SC political party does an appalling thing (surprise, surprise!)

All day, I’ve been trying to find time to fulminate about this, which I learned from Twitter this morning:

State GOP goes to court to close SC primaries

GREENVILLE, SC (AP) – South Carolina Republicans hope a federal judge will set the stage for closed primaries that require voters to register by party.

The Greenville Republican Party and state GOP are pushing for the legal ruling at a Thursday hearing in a Greenville federal courtroom.

A ruling there could change South Carolina’s taxpayer-funded presidential, state and local primaries.

South Carolina’s attorney general has asked that the case be dismissed.

It is also opposed by the Columbia Tea Party, members of the state Legislative Black Caucus, the Independence Party of South Carolina and IndependentVoting.org.

Oh, and before my liberal friends counter that Once again, you’re forcing a false nonpartisan parity by refusing to recognize that only those awful Republicans would do such a thing, and Democrats never would, allow me to remind you that leading Democrats tried to do this very thing (although a different way) in 2006, by requiring that anyone voting in the presidential primary here had to swear to being a Democrat. (Then-chairman Joe Erwin heroically stepped in at the very last minute to stop it, to his everlasting credit.)

At least with the Republicans, it sort of makes a twisted kind of sense for them to try to close primaries, since they see it to their advantage as the majority party. For the Democrats, with their dwindling ranks, it made NO sense to bar independents such as myself from voting in a Democratic primary. Golly, who knows — they might get into the habit!

Anyway… I haven’t seen yet what happened in court today. But this is one time that I’m rooting for the Tea Party (if I understand it rightly and they are opposing the GOP on this — it was a little hard to tell from that brief item; the wording was sketchy.)

You know what I think? I think we ought to do like Louisiana, and let everybody vote in a single primary that candidates of all parties (and nonparties) vote in. That way the citizens, rather than parties, get to decide which two candidates they’ll be choosing from in the fall. When the UnParty takes over, that’s the way it will be here.

UPDATE:

Arguments were heard today, but the judge apparently hasn’t decided the case yet. The update was as sketchy as the original item, unfortunately. I’m hoping to see something more complete, because this deserves a MUCH wider airing.

Mark Stewart and The State both have it right on the port of Charleston

Sometimes my readers spend time thinking about an issue at some length, and write me a note about it, and suggest I write about it on the blog — and I realize it will be days before I find time to think about it as much as they have (if I ever do), so… why not just post that reader’s thoughts? Sort of what I did with Kathryn’s contribution the other day… although I solicited that; this one just came in over the transom.

Anyway, here’s what Mark Stewart thought yesterday after reading an editorial on the subject in The State:

I read The State editorial this morning and thought that they came close but missed the boat on a few key points that might make for an interesting discussion on your blog.

After education, I believe that the Port of Charleston is perhaps the most important driver for economic prosperity across the state over the next fifty years.  I don’t normally grandstand on words like this, but I would argue that this issue may be one of EPIC proportions for South Carolina.  As happened with airline hubs, the emergence of a new shipping paradigm, the 50’ depth for super-container ships, will render obsolescent most of the remaining American ports as far as international trade goes.  Only a few of the ports will be viable in this new world.  This will lead to an even greater consolidation of economic activity.

The clear winners will be Los Angeles/Long Beach; New York/NJ; Norfolk, VA and Seattle.  But there will likely be a few others.  One of those might be a Southeastern port.  At present Savannah is the nation’s fourth-largest container port.  But it has a serious issue – it is 35 miles up a river which is now only 42 feet deep.  As Charleston did in the 1830’s when it drove the first Southern railroad to Augusta, The Port of Charleston has the opportunity now to seize back the economy of North Georgia from Savannah.  With a mega port, South Carolina would have the opportunity to become the hub of the Southeast and parts of the Midwest, funneling the economies of Atlanta and Charlotte along the way – and possibly also of Florida.

Georgia recognizes this need/opportunity in a way that South Carolina does not.  And yet, the Obama administration did not support Savannah’s request to begin the dredging process just as it did not provide funds to Charleston.  I believe this is because, unlike with New York and Norfolk, it is not clear who the winner will or should be in the Southeast.

That’s an opportunity.

But here is where The State’s editorial missed the entire picture.  Simply dredging Charleston is not the answer.  The real problem is on the land.  The thing that will hobble South Carolina’s future is the current lack of a robust port to railroad connection.   What is the point of dredging the harbor channels to a depth of 50 feet if the intermodel connections to move freight throughout the state and region efficiently are not there?  Now trucks clog I-26 and the local roadways in North Charleston and yet that city continues to fight more complete rail access to the Port terminals.  Worse still, the largest container terminal is on Mt. Pleasant and not even near a rail line.  So the issue really isn’t whether all politicians support the allocation of federal funds for dredging, it’s does the State of South Carolina support the creation of the landside infrastructure that would make the decision to dredge deeper a rational one?

The second point that the editorial touched on, but did not hammer home is this:  Sen. DeMint wants to promote legislation to have the Corps of Engineers be the party ultimately responsible for selecting which of America’s ports are dredged to the new trade standard.  What he seems not to understand is that this is not a scientific process of comparing variables.  It is instead a political knife-fight.  Yes, items such as channel depths, distances to open water, intermodel connections, and port terminals are critically important in advocating one’s position.  But what we are really talking about is the economic future of our state.  It’s not just that there will be winners and losers; it is that the winners will see compounding economic growth.  If Sen. DeMint does not understand that this is an issue of politics and that the U.S. Congress will be the ultimate battleground, then maybe national politics isn’t the right place for him.  We are not talking about philosophical viewpoints on the issue of earmarks; we are talking about representing the State of South Carolina in the most important battle for our long-term economic vitality and growth.  Senator DeMint is not showing any sort of leadership on this issue – in fact, it appears that he does not even realize what the issue is or that the fight is already on.

