the 23 years I’ve been closely watching.

If this were anyone but McConnell, I would say it was just mindless GOP rhetoric. Since the Republicans have decided to nationalize all politics, since we’ve seen expansions of such programs as Medicare and Homeland Security under Bush, and other medical programs and the stimulus under Obama, a state senator of GOP persuasion might spout such nonsense reflexively.

But we know that McConnell is particularly a South Carolina creature, and he knows this state inside and out. He thinks SC thoughts, in SC symbols. There’s nothing generic about him.

So in his case, it really makes no rational sense at all.

Of course, he’s not alone. I hear Tom Davis has done the same. I like Tom, and he’s certainly right about some things, but he definitely loses me when he puts forward such Sanfordesque legislation as trying to create a formula limiting future spending to an arbitrary formula:

Tomorrow, I will pre-file a bill that caps general fund appropriations to a “population growth plus inflation” increase over the amount spent the prior year, with revenues above this cap returned to taxpayers, pro-rata in accordance with their payments. Time to draw the line.

The problems with such proposals should be obvious. To name four of my favorites:

  1. There is no solid reason to believe (except that it sounds like it might apply) that such a formula will bear any accurate relationship to the future requirements of government. There’s no way you can know that a formula based on population growth and inflation will be more relevant than one based on a function of the ERAs of left-handed pitchers in the American League.
  2. The Framers who handed down our system of republican government (of which our SC system is a sort of Bizarro World parody, but hey, it’s what we’ve got) intentionally placed such decisions as taxing and spending in the hands of regularly elected representatives who are delegated to decide how best to address the needs of the moment. They most assuredly did NOT set up a system that would make future Congresses’ (or in our system, Legislatures’) decisions for them, much less try to substitute present or future representatives’ deliberation with a mathematical formula. It’s hard to imagine any decision that lawmakers make that is more central to their responsibility as stewards, or more sensitive to the particular factors of the given year, than the annual budget.
  3. No one who believes in any sort of democracy, representative or otherwise, should support anything like this. Basically, a proposal like this arises from a desire to use a momentary political advantage to bind all future elected representatives to follow the proposer’s philosophy. The idea is, get a momentary majority, and then you don’t have to win elections in the future — even if your philosophy is completely rejected in future elections, you have prevented those elections from having consequences. And that is unconscionable if one believes at all in the American way of democratic republicanism.
  4. Finally, we return to the objection I raised initially above: This is South Carolina, gentlemen. At no time has there been any indication that there is a problem for which this proposal might be even an imperfect solution. “Time to draw the line?” Really? On what, Tom, on what?

Whew! McConnell owes Democrats a favor

After Senate Minority Leader Mitch McConnell, R-Ky., oh-so-reluctantly gave in to Tea Party demands to swear off on the earmarks he so dearly loves, the Senate Democrats came to his rescue today:

WASHINGTON — The Senate Tuesday rejected a GOP bid to ban the practice of larding spending bills with earmarks – those pet projects that lawmakers love to send home to their states.
Most Democrats and a handful of Republicans combined to defeat the effort, which would have effectively forbidden the Senate from considering legislation containing earmarks like road and bridge projects, community development funding, grants to local police departments and special-interest tax breaks.
The 39-56 tally, however, was a better showing for earmark opponents, who lost a 29-68 vote earlier this year. Any votes next year should be closer because a band of anti-earmark Republicans is joining the Senate…

He owes them one. But will he repay? Is there honor among earmarkers?

McCain has a point comparing Palin, Reagan

Since I don’t watch those Sunday talk shows, I’m always reading the reactions, and reactions to reactions, on Monday (which is quite soon enough to suit me). Today I’m reading what Chris Cillizza has to say about what John McCain said on Sunday:

The Arizona Republican, responding to a question from CNN’s Candy Crowley about Palin being “divisive,” noted that Ronald Reagan was often seen as divisive as well.

It wasn’t a direct comparison to Reagan (McCain never said Palin is similar to Reagan), but it was a comparison nonetheless. And the reaction was swift, as it often is when it comes to Palin.

So the big question follows: Is it a valid comparison? The answer: In many ways, yes.

The fact is that Reagan has benefited tremendously from the years since his presidency, and people look back on him in a much favorable light than they did during his presidency.

According to Gallup polling data, Reagan’s average approval rating during his presidency was 53 percent — lower than John F. Kennedy,Lyndon JohnsonDwight Eisenhower and George H.W. Bush andBill Clinton.

As for the operative word here — “divisiveness” — Reagan had a claim to it. Many more Republicans approved of him than Democrats, and even at his peak, just 68 percent of Americans approved of him, a number lower than everyone but Richard Nixon over the last 65 years.

The reason Reagan couldn’t get higher than that was because there was a segment of the population, about one-third, that was dead-set against him. Reagan is often listed in polls of people’s favorite presidents, but because of that one-third, he’s also among the leaders for people’s least favorite presidents. His detractors often feel just as strongly as his supporters about Reagan’s legacy.

