Some talking points on the library bond vote

I haven’t seen a lot out there about the Richland Library bond vote on the Nov. 5 ballot. So I thought I’d pass on this memo I received from folks who are pushing for a “yes”:

Since 2007, the library has had a capital needs plan that calls for renovations and additions to all library facilities based on the changing ways we serve and advance our community.

Why is the Library Requesting a Bond Referendum?

Voter approved bonds are the only way the library can obtain substantial funds for building and renovations. The goal is to update all library locations by adding and reconfiguring space, technology and resources to better fit the way customers need and use the library today. The capital needs plan was developed in 2007 and is reviewed each year. The only new buildings are Ballentine and Sandhills. Following green building guidelines and sustainable practices will mean substantial energy savings for all locations.

 

Why now?

It’s been 24 years since the last bond referendum in 1989, and most of our facilities haven’t been significantly improved or updated since then. Interest rates are at an all-time low – it costs half as much today for twice the value added in 1989.

 

What will it cost the taxpayer?

Estimates indicate the maximum impact on taxpayers to be $12-14/year for a $100,000 home. For as little as one cup of coffee each month, we can ensure access to needed resources and technology, as well as the opportunity to share information and exchange ideas.

 

Why spend money on libraries when everyone has a smartphone/tablet?

Technology has made libraries more essential to their communities – not obsolete. In fact, many people in Richland County rely on the library for access to technology, computers and the Internet. Even if you may not use the library, your friends, family and neighbors are most likely relying on its services.

Let’s see if I can get this gif to work. There’s supposed to be a tumbleweed blowing across the barren crossroad. It’s meant to illustrate this point: “this is what it looks like when you take all of the countries that jail more people than we do and put them into one GIF.”

In other words, nobody exceeds the US of A in this important statistic. And among your more-or-less advanced sort of nations, the OECD nations, No. 2 Israel is way, way behind us.

A list like this is totally unfair to us, of course. It ignores the special problems we have. For instance these other countries don’t have as many poor, black males as… Oh, wait. That doesn’t make us sound any better, does it?

On a brighter note, it seems that among the United Prisons of America, South Carolina is only at No. 9, way behind Louisiana, which has more than triple our rate.

Of course, last time I heard, we had the dubious distinction of spending less per prisoner than any other state — meaning less on security, less on rehabilitation, etc. I was unable to determine in a quick search whether that was still true…

Bishop Guglielmone on Medicaid expansion in SC

Cindi Scoppe had a column, way back on the St. Patrick’s Day, in which she cited a letter by Bishop Robert E. Guglielmone, the head of the Roman Catholic in South Carolina, advocating for Medicaid expansion in SC.

I meant to say something on the subject then, but didn’t get to it. Which is ironic. Cindi’s not even Catholic (OK, she’s a kind of Catholic; she’s Anglican — but not Roman Catholic).

Anyway, something came up to remind me of it this week — a story in the Anderson paper about religious leaders in SC pushing for Medicaid expansion — so I thought I’d go ahead now and share the bishop’s letter.

It is a letter that, unlike the pronouncements of our governor and the House leadership, makes all the sense in the world:

Dear Brothers and Sisters in Christ,
To be Christian means that we are concerned about the wellbeing and health of all people. God took on flesh to restore the integrity of broken and wounded humanity. Indeed, Jesus made healing of the sick central to his ministry. “He came to the world to make us fully human, to help us to realize our human dignity as creatures made in the image of God. He came to bring the fullness of life” (USCCB Pastoral Letter: Health and Health Care, Nov. 19, 1981).
Throughout the centuries, the Church has carried on the ministry of Jesus by establishing
hospitals and nurturing the apostolate to the sick in response to the needs of suffering people. Pope John XXIII included medical care as a basic right founded on the sanctity of human life in his encyclical, Pacem in Terris. Reaffirming this traditional concern for today, Pope Benedict XVI wrote that “Health is a precious good for the person and society to promote, conserve and protect, dedicating the means, resources and energies necessary so that more persons can enjoy it. Unfortunately, the problem still remains today of many populations of the world that do not have access to the necessary resources to satisfy fundamental needs, particularly in regard to health. It is necessary to work with greater commitment at all levels so that the right to health is rendered effective, favoring access to primary health care” (Benedict XVI: Message to the Pontifical Council for Health Care Ministry, Nov. 18, 2010).
The Catholic Bishops of the United States have consistently called for access to health care forall our citizens: “Our approach to health care is shaped by a simple but fundamental principle: ‘Every person has a right to adequate health care. This right flows from the sanctity of human life and the dignity that belongs to all human persons, who are made in the image of God.’ Health care is more than a commodity; it is a basic human right, an essential safeguard of human life and dignity” (USCCB Resolution: A Framework for Comprehensive Health Care Reform, June 18, 1993). While the Church’s call for access to health care reflects an application of the Gospel to a contemporary need and therefore reflects the urgency of the Gospel, determining how to implement such access is open to prudential judgments of how to make it happen most effectively. We must continually discern wise solutions to the challenges we face, solutions that are both economically and politically viable. In that task of discernment, however, we as Catholics bring time-honored principles of Catholic social teaching to inform our reflection.
The Patient Protection and Affordable Care Act (PPACA) now being legally enacted in our
country is an attempt to bring health care access to a broader range of citizenry in the United States. It is not perfect. In fact, the U.S. Catholic Church is deeply concerned about mandates associated with aspects of the law that would require religious institutions to provide contraception coverage, asking us to violate a consistent position by the Church on this. There are also many concerns about how to rein in the costs of health care so that its expansion is affordable to our country. However, providing access to health care is consonant with Catholic social teaching. Indeed, it is more than consonant — it is called for by Catholic social teaching.
This spring, our South Carolina state legislature will consider whether to opt into the expansion of Medicaid as provided for by the Affordable Care Act. Persons eligible for Medicaid would be expanded by about three hundred thirty thousand more South Carolinians who live near the poverty line but previously have not been eligible. Key state-wide elected leaders and many in the General Assembly have voiced their opposition to this expansion. Leaders of our state’s hospitals, including Catholic hospitals, on the other hand, have endorsed this legislation. It will expand their ability not only to serve the poor of our state but to pay for those services. The State of South Carolina would be required to pay for ten percent of the total cost of this expansion after three years of full funding by the Federal Government. This will require us as a state to find the revenue to pay for this expansion. It will cost us.
Bearing a cost for the sake of something greater is the heart of our faith; it brought us salvation. At the same time, we can and must make this expansion and our whole healthcare system more effective and economically viable. If health care funding as envisioned by the Affordable Care Act is not perfect, we nevertheless are not powerless as a society to refine and make it more effective even as we implement it.
I write as your Bishop in noting the call of Catholic social teaching, and I appeal as a fellow
citizen in making a case for acceptance of Medicaid expansion by our state. I urge my fellow Catholics to study this issue and form your own prudential judgment on its wisdom. However, I ask that you start that evaluation with a presumption in favor of what the Church says is a good to be pursued in society, namely, the flourishing of all people through access to health care. Hold as well our faith conviction that shared sacrifice for a greater good and concern for the poor make us more like Christ. Make your views known to your legislators. For my part, I believe Medicaid expansion offers a step forward for South Carolina.

Thoughts on the Boeing expansion?

This release from the state Senate GOP…

Boeing has been an incredibly [sic] partner for us as a state. Despite labor unions’ early attempt to interfere with their presence here, Boeing is already creating jobs for over a thousand South Carolinians, with a multiplier effect that touches every part of our state.

 

We overwhelming passed a bill this week that gives Boeing the tools they need to create another 2,000 jobs here. You read that right…ANOTHER 2,000 jobs, and nearly a $1 billion more in capital investment.

 

It’s a great day for South Carolina not only because of the impact these jobs will have in people’s lives, but also because it solidifies our state’s reputation as a go-to destination for world-class manufacturing…

… got me to thinking I should start a thread on this major new industrial investment by our state. This thing’s moving through the Legislature pretty quickly, so don’t type too slowly if you have something to say. A quick summary of the situation from The State:

The S.C. Senate gave final approval Thursday to $120 million in state bonds, two days after the aircraft maker said it would add 2,000 jobs and $1 billion in investment at its North Charleston Dreamliner 787 jet plant. Boeing must meet those employment and investment goals by 2020 as part of the incentive agreement.