Do I agree with Mark on this (as I do on most thing, although not all)? Well, really, I agree with him and The State both. And I’ll add that, like The State, I’m a little more sympathetic than Mark seems to be toward Sen. DeMint’s desire to have the Corps decide. I think that’s a solid, Good Government 101 approach, and I hesitate to endorse Mark’s approach of saying we just need to squeeze all the political advantage for SC that we can out of this situation.

Again, I like The State‘s approach — concede the rightness of the senator’s original intent, but point out in no uncertain terms that such laudable original intents do NOT excuse his subsequent boneheaded behavior on the issue. Here’s what I mean:

Mr. DeMint says he’s focused on convincing the Congress to change the law so that the U.S. Army Corps of Engineers can use its own judgment to decide which projects to pursue, rather than abiding by the political dictates of the president and the Congress. It’s a wonderful idea, and not just because any honest evaluation of our nation’s ports needs would conclude that the Charleston harbor is a better investment of federal dollars than other ports whose deepening is being funded. But there is no realistic chance that it’s going to pass, which means that he has an obligation to work on Plans B and C as well. (If Mr. Wilson or any of our four new members of Congress have any plans for getting the port deepened absent a presidential request or a congressional earmark, they’re keeping them to themselves.)

Would their signatures have guaranteed that President Obama included the funding in his budget? No. In fact, Mr. DeMint might well be correct when he says that it would have made no difference. But he might not be, and the need is so great, and the cost to him and Mr. Wilson so low that it is simply incomprehensible that they would refuse to lend their names to a letter. Their refusal is akin to a mother whose child needs a life-saving operation she can’t afford refusing to sign a letter that her husband wrote to a charity asking for help simply because the charity’s director roots for a different ball team than she does.

One more thought, on one facet of this issue: At some point, South Carolina has to make a decision which it’s going to respect more: the desires of the rich Yankees who move to Charleston (and rich neoConfederates allied with them) and don’t want any nasty commerce spoiling the quaintness they paid for, or the desperate need of this whole state for economic development. Or maybe South Carolina has already decided, and decided wrong. In which case, it’s time to think again.

And finally, I want to thank Mark for getting me to address this important issue. And I addressed it in the best possible way, in the mind of an old assigning editor: I got somebody else to do all the work. Cindi Scoppe and many others who worked for me as reporters will recognize my modus operandi.

Schumer was just testing us

I knew that following Adam Baldwin on Twitter (no, not one of those Baldwins — we’re talking Jayne Cobb from “Firefly”) would pay off eventually. Today, he brought my attention to this:

Hey, we all misspeak. And maybe the good senator was just checking to see whether the viewers were paying attention.

Here’s a question: Would Jayne Cobb have known about the three branches of government? Probably not. Of course, in his ‘verse, all you need to know is that there’s the ruttin’ Alliance, and there’s the freedom-loving Browncoats.

Rotten, stinking attitudes in the SC delegation

Here’s what Mick Mulvaney had to say about the laudable decision of Joe Wilson and others to sit with members of the opposite party during the State of the State:

“If you’re looking for empty symbolism, where one sits at the State of the Union (address) might be at the top of the list.”

Translation:

If you’re looking for obvious examples of giving the people of this country the finger, the refusal to do such a simple thing as sit without regard to party might be at the top of the list.

Of course it’s a small thing. Just like, say, taking down the Confederate Flag from the Statehouse grounds — which you will also hear state lawmakers dismissed because they have so many more important things to do and think about.

And of course, they DO have many more important (or at least, less embarrassing) things to deal with. The problem is that they’ll never make progress on the things that really matter when they have such a powerful mental block against doing something so small as taking the flag down. Or, in the case of Congress, ending the egregious practice of sitting by party during the presidential address.

Simple, yes. But there is no one thing lawmakers could do that would be as easy, but say so much, as taking this action.

I’ll get back to the flag, but about this seating arrangements thing: The problem is that these guys are to entirely stuck in the rut of this abominable practice of sitting by party that it doesn’t occur to them, ever, that it is an abomination. You and I may think they were elected to represent us and to serve the nation. But THEY obviously think that they are there to serve their respective parties. They say this in the most obvious of ways — by only sitting with members of their party, by only caring what their party wants them to do or say, by thinking party first, last and always. Serving the party is SO automatic with them, that it doesn’t even occur to them that it’s a problem. They are even offended by the suggestion that it might be. Which tells you an awful lot about these guys.

This is, as I say, an abomination, and inexcusable. And so easy to address.

Which brings me back to the flag. What do these two issues have in common? The fact that they would be so easy to accomplish. Yes, I know state lawmakers think it would be really hard. But all that is needed to accomplish it is the same, simple thing it would take to end the execrable practice of sitting by party in Congress (and not only on the night of the State of the Union, but every day): All that have to do is GROW UP, and gain a sense of perspective. And then it’s easy.