Recent polling shows Palin is on par with all of that…

Hey, it works for me. I, for the record, was among that one-third. And probably one of the more adamant members of that segment. My attitude has softened somewhat over the years, but that may be due to the 1984-style revisionism to which I’ve been subjected in media for more than two decades. You know, Ronald Reagan was a great president; he was always a great president — and we have always been at war with Eastasia. (Or would a better analogy be the sleep-teaching in Brave New World? Discuss.)

To the extent that I can clearly recall the past, I remember seeing Reagan — when he emerged on the national scene in 1976, then again in 1980 — as a destructive, negative, insurgent, dumbing-down force in the GOP. So yeah, a comparison to Sarah Palin is valid on those grounds.

Of course, after all these years of hearing what a great job he did, it seems a disservice to him to compare him to Mrs. Palin. One thing’s for sure, though — as a thoroughly professional actor, Reagan played the role of president with far greater dignity than I can imagine the ex-governor of Alaska managing to project.

And oh, yeah — congratulations, Mr. Speaker

Maybe this doesn’t mean a thing, but it struck me…

Remember when I told you yesterday about Bobby Harrell’s overwhelming re-election as Speaker? I mean, we had expected Nancy Pelosi’s coronation as Minority Leader, but Bobby’s win was much more convincing than hers. (Harrell won 112-5 over a challenger who had been much touted as representing Tea Party dissatisfaction with the speaker. Pelosi won 150-43 over a moderate who was never given much of a chance in the increasingly liberal Democratic caucus.)

Well, Gina Smith tweeted that out at 1:29 p.m. yesterday.

Today, at 4:42 p.m. — more than 27 hours later — I got this from Karen Floyd:

Yesterday, State House Representative Bobby Harrell retained his leadership position as House Speaker with an overwhelming majority.

Speaker Harrell is a true conservative leader who will continue to honorably represent the ideals and values of South Carolinians. We are excited to have someone at the state house that will take the helm and guide us towards a brighter future.

For the next legislative session, you can be sure that more conservative reforms will be making their way through the legislature.  Speaker Harrell will promote lower taxes and business incentives in the coming months, as well as strive to streamline state government to make it more efficient and effective.

After the enormous outcry from the people this past election season, it is imperative that we move toward smaller government and tighter spending controls. We are blessed to have a House Speaker who takes these matters seriously and will ensure that your trust was not misplaced.

Why did that boilerplate, lukewarm-to-middling congrats take so long? Maybe it was just that there aren’t as many people on deck attending to business over at party HQ now that the election is over.

But in that wording — which flatly offers assurances that Bobby WILL obediently do what you “conservatives” out there want him to do, fear not — and in that timing, I sense a hesitation, a decision-making process: Should we congratulate him? If so, do we need to talk to him first and get certain assurances?

Maybe not. Maybe, since I’m on the outside looking in, I’m just reading too much between the lines. But I’m reminded of the way I felt on election night, during that eerie waiting period while we wondered when Nikki Haley would come out and give a victory speech. What, indeed, was going on backstage? (And when she appeared virtually alone, I wondered whether there had been some sort of debate in the wings as to whether anyone besides Henry would appear with her.)

But that had been a long day, and my imagination was overly active. Same thing today. Long day. Although not as long as the day that passed before this congratulations went out…

What sort of person SAYS things like that?

Gina reported a minute ago that Speaker Harrell was “overwhelmingly re-elected, 112 to 5, over Ralph Norman.”

As we expected.

But that’s not what interests me today. What interests me is the sort of rhetoric Norman was using going into this vote:

“In 2011, if (House members) give lip service to conservative values but don’t follow through, I’m going to be part of pointing it out and recruiting candidates to run against them,” said Norman,who defines conservative values as funding core services like law enforcement and education while making cuts elsewhere and dismissing “feel good” legislation.

“I’m planting the seeds and willing to put my name on the line with it,” he said.

What sort of person says things like that? Particularly when everyone knows he has no support. Has he no sense of irony? Has he no decency? Does he really think he sounds like anybody any sensible person would want to follow, talking about how he’s going to make the General Assembly — the same General Assembly that is rejecting him and his “leadership” — conform to his almighty Will?

This takes me back to that Nikki Haley/Sarah Palin rally that depressed me so. Nikki gets away with saying such obnoxious things because she has a pleasant voice and pleasing face and because, let’s face it, she’s a dame. Put enough sugar on it and it doesn’t sound so bad (unless you actually listen). But that doesn’t mean the things she says — such as the fact that established politicians are “scared” is “a beautiful thing,” or that she will “burn” lawmakers if they don’t obey her — are any less ugly. (As I said at the time, “What’s the difference between ugly good ol’ boy populism and Palin/Haley populism? Lipstick.”)

This mode of expression, this obnoxious, chip-on-the-shoulder attitude toward other human beings, is a distinguishing characteristic of this political trend with which Mrs. Haley, and Mr. Norman, identify.

And you know what? It is probably the one thing that bugs me the most about them.

Couldn’t they advocate the things they advocate without this hostile attitude? Is it really essential to who they are and what they stand for?

Here’s Slate’s summary of a piece on Politico:

New GOP Legislator Incensed by Delay of His Government Health Care Coverage

A newly elected Maryland congressman startled other frosh at a congressional info session on Monday by growing indignant over the fact that his government-funded health care wouldn’t be active immediately, reports Politico. Republican Rep. Andy Harris, who triumphed over Democrat Frank Kratovil in his congressional race with promises to vanquish Obamacare, couldn’t believe that his policy would take a month to become active after his swearing in on Jan. 3. “He stood up and asked the two ladies who were answering questions why it had to take so long, what he would do without 28 days of health care,” said a congressional staffer present at the benefits information session attended by 250 freshman, staff, and family members. “Harris then asked if he could purchase insurance from the government to cover the gap,” said the staffer. Harris, a doctor turned legislator who works at Johns Hopkins in Baltimore, also told the audience: “This is the only employer I’ve ever worked for where you don’t get coverage the first day you are employed.” During his congressional campaign, Harris vowed to “fight to repeal health-care reform.” His spokeswoman said his statements at the meeting were merely intended to highlight the ineptitude of government health coverage.

I hardly know what to say, beyond the obvious — if Congress would simply let us all buy into its health plan, I’d be happy. Wouldn’t you? If only Obamacare did that much, it would be a wonderful thing.

Another failure to communicate

Mitch McConnell has something in common with Barack Obama. Actually, two things: First, he now agrees with the president that we need to do away with earmarks. (Oh, you didn’t know that? Yes. That’s something Jim DeMint and Barack Obama agree on. This isn’t a debate between Democrats and Republicans. It’s a debate between entrenched legislative leaders of both parties, and just about everybody else.)

But he also believes that this is more of a communication problem than a question of there being anything wrong with the practice.

Oh, he says he’s been listening to the people, and I suppose that’s true as far as it goes:

I have thought about these things long and hard over the past few weeks. I’ve talked with my members. I’ve listened to them. Above all, I have listened to my constituents.  And what I’ve concluded is that on the issue of congressional earmarks, as the leader of my party in the Senate, I have to lead first by example. Nearly every day that the Senate’s been in session for the past two years, I have come down to this spot and said that Democrats are ignoring the wishes of the American people. When it comes to earmarks, I won’t be guilty of the same thing.

But this is the thing that jumped out at me when I heard it on the radio this morning (the bold-faced emphasis is mine):

Make no mistake. I know the good that has come from the projects I have helped support throughout my state. I don’t apologize for them. But there is simply no doubt that the abuse of this practice has caused Americans to view it as a symbol of the waste and the out-of-control spending that every Republican in Washington is determined to fight. And unless people like me show the American people that we’re willing to follow through on small or even symbolic things, we risk losing them on our broader efforts to cut spending and rein in government.

Did you get that? Essentially, the way he sees it is, the problem is that YOU, the people, don’t understand how wonderful earmarks (at least, HIS earmarks) are, even though HE knows better, and has always known better, which is why he’s not going to apologize. But against his vastly superior judgment, he’s going to have to act on this purely SYMBOLIC concern that YOU, the uninformed people, have, or else he’s going to lose the ability to do all the wonderful things that only he and his brethren can possibly provide to you, the people.

Got that? I certainly did.

It’s later than you think — 2012 is upon us

Let’s not forget that the actual campaigning for 2012 will begin in approximately 10-12 months. The election may be two years away but the jockeying for position will begin much sooner…

To which I responded:

Actually, Doug, it’s a lot worse than you say. The SC primary itself is only 14 months away. The campaigning has begun already, but it will become fairly obvious and public starting early in the New Year.

Almost immediately after the 2002 election (when Mark Sanford was elected) — I mean, like a week or two later — Howard Dean contacted us wanting to come in and talk about his candidacy in the 2004 Democratic primary. I was like “Howard Who?” and “He wants to talk to us about WHAT?” But I agreed to the meeting. (I used to say yes to a lot of meetings I would have said no to later, as our staff shrank.)

If you go back on my old blog, you’ll see that we started getting into full swing on the 2008 presidential election in late spring of 2007, about the time of the GOP debate here on May 15.

My first interview with Barack Obama was conducted via cell phone in June 2007 (we didn’t get far, as we had connection trouble). As the summer wore on, I wrotemore and more about the campaign. The John Edwards column that everyone remembers appeared in early August 2007 — and it really only appeared that late because I had put off writing it for months. It had started with something I hadwritten on the blog on Feb. 8, 2007.

Bottom line, we’re about to get full-tilt into the 2012 election here in SC…

Sorry to break the news to y’all. But as I told Rotary today 2012 is upon us…

Nikki Haley’s transition team

Here’s Nikki Haley’s transition team, as she announced it today:

Ambassador David Wilkins, Chairman. Ambassador David H. Wilkins is a partner at Nelson Mullins Riley & Scarborough LLP and chairs the Public Policy and International Law practice group. Wilkins was nominated by President George W. Bush to become the U.S. Ambassador to Canada, serving from June 2005 to January 2009. A former speaker of the South Carolina House of Representatives for 11 years and 25 years total as an elected representative, Wilkins now serves as Chairman of the Clemson University Board of Trustees.