Joe Wilson’s bipartisan seatmates: Davis, Bordallo

Sort of facetiously, I asked yesterday on Twitter:

It didn’t occur to me until today to ask the questions seriously, which I did after I read this at The Fix:

When the Democratic centrist group Third Way proposed the idea of members of different parties sitting next to one another at tomorrow’s State of the Union speech, there was considerable skepticism that it would happen.

Senate Minority Leader Mitch McConnell (R-Ky.), for one, said that people are “more interested in actual accomplishments on a bipartisan basis here in the next six to nine months than they are with the seating arrangement at the State of the Union.”

And yet a number of members have signed up — including Rep. Joe Wilson (R-S.C.), whose “You lie!” outburst during a speech by President Obama last fall is frequently cited as a sign of partisan incivility in Congress.

So without reading further in that piece (which would have given me my answer), I e-mailed Neal Patel of Joe’s staff to ask who his bipartisan buddies would be, and immediately got this response:

Then I saw that Joe had Tweeted earlier that he was “Honored to be sitting” with those two ladies. Presumably, they are, too. And they’ve already worked together on some stuff, according to The Fix: “Davis and Wilson teamed up last year on a military pay raise bill. In 2007, Bordallo and Wilson traveled to Afghanistan together.”

This will be interesting. But whatever happens — and I’m thinking it all goes well, with no new outbursts (partly because the first one was uncharacteristic of Joe, but also because, well, we Southern boys tend to act better in the presence of ladies) — I appreciate that Joe was up for this. As I heard someone saying on the radio over the weekend, this sitting-together thing won’t likely change the world, but it couldn’t hurt.

There's just so much more temptation to get rowdy when you're sitting with your boys.

“The Brad Show,” Episode V: Jim Rex

Clyburn and DeMint: Two peas, one pod

Yesterday, after reading about the split between Lindsey Graham and Jim DeMint on the tax cut deal, I Tweeted this:

So I see Jim DeMint is siding with the most liberal Democrats on the tax cut deal. No surprise there: Extremes are extremes…

Today, I get this release from Jim Clyburn:

WASHINGTON, DC – House Majority Whip James E. Clyburn (D-SC) released the following statement on the vote before the House on Obama’s tax cut package.

“While I am pleased that the tax package approved by the House tonight extends important tax cuts to middle-income families and unemployment insurance for millions of Americans,  adding $25 billion to the deficit to give a major tax benefit to the estates of the richest 6,600 families in America made it impossible for me to vote for the final package.   This measure does not create a single job or stimulate the economy in any way.

‘I hope that as we move forward and our economy continues to recover, we will restore some fairness to the tax code and reduce the burden we are putting on future generations.”

As I said…

Lots of people go through life thinking of Republicans as “the other side” if they are Democrats, and vice versa. Me, I tend to think of the ideological True Believers as the “other side,” the folks with whom I tend to have a knee-jerk disagreement.

The fact that DeMint and Clyburn are both against this deal that President Obama made with (some) Republicans makes me predisposed, on a gut level, to like it.

Of course, that is in some ways irrational, akin to a partisan response. Only with me, I’m being reflexively, emotionally UnPartisan. There is much to dislike in this deal. Such as what? Well, take a look at the national debt. How am I supposed to feel great about a “compromise” that means MORE spending and LESS tax revenue (unless, of course, it has a stimulative effect on the economy and leads to MORE revenue, which I sincerely doubt at this point, since we’re mainly talking about simply continuing current practices)? Not that I’m against continuing unemployment benefits, or against continuing the tax cuts (and I truly could not care less that rich people also get the tax cuts — this obsession some people have with what other people “get” is most unseemly). It’s just the sum total effect that concerns me. (To paraphrase something Tom Friedman famously said about George W. Bush, Just because the Tea Party believes it doesn’t mean that it’s not true. The “it” here being the idea that ever-deeper deficit spending is something to worry about.)

But when you have the pragmatic Obama on one side of an issue, and DeMint and Clyburn locking arms on the other side, my gut pushes me to go with Obama. It’s just a little quirk I have.

Harriet Keyserling has died at 88

This sad news suddenly took me by surprise. I just got this from Bud Ferillo a few minutes ago:

Former State Representative Harriet Hirschfeld Keyserling of Beaufort has died at the age of 88.

Harriet Keyserling grew up in New York City, graduated with honors from Barnard College, the women’s college ofColumbia University, majoring in Economics and Mathematics.

During World War II, she married Dr. Herbert Keyserling of Beaufort, SC and spent the next thirty years raising four children and  engaging in community activities, primarily in the field of the arts and social services, in Beaufort.

She  helped organize a Beaufort branch of the League of Women Voters, which led to her running for Beaufort County Council, to which she was elected in 1974, the first woman to serve there.  Two years later she was elected to the SC House of Representatives from House District 124, serving for 16 years.

In the legislature she was involved in many issues, including public education, nuclear waste, energy and the environment, the arts and women’s issues. She waged a successful five year campaign to eliminate filibusters from the House of Representatives. Keyserling served on the House Education Committee, Ways and Means Committee, Rules Committee, and chaired the Joint Committee on Cultural Affairs, the Joint Committee on Energy and the Women’s Caucus.

On the national level she served on the  National Conference of State Legislatures’ Executive Committee, its Task Force on the Arts, and co-chaired the Women Legislators Network.  She also served on an advisory committee on nuclear waste to the  U. S Congress Office of Technology, and on a panel of the National Endowment for the Arts .