Chad Walldorf, Vice-Chairman Chad Walldorf is the co-founder of Sticky Fingers and was named a 2004 Ernst and Young “Entrepreneur of the Year” for the Carolinas.  He and his partners sold the company in 2006 after growing it to include restaurants in five states and a national line of barbecue sauces. Walldorf served in the Reagan White House’s Office of Political Affairs and for two years as Deputy Chief of Staff to Governor Mark Sanford.  He chaired the 2007 Government Efficiency and Accountability Review (GEAR) Commission which resulted in detailed recommendations for the Budget and Control Board with half a billion dollars in estimated savings.

Derick Close. Derick Close is CEO of Springs Creative Products Group in Rock Hill.  A member of Clover-based Huffman Machine Tool’s Board of Directors, Close is past president of the South Carolina Manufacturing Alliance and serves on its executive committee.

Dave Ellison. Dave Ellison joined Northwestern Mutual in 1981 after a five year banking career. He has served or is currently serving on several community boards including the Furman University Board of Trustees, the United Way of Greenville County Board of Trustees and the Board of Directors of Southern First Bancshares, Inc. Ellison’s leadership positions include serving as past chair of the Furman Board of Trustees, past president of the Furman Alumni Association and past chair of the United Way’s Palmetto Society.

Michael Haley. Michael Haley currently works in the human resource office as the State Equal Employment Manager for the South Carolina National Guard.  He is also an officer with the Medical Command in the Army National Guard.

Jermaine Husser. Jermaine Husser is currently the Executive Director (CEO) of the Lowcountry Food Bank. Husser oversees the operations, program and services at the Lowcountry Food Bank’s main distribution center in Charleston and Regional Food Centers in Myrtle Beach and Beaufort.

Jennie M. Johnson. Jennie Johnson is the Executive Director of Liberty Fellowship. She was previously president of Liberty Insurance Services and executive vice president of RBC Liberty Insurance. Her prior experience includes serving as president of Pierce National Life and strategic planning for Ashland Oil. Johnson is Vice-Chair of the Area Commission for Greenville Technical College, and she formerly chaired the South Carolina Research Authority.

Pamela P. Lackey. As President of AT&T South Carolina, Pamela Lackey is responsible for the company’s public policy, economic development and community affairs activities in the state. She works closely with state and community leaders to help bring new technology and jobs to the state and improve the quality of life for all South Carolinians. Prior to joining AT&T in 1997, she was a professional educator, most recently serving on the staff of the State Superintendent of Education. She is the Chair of the S.C. Research Centers of Economic Excellence Review Board and serves on numerous other boards, including the Central S.C. Alliance, the South Carolina State Chamber of Commerce, Governor’s School for the Arts, Palmetto Business Forum and the University of South Carolina Business Partnership Foundation.

Don Leonard. President of Leonard, Call & Associates, Inc., Don Leonard is Chairman of the South Carolina Transportation Infrastructure Bank and serves on the Wake Forest University Board of Trustees, the Board of Directors of the National Bank of South Carolina, the Board of Trustees of the Grand Strand Regional Medical Center and the Board of Trustees of Brookgreen Gardens.

Leighton Lord. Leighton Lord is former chairman of Nexsen Pruet, LLC.  He focuses his law practice on economic development and was Boeing’s legal team leader in the deal that brought the company to South Carolina. Lord serves on several boards, including Santee Cooper.

Pat McKinney. A long-time Charleston resident, Pat McKinney has spent his entire business career involved in the development of upscale communities along coastal South Carolina. Since 1988, he has been a partner in Kiawah Development Partners, the master developer of Kiawah Island. A past appointee to the State Board of Education (1987-1990), he is currently serving on the Board of Trustees of Furman University where he is chair of the Financial Management Committee.

Henry McMaster. President Ronald Reagan chose Henry McMaster to be his first U.S. Attorney. Then, when the people of South Carolina needed a strong Attorney General, they twice elected Henry McMaster. As chairman of the South Carolina Republican Party, McMaster’s leadership was instrumental in electing Republican majorities to the state House and state Senate for the first time since Reconstruction. McMaster has served as chairman and a member of the board of directors of the South Carolina Policy Council and was appointed by Governor Carroll Campbell to serve on the state Commission on Higher Education.

Dr. Henry N. Tisdale. A native of Kingstree and magna cum laude graduate of Claflin University, Dr. Henry Tisdale returned to his alma mater as its eighth president in 1994. Dr. Tisdale has presided over a period of unprecedented growth and development at Claflin. During his tenure, Claflin has achieved national recognition for academic excellence, increased enrollment, and enhancement of both its physical infrastructure and research capacity. Dr. Tisdale earned a bachelor’s degree in mathematics from Claflin in 1965 and became the first African-American to receive a doctorate in mathematics from Dartmouth.