After her retirement from public office in 1992, Keyserling served on the Southeast Compact for Low-level Nuclear Waste,  South Carolina Humanities Council, Spoleto Festival USA, S. C. Nature Conservancy and Penn Center.   She was recipient of the SC Arts Commission’s Elizabeth Verner O’Neill Award,  Order of the Palmetto,  Greenville News Legislator of the Year, and honored by the American Civil Liberties Union, the SC Nature Conservancy, SC libraries, SC Women’s Commission and  others.

She wrote a memoir about her experiences in politics,  “Against the Tide: One Woman’s Political Struggle,”  published by the  USC Press.

Keyserling is survived by her four children: Judy, Billy, Beth and Paul Keyserling.

A graveside service will be held on Monday, December 13 at 3:30 p.m. at Beth Israel Synagogue Cemetery in Beaufort. The family will receive friends at the Firehouse, at the corner of Craven and Scott Streets, following the service. Copeland Funeral Home is in charge.

Ms. Keyserling was a great lady who served her state with dedication and distinction. If you’ll recall, I was corresponding with her very recently, as she energetically recruited members for her “Women for Sheheen” movement. I had no idea she wasn’t in the best of health.

South Carolina will miss her.

The SC New Democrats’ survey

Phil Noble’s SC New Democrats are trying to figure out the future of their party (if it has one in SC), so they’ve sent out a survey to the faithful.

South Carolina New Democrats

I went ahead and filled it out, knowing I’d probably skew the results. For instance, when it asked, “What do you think that Democrats in South Carolina do POORLY?” I answered, “Everything. Which is fine by me, because I don’t like parties. Actually, the Dems’ fecklessness sort of endears them to me. Nothing worse than a well-organized political party.”

And some questions, I just didn’t know how to answer. For instance, when the survey asks:

Which best describes your opinion of the Democratic Party in South Carolina?

… what am I supposed to say? I mean, I don’t WANT the party to do better. I want it, and the Republican Party, to go away. But I chose the second option as the closest to my opinion. I mean, if it really DID get “fundamental change,” it wouldn’t be what it is anymore, would it?

Anyway, y’all should help them out and take the survey. After all, some of you are actually Democrats…

I meant to post about this yesterday, when it happened, but better late than never.

ADCO had a table at the Columbia Regional Business Report‘s (that’s the outfit Mike Fitts is with) “Legislative Lowdown” breakfast at Embassy Suites. It was a good table. Lanier and I were joined by Alan Kahn, Jay Moskowitz, Bob Coble, Butch Bowers, Cameron Runyan and Grant Jackson.

We were there to hear a discussion by a panel featuring Otis Rawl from the state Chamber, Rep. James Smith, Sen. Joel Lourie, Rep. Nathan Ballentine and Rep. Chip Huggins. Joel was a few minutes late, and Chip had to leave just as Joel arrived, but it was still a good discussion.

Lawmakers speaking at the Business Report’s Power Breakfast this morning said they see major difficulties ahead in the new budget year, but they also said there are new opportunities for bipartisanship.

The event, hosted at the Embassy Suites, featured Reps. Nathan Ballentine, R-Chapin, Chip Huggins, R-Columbia, and James Smith, D-Columbia; Sen. Joel Laurie, D-Columbia; and Otis Rawl, president and CEO of the S.C. Chamber of Commerce.

With a new Legislature and new governor coming to Columbia in January, much of the discussion focused on the budget crisis that will greet them.

Ballentine, a member of Gov.-elect Nikki Haley’s fiscal crisis task force, drew a stark picture of the challenges facing lawmakers. Ballentine compared the situation to a lifeboat with a limited number of seats. There won’t be enough dollars to take care of students, the elderly, the disabled and law enforcement, Ballentine said.

“Somebody’s going to get left out, and that’s going to hurt,” he said…

To Mike’s focused report I will add the following random observations:

  • I don’t know if this would have been the case if Chip Huggins had stayed, but the general consensus, or at least lack of overt conflict, between James, Joel and Nathan on issue after issue was quite noticeable. Nathan alluded to it, saying he was sure that the business people in the room were probably wondering why a pair of Democrats and a close ally of Nikki Haley were agreeing about issue after issue. (And some of the agreements were remarkable, going beyond mere civility, such as when Nathan volunteered his acknowledgement of the problems with Act 388.) Nathan further speculated that the audience might reasonably wonder why, in light of what they were hearing, the General Assembly had so much trouble getting anything done. He explained that the reason was that there were these 167 other people in the Legislature… And he was completely right. If we filled the Assembly with Jameses, Joels and Nathans, South Carolina would see a Golden Age of enlightened governance. These are reasonable young men who, despite their disagreements on some points are reasonable, deal with others in good faith, and truly want what’s best for South Carolina, and want it more than their own advancement or the good or their respective parties. If only their attitude were catching.
  • I’ll add to that point the observation that if all discourse about issues were on the intellectual level of this one, we’d see a very different, and much better, South Carolina. The conversation was wonderfully devoid of partisan, ideological, bumper-sticker cliches. For instance, I never heard anyone mention “growing government” or “taking back our state.” Observations were relevant, practical, and free of cant. I used to hear discussions like that regularly when I sat on the editorial board, because intelligent politicians did us the courtesy of leaving the meaningless catch-phrases behind. It was good to hear that kind of talk again. (It occurs to me that the fact that over the years I’ve been privileged to hear politicians at their best, trying to sound as smart as possible, may help to explain why I don’t have as jaded a view of officeholders as Doug and others do.) I’d be inclined to say that the discussion was on this level because the lawmakers were paying this assembly the same compliment of respect — but these particular lawmakers pay everyone that sort of respect. Which is why we need more like them.
  • Otis Rawl, incidentally, was slightly more confrontational — something you don’t usually see in a Chamber leader. He exuded the air at times of being impatient with the air of civil agreement in the room. When Nathan said that he had not realized when he voted for it the harm that Act 388 would cause — Otie challenged him directly, saying he knew good and well that his group had informed lawmakers ahead of time, and there was no excuse for anyone to claim innocence (I think he’s right in the aggregate — the body as a whole knew better, but ignored what they knew it order to scratch a political itch — but if Nathan says he didn’t understand, I believe him; he was a relatively inexperienced lawmaker at the time; and I appreciate greatly that he’s learned from experience). Awhile back, I chided Otie for not being more frank about what he thought on an issue. The Otis Rawl I saw Thursday morning could not be chided for the same thing. I suspect this reflects a growing dissatisfaction with Sanford-era fecklessness in the State House, which helped lead to the Chamber’s endorsement of Vincent over Nikki.
  • Speaking of Vincent, Nikki, Otie, James, Nathan and Joel … It struck me as interesting, just because language and civility interest me, that everyone speaking of Nikki Haley referred to her carefully as “Governor-Elect Haley.” It was notable partly because it was stilted coming from people who know her quite well as “Nikki,” but also because (and this might have been my imagination) there was a slight change of tone when the speakers said it, a shift to a formality mode. It seemed natural enough that the Democrats present would use that highly formal construction — it’s important to them (particularly since the two Democrats in question are Vincent Sheheen’s two best friends in the General Assembly) to sound scrupulously neutral and respectful in this post-election period. It’s a way of papering over their feelings about her election, and perfectly proper. It was also perfectly appropriate for Nathan to refer to her that way; it just sounded odder coming from him. They were seatmates, and allies in her fights with the leadership. But being a gentleman, he wasn’t going to top it the nob in a public setting by assuming excessive familiarity. Bottom line, just over a month ago ALL of them would have called her “Nikki.” But now they are the very pictures of proper Southern gentleman. Which I like. But then I’d like to see a return of the sort of manners I read about in Patrick O’Brian and Jane Austen. We just don’t see that very often nowadays.
  • As civil and intelligent as this discussion was (in fact, probably because it was so intelligent), it offered little hope for the General Assembly effectively dealing with any of the important issues facing our state in the foreseeable future. Everyone spoke with (cautious, on the part of the Democrats) optimism about Nikki — excuse me, Gov.-elect Haley — being able to work better with the Legislature than Mark Sanford has (a pitifully low bar). But I heard little hope offered that this, or anything else, would likely lead to the reforms that are needed. The institutional and ideological resistance to, say, comprehensive tax reform is just too powerful. The most hope Joel Lourie would offer is that steady pressure over a long period of time might yield some small progress. He cited as an example his and James’ long (eight-year) battle to get a sadly inadequate cigarette tax increase. The terrible truth, though, is that the cigarette tax was such a no-brainer — it shouldn’t have taken two days, much less eight years — that if IT took that long, much less simple and obvious reform seems unlikely in our lifetimes. But perhaps I’m not being as optimistic as I should be. It’s just that I’ve been fighting these battles, and hearing these same issues discussed, for so very long…

Whew! McConnell owes Democrats a favor

After Senate Minority Leader Mitch McConnell, R-Ky., oh-so-reluctantly gave in to Tea Party demands to swear off on the earmarks he so dearly loves, the Senate Democrats came to his rescue today:

He owes them one. But will he repay? Is there honor among earmarkers?

Oh, come on, Nancy Pelosi! Surely you can come up with a better name for Jim Clyburn’s new made-up consolation “job” than “assistant leader.”

How about “Once and Future Whip?” Or “Whip Wannabe?” Or “Mister Congeniality?”

Come on, readers! Y’all can suggest something better. Give it a try.

I especially like the naked Machiavellianism in this statement from her soon-to-be-ex-speakership:

“Should I receive the privilege of serving as House Democratic leader, I will be very honored to nominate our outstanding colleague, Congressman Jim Clyburn of South Carolina, to serve in the number three House Democratic position,” Pelosi said, adding that the new post would be called assistant leader…

Should I receive the privilege of…” In other words, Jim, if you want this nice consolation prize, or if you ever want any real power in the future, we know whom you’re going to support for minority leader, don’t we? That is, on the off chance that anyone will dare to oppose me…

And if there’s anybody else whose loyalty she really needs to buy, she can promise to back them for the “number four,” “number five” and “number six House Democratic positions.” All of which are as ephemeral as the one she’s promising Clyburn. What an unlimited resource!

My, my, the silly, self-centered, utterly meaningless little ego games these people play. One “veteran House Democrat” was quoted as describing the situation this way on Politico: “You have a bunch of senior citizens at the buffet at closing time, fighting over the last piece of meat….” Indeed.

I’m embarrassed for Jim Clyburn, since he’s from SC. I wonder if he’s embarrassed for himself?

Haley takes big step toward GOP respectability

The state Democratic Party is giving Nikki Haley a hard time for choosing David Wilkins to head her transition:

Columbia, SC – South Carolina Democratic Party Chair Carol Fowler released the following statement today in response to Gov.-elect Nikki Haley’s announcement that GOP insider David Wilkins will head her transition team.  Wilkins is a former long-time SC legislator, House Speaker, and ambassador.