George Wolfe. A partner in the Columbia office of Nelson Mullins Riley & Scarborough LLP, George Wolfe serves as Chair of the firm’s Economic Development Practice Group. He has worked over the last 20 years to develop policies and laws in support of economic development in South Carolina. Mr. Wolfe has worked closely with companies establishing and expanding new operations in South Carolina, including some of the largest investments in the history of the state.

At this point on a Friday afternoon I don’t have much to say about the list, beyond:

  • David Wilkins is there to reassure us more mainstream folk that Nikki really DOES want to play well with others. And so far, it’s working.
  • Sanford Überpal Chad Walldorf is there to tell the Tea Party faithful to ignore that David Wilkins appointment, she’s not going Establishment.
  • Henry McMaster is there because, well, who else among party leaders actually actively supported her campaign after he and other mainstream Republicans were pushed aside in the primary.
  • Husband Michael Haley is there because… well, I’m having trouble coming up with a justification for that one. I mean, Jenny Sanford was always involved in her ex-husband’s administration because she was the brains behind the Sanford mob. But Michael Haley, from what I’ve seen, has been in the background. Of course, he and Henry were the only adults who stood up on the stage with her when she gave her victory address, so that’s something…
  • George Wolfe and Leighton Lord are also, like David Wilkins, sort of reassuring ties to the actual conservative part of the Republican Party, rather than the newfangled neo-revolutionary wing. They’re both smart guys who I hope will have an impact.

It leads to a story about how Mark Sanford is bouncing back from that little detour on the Appalachian Trail:

Mr. Sanford, who confessed last year to having an affair with an Argentine woman, has grappled since the scandal to save his political career and earn the public’s forgiveness.

And there are indications that he is succeeding — at least with South Carolinians. As Mr. Sanford, 50, a two-term Republican, prepares to leave office in January, he is enjoying a degree of political success that seemed unimaginable in the precarious days after his teary appearance on national television in the summer of 2009.

His poll numbers have rebounded, showing him more popular in the state than President Obama or SenatorLindsey Graham, a moderate Republican. He strung together what experts consider his most important legislative term. He announced plans for a huge Boeing plant near Charleston, the largest industrial project in state history. And his ally and personal friend Nikki Haley won this month’s governor’s race…

But that’s not what I come here to tell you about today. I just wanted to let you know who brought that story to my attention. It was reTweeted by @MarkSanford.

Really. That may mean nothing to you. But to me, it seemed telling.

Karen Floyd? I didn’t see THAT coming

This kind of snuck up on me:

Karen Floyd won’t seek second term as the leader of the S.C. Republican Party. Floyd called an afternoon news conference today on the steps of the Statehouse to make the announcement and talk about her decision to not run for the chairmanship of the party.

S.C. House Speaker Bobby Harrell, R-Charleston, thanked Floyd for her hard work and dedication to the Republican Party in South Carolina.

“During her tenure as South Carolina Republican Party chairman, Karen oversaw an organization responsible for historic gains — an unprecedented election of all nine statewide constitutional officers, the defeat of one of the most powerful Democrats in Washington, and the largest, most conservative majority ever before in the South Carolina Statehouse,” Harrell said….

I mean, I knew there would be a post-election resignation by a party chair, I just didn’t expect this one…

WSJ: How DeMint betrayed his friend Bob Inglis

The best newspaper story on South Carolina politics that I’ve read in some time was on the front page of The Wall Street Journal this morning. Headlined “As U.S. Political Divide Widened, a Friendship Fell Into the Rift,” it is the story of how Jim DeMint betrayed and abandoned his friend Bob Inglis for the sake of DeMint’s all-consuming ideology. It’s written by Louise Radnofsky and Michael M. Phillips.

It’s pretty powerful, and it tells a story with which I am partly unfamiliar. First, since I’ve never had much occasion to track inside

baseball in Upstate congressional districts, I didn’t realize how close Inglis and DeMint once were. (DeMint was Inglis’ consultant when he miraculously won election to the House in 1992; they belonged to the same church that Inglis helped found, and on and on.) I even had forgotten that DeMint was Inglis’ immediate successor in the House when Inglis ran for the Senate against Fritz Hollings, although I did recall that Inglis succeeded DeMint when the latter went to the Senate.

But the main thing I just plain didn’t realize was that Inglis, facing an ultimately successful primary challenge this year from another former ally, Trey Gowdy, asked DeMint to help him back in January — and DeMint refused. Apparently the senator wasn’t going to let his perfect record as a kingmaker to extremists be sullied by backing a friend who, while indisputably conservative, dares to think for himself.