“We were hoping Nikki Haley had gotten the hypocrisy out of her system during her campaign, but apparently she didn’t.  David Wilkins’ appointment shows South Carolinians that the Haley Administration isn’t going to be the “movement” they were promised. The governor-elect has given the highest position on her team to one of the very same good ol’ boys she campaigned against.  She can’t move this state forward by continuing to reach backward,” said Fowler.

But I see it as a positive development — Nikki the Tea Party insurgent reaching out to the respectable center of her party. In other words, reaching out to the conservative center of the state GOP.

And that can only be a good thing. If I were one of her typical supporters, I might wonder. But since I’m not, I don’t.

For me, this is sort of like when I found myself reassured by Obama’s national security pragmatism after the 08 election.

The big, gigantic, huge ideological shift of 2010: About 4.76 percent of voters changed their minds

Sometime over the last couple of days I was talking to a Republican friend who insisted that the American people decided to reject Obama and all his works on Tuesday, that the ideological message was clear and unequivocal.

His view was similar to the one express in this Tweet posted by @SCHotline today:

I, of course, disagreed. I believe that elections seldom express clear messages, for one thing. People have many reasons for voting as they do, and it’s almost impossible to classify or quantify them with any degree of certainty, even with exit polls — which necessarily boil motivations down to explanations that can be quantified. Voters could vote against a guy because, deep down, they don’t like the tie he wears — something a pollster is unlikely to capture.

What happened was that a small proportion of the electorate — a minority of us independents in the middle — voted Democratic in 2006 and 2008, but Republican in 2010. And they are just as likely to vote the other way in two or four years. Believe me; these are my people. I’m one of them. It’s a swing voter thing; someone who calls himself a Republican, or a Democrat — something who really believes all that junk they spout — couldn’t possibly understand.

My friend saw the election, for instance, as a clear, unambiguous rejection of Obamacare. Please. The word may poll well (for Republicans), but most voters couldn’t explain to you what the recent health care legislation actually DOES. Neither can I, unless you give me a couple of days to refresh my memory on it. I don’t even understand how it’s going to affect me, much less the country. If you don’t know what it is, how can you possibly know, clearly and unambiguously, that you are against it?

As a measure of how the country FEELS about the president, sure. But as a measure of a clearly defined ideology, no way. Which is good, since I don’t like ideologies.

Anyway, today my friend sent me this piece from The New Republic (hoping I would consider the source favorably, no doubt), headlined “It’s the Ideology, Stupid.” Well, I was offended at the original version of that phrase when the Clinton people used it; I am no more persuaded by this one.

What I DID like about the piece were the stats provided from exit polls. To begin with, they told me that in 2006, “those who voted were 38 percent Democratic, 36 percent Republican, and 28 percent Independent,” and this year the self-identification was 36/36/28. Well, right there I’m not seeing a big ideological shift. But my favorite stats were here:

We get more significant results when we examine the choices Independents made. Although their share of the electorate was virtually unchanged from 2006, their behavior was very different. In 2006, Democrats received 57 percent of the Independent vote, versus only 39 percent for Republicans. In 2010 this margin was reversed: 55 percent Republican, 39 percent Democratic. If Independents had split their vote between the parties this year the way they did in 2006, the Republicans share would have been 4.7 percent lower—a huge difference.

OK, let’s parse that. Independents are 28 percent of the electorate. In 2006, Dems got 57 percent of that segment, while the GOP got 39 percent. This year, they went 55 percent Republican and 39 percent Democratic. So that means roughly 17 percent of independents switched their preference from Democratic to Republican.

Seventeen percent of 28 percent (the percentage of the electorate that is independent) is 4.76 percent. I make no claims to be a statistician, so y’all check my math there. But I think I’m right.

So… instead of “America” sending a clear message to Democrats, or to anyone for that matter, what we have is 4.76 percent of the electorate voting differently from the way it voted in 2006 — for whatever reason.

“America” doesn’t change that much from election to election, folks. A few people in the middle slosh back and forth. And I think my explanation for why they do is as valid as the grand, oversimplified ideological one: People were dissatisfied in 2006 and 2008, so they elected Democrats to fix the things that were making them dissatisfied. Nothing has yet been fixed (even, for instance, if Obamacare will do the trick — which I doubt — it hasn’t accomplished anything yet), so they’re still dissatisfied, so they’re taking their custom to the other shop.

And that’s what happened.

Oh, by the way — the writer in TNR went on to explain his grand theory that it’s all about ideology in the subsequent paragraphs. I found them unpersuasive. At the very most, he quantifies an “ideological shift” of 11 percent — and I don’t think it’s ideological, I think it’s semantics. I think the word “conservative” feels more comfortable to more people this year. But even if he’s right, that’s an ideological shift of 11 percent. And 11 percent ain’t “America.”

Woulda Coulda Shoulda: Could Sheheen have won with a better campaign?

Last night, when it was all over, I was struck by two things: How much better Vincent Sheheen’s concession speech was than any speech I heard during the campaign, and how much worse Nikki’s was.

As I said on the air last night, that “victory” speech was so… low… energy. The people in the studio laughed, saying, “It’s after midnight!” So what? I wasn’t tired (I didn’t hit the sack until about 3, and then only after a couple of beers). She shouldn’t have been, either. She should have been PUMPED! The crowd that had had the patience to wait for her (the folks in the WIS studio were puzzled she made the world wait for her so long; I told them to get used to it, because Nikki will have no more use for the people of SC going forward, as she continues to court national media) ALSO should have been pumped. But they sounded like an average group of supporters listening to an average, mid-campaign speech.