I hope you can read the story; you may be prevented by the WSJ‘s pay wall. But at the very least, read these excerpts:

The unraveling of the DeMint-Inglis friendship is emblematic of the balkanized state of American politics after last week’s historic midterm election. The two men fell out over disagreements that to outsiders might appear less significant than the many things on which they agree. That phenomenon now marks the political landscape: Both parties, largely shorn of centrists, are feuding within their ranks in addition to fighting the other side…

In the leafy cul-de-sacs of Greenville, two Republican conservatives—members of the same church and campaign allies since 1991—are no longer friends because of the schisms that have emerged between them…

Mr. Inglis, a real-estate attorney, began toying with the idea of running for Congress in 1991. For a campaign logo, he turned to a local marketing firm whose work he admired. It was run by Jim DeMint. It was at Mr. DeMint’s office where Mr. Inglis made his final decision to enter the 4th District race. Election Day went badly for Republicans, but Mr. Inglis overcame a late deficit to squeeze by a sitting Democrat and into Congress.

“It was a miracle that we won in 1992; Jim was one of the material means of that miracle,” says Mr. Inglis.

Once in Washington, Mr. Inglis established himself as a conservative stalwart, pushing for term limits, tighter abortion restrictions and an end to congressional mailing privileges.

Soon after Mr. Inglis took office, he and his wife began hosting a monthly Bible study group that included Mr. DeMint and his wife, and Dave Woodard, a Clemson University political scientist who had become Mr. Inglis’s pollster, and his wife. Group members shared lists of sins they had committed in the previous week, and discussed the concept of grace: Nobody is above reproach, or beyond salvation, if they accept God.

The inner circle that set Mr. Inglis on the path to Congress reconvened in Mr. DeMint’s office in 1997. Mr. Inglis was gearing up for a Senate bid, staying true to his self-imposed three-term limit for the House, and the group was eager to keep Mr. Inglis’s seat in conservative hands, someone to “carry the torch,” Mr. Inglis told the others. Top on his list was Mr. DeMint, who agreed to run.

Mr. Woodard did polling work for both men. Mr. DeMint dropped Mr. Inglis’s name in fundraising letters.

The night of the 1998 Republican primary, the first congratulatory call to DeMint HQ came from Mr. Inglis. “This is from Bob, this is from Bob,” Mr. DeMint said to hush the crowd, says attendee Brent Nelsen, a Furman University political scientist and friend of both men…

That’s probably as much as I can quote without running afoul of Fair Use. But I hope I can go away with quoting this brief description of Inglis’ moment of epiphany:

In 2001, Mr. Inglis passed out from dehydration at his home in Greenville, and banged his mouth on a bathroom vanity. As he recovered, he says he thought about his own failings. He vowed, if he returned to politics, to be “less inclined to label the other side as Satan incarnate.”…

Note that Inglis didn’t change his mind about issues. He was as conservative as ever. He simply decided to stop regarding people who disagreed with him as the enemy.

And that, tragically, seems to have made him DeMint’s enemy. DeMint’s continuing attitude toward politics was captured in this paragraph:

The day after the vote, Mr. DeMint urged the newly elected senators to stick to their principles. “Tea-party Republicans were elected to go to Washington and save the country—not be co-opted by the club,” Mr. DeMint wrote in an op-ed in this newspaper. “So put on your boxing gloves. The fight begins today.”

Worse for Inglis, worse even than his new distaste for demonizing the opposition, was that he wasn’t always on board with the GOP team. He had always gone his own way, which was apparently fine with DeMint when it meant being more conservative than anyone else. But now, he occasionally broke with the right. He criticized the use of Culture War issues such as gay marriage to divide the electorate. He voted against the Surge in Iraq (something that I strongly disagreed with him on, but respected for the courage it took). He voted with Democrats to censure Joe Wilson for shouting “You lie!” (Why? Because Joe deserved censure for such a breach of civility.)

And so when Inglis asked DeMint to help him this year, DeMint refused, giving the excuse that he wasn’t getting involved with House races.

You really need to read this story. If you can’t read it online, run out over lunch and buy a copy while they’re still available. It’s really something.

Haley takes big step toward GOP respectability

The state Democratic Party is giving Nikki Haley a hard time for choosing David Wilkins to head her transition:

Columbia, SC – South Carolina Democratic Party Chair Carol Fowler released the following statement today in response to Gov.-elect Nikki Haley’s announcement that GOP insider David Wilkins will head her transition team.  Wilkins is a former long-time SC legislator, House Speaker, and ambassador.

“We were hoping Nikki Haley had gotten the hypocrisy out of her system during her campaign, but apparently she didn’t.  David Wilkins’ appointment shows South Carolinians that the Haley Administration isn’t going to be the “movement” they were promised. The governor-elect has given the highest position on her team to one of the very same good ol’ boys she campaigned against.  She can’t move this state forward by continuing to reach backward,” said Fowler.

But I see it as a positive development — Nikki the Tea Party insurgent reaching out to the respectable center of her party. In other words, reaching out to the conservative center of the state GOP.

And that can only be a good thing. If I were one of her typical supporters, I might wonder. But since I’m not, I don’t.

For me, this is sort of like when I found myself reassured by Obama’s national security pragmatism after the 08 election.

How Haley Won (the short version)

On Sunday I had too much going on to read the paper, but I didn’t feel like I was missing much, because the lede headline was, “How Haley beat Sheheen.”

That would have to be shortest analysis story yet, since the entire explanation can be expressed thusly:

“She ran as a Republican in 2010.”