Maybe she was saving her energy to be on the Today show today. (Here we go again, folks. More of the same of what we got with Mark Sanford, Mr. FoxNews.)

As I urged people on TV last night — go to that clip I posted on the blog of her speech the day Sarah Palin endorsed her. Where was THAT enthusiasm? It’s like she had this finite supply, and it was just… enough… to carry her BARELY over the finish line in a remarkably close victory for a Republican in 2010.

As for Vincent, when he said that line about how he and his supporters “wished with all your might to take this state in a new direction,” it resonated so that I thought, “Where was THAT during the election?” Sure, he talked about not wanting more of what had under Sanford and such; he made the point — but he never said it in a way that rang out. He didn’t say it with that kind of passion.

It’s so OBVIOUS that that should have been his theme. Instead, we had the complete and utter absurdity of Nikki Haley running as a change agent. It’s so very clear that in electing Nikki Haley, the voters chose the course most likely to lead to more of the malaise that we’ve experience in recent years.

But hey, woulda coulda shoulda.

I just raise the point now to kick off a discussion: Is there something Vincent Sheheen could have done that he didn’t that would have put him over the top? Or did he come so close to winning, in the worst possible year to run as a Republican, because he ran the perfect campaign?

I mean, he came SO close. It was so evident that Nikki was the voters’ least favorite statewide Republican (yes, Mick Zais got a smaller percentage, but there were several “third party” candidates; Frank Holleman still got fewer votes than Vincent). I look at it this way: Mark Hammond sort of stands as the generic Republican. Nobody knows who he is or what he does, so he serves as a sort of laboratory specimen of what a Republican should have expected to get on Nov. 2, 2010, given the prevailing political winds. He got 62 percent of the vote.

Even Rich Eckstrom — and this is truly remarkable given his baggage, and the witheringly negative campaign that Robert Barber ran against him — got 58 percent.

So Nikki’s measly 51.4 percent, in the one race with the highest profile, is indicative to me of the degree to which voters either liked Vincent, or didn’t like her.

So the question remains: Could Vincent have won with a better campaign, or did he do as well as he did — ALMOST pulling off what would have been a miracle in this election year — because his campaign was so good?

Discuss.

Now, see, THIS is a partisan smear…

There are thousands of people at the polls right now voting for Nikki Haley in spite of all the powerful, objective reasons not to, because they think all those bad things they’ve heard are just some unfair, partisan attempt to smear her. Listen to them; that’s what they think.

That’s because they are either not paying close attention, or they truly lack the intellectual capacity to tell the difference between indisputable facts about Nikki, and a true smear campaign.

It’s a bit late, I suppose, but just for future reference, folks, here’s what it looks like when a bunch of stuff is thrown unfairly at a candidate in the hope something will stick. I got it from Phil Noble at SC New Democrats:

Two Ard arrests on Election Day

We’re just getting word that there’s trouble on Republican candidate for lt. governor Ken Ard’s campaign today.  And it couldn’t have come at a more critical time.

After weeks of investigation, six arrest warrants have been issued for Ken Ard’s campaign manager, a Republican operative named Robert Cahaly.  Cahaly will surrender himself to SLED agents Wednesday morning on charges of making illegal robocalls against several targeted Democratic state house representatives. These sleazy Republican tactics are exactly what voters hate about politics.

This comes just hours after Ken Ard’s 20-year old son, James Ard was arrested at 6 A.M. this morning for DUI.

And as of this afternoon, Ken Ard was still on the campaign trail, asking for you to elect him to be our state’s lieutenant governor — #2 in charge.  We think the charges speak for themselves, but the WIS write-up is below.

This is what we’re up against.

But there’s still time.  The polls don’t close until 7PM, so there’s stil time for you to stand against this kind of trash politics.

Just yesterday, Ashley Cooper (Ken Ard’s Democratic opponent) talked about putting South Carolina back in the news for all the right reasons, and now this.

It’s time for a change.

Get out there and vote before 7PM today and have your voice heard!

Now, I think Phil is a fine and, well, Noble fellow, and I know he’s sincere. And I have no reason to doubt his facts (even though that link he gives goes to a page that says “The page you requested is currently unavailable.” The actual link is here.)

But it’s unfair to raise those things at this time, and to say, “This is what we’re up against,” because there is no indication here that Mr. Ard himself has done anything wrong, or even that anything wrong has been done in his behalf. And he has no time to distance himself from this guilt by association.

Surely Phil would not want to suggest that no one should vote for Vincent Sheheen because one of his campaign workers was charged with DUI (months ago, giving Vincent time to fire her and let everyone see him firing her, and for the thing to be largely forgotten). Phil would consider such an assertion to be outrageously unfair. Which, until I hear something that implicates Mr. Ard in any way, is what this is.

By contrast, almost every time we’ve looked at anything that bears on the claims that Nikki Haley makes about herself — about what a wonderful accountant she is, or how passionately she believes in transparency — what we find refutes her claims, and raises fresh alarms about her suitability. That’s the kind of thing that is not only fair and relevant, but things that anyone MUST know and understand before voting.

There’s a huge difference.

When have I had this feeling of dread before?

I’ve been reading for what — a year or thereabouts? — about this huge Republican victory that’s coming tomorrow, in terms of the GOP taking over Congress.