It’s so obvious from the outcome that, since Vincent Sheheen garnered a larger percentage of the vote than any other Democrat running in South Carolina, Nikki Haley didn’t do anything else to contribute to her success. In fact, the numbers indicate that everything else that happened in the fall campaign must have worked against her.

So, a very short story. (And yet my colleague John O’Connor squeezed 2,000 words out of it. My hat is off to him. Editors don’t give reporters that kind of room often, so when they do, any writer worth his salt makes the most of it.)

Now, if you want to talk about how she won the nomination — her transition into the darling of the Tea Party — that might take some verbiage. But there’s not much to say about her victory in the general. She hit her crescendo in June, but the air gradually leaked out of her campaign until she barely squeaked by on Election Day. But being a Republican guaranteed that she could afford to blow a big lead, and still win. So she did.

The big, gigantic, huge ideological shift of 2010: About 4.76 percent of voters changed their minds

Sometime over the last couple of days I was talking to a Republican friend who insisted that the American people decided to reject Obama and all his works on Tuesday, that the ideological message was clear and unequivocal.

His view was similar to the one express in this Tweet posted by @SCHotline today:

I, of course, disagreed. I believe that elections seldom express clear messages, for one thing. People have many reasons for voting as they do, and it’s almost impossible to classify or quantify them with any degree of certainty, even with exit polls — which necessarily boil motivations down to explanations that can be quantified. Voters could vote against a guy because, deep down, they don’t like the tie he wears — something a pollster is unlikely to capture.

What happened was that a small proportion of the electorate — a minority of us independents in the middle — voted Democratic in 2006 and 2008, but Republican in 2010. And they are just as likely to vote the other way in two or four years. Believe me; these are my people. I’m one of them. It’s a swing voter thing; someone who calls himself a Republican, or a Democrat — something who really believes all that junk they spout — couldn’t possibly understand.

My friend saw the election, for instance, as a clear, unambiguous rejection of Obamacare. Please. The word may poll well (for Republicans), but most voters couldn’t explain to you what the recent health care legislation actually DOES. Neither can I, unless you give me a couple of days to refresh my memory on it. I don’t even understand how it’s going to affect me, much less the country. If you don’t know what it is, how can you possibly know, clearly and unambiguously, that you are against it?

As a measure of how the country FEELS about the president, sure. But as a measure of a clearly defined ideology, no way. Which is good, since I don’t like ideologies.

Anyway, today my friend sent me this piece from The New Republic (hoping I would consider the source favorably, no doubt), headlined “It’s the Ideology, Stupid.” Well, I was offended at the original version of that phrase when the Clinton people used it; I am no more persuaded by this one.

What I DID like about the piece were the stats provided from exit polls. To begin with, they told me that in 2006, “those who voted were 38 percent Democratic, 36 percent Republican, and 28 percent Independent,” and this year the self-identification was 36/36/28. Well, right there I’m not seeing a big ideological shift. But my favorite stats were here:

We get more significant results when we examine the choices Independents made. Although their share of the electorate was virtually unchanged from 2006, their behavior was very different. In 2006, Democrats received 57 percent of the Independent vote, versus only 39 percent for Republicans. In 2010 this margin was reversed: 55 percent Republican, 39 percent Democratic. If Independents had split their vote between the parties this year the way they did in 2006, the Republicans share would have been 4.7 percent lower—a huge difference.

OK, let’s parse that. Independents are 28 percent of the electorate. In 2006, Dems got 57 percent of that segment, while the GOP got 39 percent. This year, they went 55 percent Republican and 39 percent Democratic. So that means roughly 17 percent of independents switched their preference from Democratic to Republican.

Seventeen percent of 28 percent (the percentage of the electorate that is independent) is 4.76 percent. I make no claims to be a statistician, so y’all check my math there. But I think I’m right.

So… instead of “America” sending a clear message to Democrats, or to anyone for that matter, what we have is 4.76 percent of the electorate voting differently from the way it voted in 2006 — for whatever reason.

“America” doesn’t change that much from election to election, folks. A few people in the middle slosh back and forth. And I think my explanation for why they do is as valid as the grand, oversimplified ideological one: People were dissatisfied in 2006 and 2008, so they elected Democrats to fix the things that were making them dissatisfied. Nothing has yet been fixed (even, for instance, if Obamacare will do the trick — which I doubt — it hasn’t accomplished anything yet), so they’re still dissatisfied, so they’re taking their custom to the other shop.

And that’s what happened.

Oh, by the way — the writer in TNR went on to explain his grand theory that it’s all about ideology in the subsequent paragraphs. I found them unpersuasive. At the very most, he quantifies an “ideological shift” of 11 percent — and I don’t think it’s ideological, I think it’s semantics. I think the word “conservative” feels more comfortable to more people this year. But even if he’s right, that’s an ideological shift of 11 percent. And 11 percent ain’t “America.”

Woulda Coulda Shoulda: Could Sheheen have won with a better campaign?

Last night, when it was all over, I was struck by two things: How much better Vincent Sheheen’s concession speech was than any speech I heard during the campaign, and how much worse Nikki’s was.

As I said on the air last night, that “victory” speech was so… low… energy. The people in the studio laughed, saying, “It’s after midnight!” So what? I wasn’t tired (I didn’t hit the sack until about 3, and then only after a couple of beers). She shouldn’t have been, either. She should have been PUMPED! The crowd that had had the patience to wait for her (the folks in the WIS studio were puzzled she made the world wait for her so long; I told them to get used to it, because Nikki will have no more use for the people of SC going forward, as she continues to court national media) ALSO should have been pumped. But they sounded like an average group of supporters listening to an average, mid-campaign speech.

Maybe she was saving her energy to be on the Today show today. (Here we go again, folks. More of the same of what we got with Mark Sanford, Mr. FoxNews.)

As I urged people on TV last night — go to that clip I posted on the blog of her speech the day Sarah Palin endorsed her. Where was THAT enthusiasm? It’s like she had this finite supply, and it was just… enough… to carry her BARELY over the finish line in a remarkably close victory for a Republican in 2010.

As for Vincent, when he said that line about how he and his supporters “wished with all your might to take this state in a new direction,” it resonated so that I thought, “Where was THAT during the election?” Sure, he talked about not wanting more of what had under Sanford and such; he made the point — but he never said it in a way that rang out. He didn’t say it with that kind of passion.

It’s so OBVIOUS that that should have been his theme. Instead, we had the complete and utter absurdity of Nikki Haley running as a change agent. It’s so very clear that in electing Nikki Haley, the voters chose the course most likely to lead to more of the malaise that we’ve experience in recent years.

But hey, woulda coulda shoulda.

I just raise the point now to kick off a discussion: Is there something Vincent Sheheen could have done that he didn’t that would have put him over the top? Or did he come so close to winning, in the worst possible year to run as a Republican, because he ran the perfect campaign?

I mean, he came SO close. It was so evident that Nikki was the voters’ least favorite statewide Republican (yes, Mick Zais got a smaller percentage, but there were several “third party” candidates; Frank Holleman still got fewer votes than Vincent). I look at it this way: Mark Hammond sort of stands as the generic Republican. Nobody knows who he is or what he does, so he serves as a sort of laboratory specimen of what a Republican should have expected to get on Nov. 2, 2010, given the prevailing political winds. He got 62 percent of the vote.

Even Rich Eckstrom — and this is truly remarkable given his baggage, and the witheringly negative campaign that Robert Barber ran against him — got 58 percent.

So Nikki’s measly 51.4 percent, in the one race with the highest profile, is indicative to me of the degree to which voters either liked Vincent, or didn’t like her.

So the question remains: Could Vincent have won with a better campaign, or did he do as well as he did — ALMOST pulling off what would have been a miracle in this election year — because his campaign was so good?

Where should we go? I’m thinking Mojitos

My good friend Kevin Hall — you know Kevin; he’d probably be state Republican chairman now if a health problem hadn’t arisen (he’s much better now, I’m very happy to say) — was quite pleased with the election results today.

But he was having to face a sober reality on one front: He owes me a lunch. He had bet me that Nikki Haley would win by 8 percentage points. He didn’t realize that Vincent Sheheen would get more votes, and a larger percentage of votes, than any other Democrat in South Carolina (thereby demonstrating that if this had not been 2010, he probably would have won), while only Mick Zais — running for a job that Democrats continue to contest strongly every election — got fewer votes than Nikki among statewide Republicans.

(By the way, the best source for complete numbers remains The New York Times. It shows Nikki at 51.4 percent, and Vincent at 47.1 percent.)

By the way, if you saw me looking down at my Blackberry while on WIS live last night, I wasn’t checking election results. I was gloating over Kevin via text messages:

ME: Where you gonna take me to lunch? Remember, you said 8 percent…

KEVIN: It’s at 5 now so stay tuned. U might still be owing me. 🙂

ME: Bunch of little Dem counties still with 0 percent reporting. Her margin’s not getting bigger.

KEVIN: Patience, Brad. Let’s see…

ME: I’m thinking Mojitos, in the Vista. Nice place. Have you eaten there yet? It’s new…

KEVIN: That works. U still might be buying…

As you can see, I can be pretty obnoxious in victory. You should probably know this about me.

Now you may think if callous of me to profit from South Carolina’s misfortune. And don’t mistake me — my sorrow for the fact that voters went for more of the same yesterday, when we so badly need a break in our state, is undiminished. Yesterday was a dark day for South Carolina (on the governor front; I really don’t much care about the other races, although I’m sad to see John Spratt’s fine career of public service end thus). And eventually, I expect the majority of South Carolinians will realize that. (Only 2.9 percentage points less than a majority realized it yesterday, so we don’t have far to go. One more thing like her cavalier attitude toward paying her taxes or her picaresque work record, and bingo.)

But hey, a guy’s gotta eat. And a free lunch at Mojitos is a free lunch at Mojitos.