And now, it’s everywhere I turn, as though most news outlets have just discovered that, duh, the party that doesn’t hold the White House always has big gains in the midterm election.

And the more I read it, the more of a feeling of dread I feel. It’s a very familiar feeling. When have I felt it before?…

… Oh, yeah — four years ago, when the Democrats took over the House…

I just wish everyone would stop pretending that it matters which of these two extremely destructive forces has control of our government.

Prediction: A year from now, the approval rating of Congress will still be below freezing.

Next election, I really need to consider running for something on the UnParty ticket. The UnParty’s time is coming, as more and more people realize how futile this back-and-forth is.

“The Brad Show:” Mia Butler, House candidate

With time running out, I thought it would be a good use of our video time to help voters get to know a last-minute candidate, one who hasn’t had the benefit of long exposure to the electorate. So last Thursday, Mia Butler visited our studio.

Mia, a Bennettsville native like me, is the Democratic nominee for S.C. House District 79, which suddenly found itself without an incumbent when Anton Gunn suddenly went to work for the federal gummint.

Ms. Butler is running against the far better-known Sheri Few, the frequent Republican candidate.

I have a lot of footage of Ms. Few from the last time she ran, and plan to edit some of that and put it up this week. Don’t let me forget about that…

Sheheen’s restructuring plan

Speaking of Doug Ross — back on a previous post, Doug complains again, and with considerable justice, that Vincent Sheheen is light on details about his advocacy for government reform. Well, he isn’t if you ASK him, but he doesn’t OFFER such explication — probably because he thinks everybody but Brad Warthen is bored by such stuff.

Well, here’s a little something to fill in the gaps (in addition to what I got him to say on “The Brad Show” last week). First, here’s a blog post I wrote at the time he came to pitch his plan to us at The State — long before he started to run for governor.

REVAMPING TWO BRANCHES OF OUR GOVERNMENT

For more than a decade, our great state has engaged in a repetitive argument over which branch of government should have more power, the legislative branch or the executive branch. This contentious argument about the balance of power misses the point and too often degenerates into fruitless bickering. The real point is that neither branch effectively fulfills its role in controlling and overseeing government operations and programs. We are trying to run a modern, sovereign government with essentially the same antiquated tools used for more than 100 years.

Our state’s government operation is like a multi-headed hydra, each head having a mind of its own, with little cooperation and no central guiding spirit. Our agencies often pursue their own agendas, operating in separate chimneys with little independent, organized oversight and no outside, regular evaluation of operations, programs or policies.

It is time to fundamentally change and modernize our government’s form, structure and mode of operation to create accountability within both the executive and legislative branches. During the next session of the General Assembly, I will propose the Government Accountability Act of 2008. If enacted, this legislation will transform the General Assembly’s operations, by requiring real oversight of government agencies. It will streamline our executive branch and increase accountability in government operations.

First, the bill requires the Legislature to fulfill its duties as an independent and effective branch of government with an obligation to continually evaluate and examine the operations of state programs and agencies. As currently structured, our Legislature simply passes laws and fails to perform almost any regular oversight of the effectiveness of state government or programs. My proposal provides a framework for the Legislature to fulfill these responsibilities.

The bill will force our General Assembly to move into the modern age by conducting regular oversight hearings on the operations of state government through adaptation of its current committee structure. Each committee will be required to systematically examine the operations of state government that fall within its jurisdictional boundaries, evaluating the real need for existing programs and determining what the future requires. Only then will the General Assembly truly be able to make informed decisions about the needs of our state.

Additionally, the Government Accountability Act will require the General Assembly to change our current budget practices. Right now, our annual appropriations bill is little more than an accounting document, listing out agencies and amounts of money allocated to them. Under my proposal, the Legislature will have to utilize a programmatic budget, requiring that each program have objective performance criteria for legislators to consider as we decide how much money is deserved for a specific program.

The bill will create a more efficient and functional executive branch by reducing the number of statewide elected officials, consolidating offices and devolving more power to the governor’s office. Importantly, the proposal will shift all truly administrative functions away from the Budget and Control Board and vest them in the governor. By making more agencies directly answerable to the governor and consolidating administrative functions, we provide the governor with more authority to fulfill his role as chief executive of the state. With increased authority will come increased responsibility and accountability for our governor to produce results.

To bring even further accountability to government operations, the bill will create an office of inspector general and strengthen protections for civic-minded state employees who report waste and misconduct. The office of inspector general will be charged with rooting out waste, fraud and abuse in the operations of state government. It is time that South Carolina has an officer whose single-minded purpose is investigating and evaluating such problems.

My bill will also strengthen our currently weak whistleblower law to encourage state employees to blow the whistle on misconduct, inappropriate practices or waste that hinders the proper functioning of our state government.

Empowering our government is not a zero-sum game. No one has to lose. In fact, the proposed Government Accountability Act makes all of South Carolina the winner. We must increase the efficacy of our government by changing the traditional role of the General Assembly to require continuous evaluation of government operations and programs. We must reform our budget process, restructure the executive branch to place more responsibility on the governor and create an inspector general to investigate and prosecute government misconduct.

Increasing power and accountability in one branch without addressing the deficiencies in the other will result in disappointment. The time for change is now; we cannot afford to wait.

Mr. Sheheen is a Camden attorney who represents Chesterfield, Kershaw and Lancaster counties in the state Senate.

If Vincent can get elected governor, he will have enormous leverage to get this passed. Which is one reason that a wonk like me is excited about his candidacy.