Meanwhile, the state House agreed Thursday to fast-track the incentives bill and begin floor debate Tuesday, Speaker Bobby Harrell’s office said…

“We have made a commitment to Boeing and our state keeps its word, particularly when it comes to economic development,” said Harrell, R-Charleston. “This is a good investment for our entire state that will create exciting new opportunities for our citizens and provide our state with huge returns.”…

The 15-year, state-backed bonds would pay for a 320-acre site next to Boeing’s plant at Charleston International Airport and to prepare the property for expansion. The money would not pay for new buildings, state officials said. 

 

Smith: Anti-Obamacare witness transported on state plane

Today, some members of the South Carolina General Assembly learned that one of only two people to testify in favor of H.3101, otherwise known as the Obamacare Nullification Bill, at today’s subcommittee hearing, was given special travel arrangements by being flown to Columbia from Washington, DC on Palmetto 2, a state airplane.  Dr. Walter Williams, a professor at George Mason University and popular right-wing radio host, gave testimony in favor of H.3101 today in Columbia after his taxpayer funded flight was authorized by Spartanburg State Representative, and lead sponsor of H.3101, Bill Chumley. The other person testifying in favor of the bill was a prominent Tea Party activist Kent Masterson Brown, who admitted he was paid $7500 to testify.

Representative James Smith, a member of the House Judiciary Subcommittee on Constitutional Laws, released the following statement in response:

“This is the height of hypocrisy and politics at its worst.  For taxpayers to be forced to foot the bill so that an out-of-state political zealot can push his extreme agenda is not only a dereliction of his duties as a public servant, it is just fundamentally wrong.  During his testimony, Dr. Walter Williams espoused the abuses of government spending and intrusion while engaging in precisely the same behavior.  While we work to make health care more affordable and accessible to our citizens, Representative Bill Chumley, would rather frivolously spend tax dollars to fly Tea Party ideologues down to South Carolina on the state airplane. I call on Representative Chumley to immediately reimburse the taxpayers for his reckless and irresponsible decision to spend tax dollars to promote his own extreme Tea party agenda.”

Gee, I didn’t even know that a single member of the Legislature could authorize something like that…

There can be a drawback to suggesting that voters make their own signs about your campaign for Congress

We all know about Mark Sanford’s bizarre campaign signs. You know, that he’s encouraging people to take scraps of cast-away plywood and crudely letter them with the message, “Sanford saves tax $.” Signs like this one.

Sanford thinks this is terribly clever, and sends out a terrific message about him in his bid for the GOP nomination for the 1st Congressional District. Me, I think it just reminds us what a startlingly cheap so-and-so he is, and not in a good way at all. More like this way:

In her 2010 memoir, former first lady Jenny Sanford tells her own stories — most of them unflattering — of his frugality. In one, Mark Sanford bought her a diamond necklace for her birthday. He ultimately made her give back the beloved gift after deciding he’d paid too much for it…

Anyway, an alert reader sent me the above image, which the reader reports was found “near Ravenel Bridge in Charleston.” This is what the sign refers to, in case you’ve forgotten.

So sometimes you might just want to go ahead and have official signs run up, and put them out yourself. It’s easier to stay on message that way…

AARP poll: SC grownups favor Medicaid expansion

I say “grownups” because all the respondents were over 45. It was the first word that came to mind. I’ll allow that there may be some grownups out there younger than 45. Anyway, here’s a report from the Charleston paper on the poll:

Most South Carolina adults interviewed for a new poll think the state government should expand Medicaid eligibility to include more low-income residents.

The poll was commissioned by AARP, a group in favor of expanding Medicaid in South Carolina under the Patient Protection and Affordable Care Act. A statement about the poll was published Tuesday on AARP’s website, but the full results have not been released.

It found that 54 percent of 800 adults polled in February favor Medicaid expansion and 57 percent disagree with Gov. Nikki Haley’s decision to decline federal money to accomplish that. All of the adults included in the survey were 45 and older.

South Carolina has a choice to opt out of the expansion because the state would eventually need to pay for part of it — 10 percent of the costs by 2020. The federal government would fully fund Medicaid expansion for three years and at a minimum of 90 percent after that…

Maybe when Nikki Haley gets to be 45, she’ll develop a more sensible approach to this, too. It’s possible. I don’t know what the excuse of the GOP majority in the Legislature might be.

By the way, AARP is lobbying in 40 states (including SC) for Medicaid expansion. But that should come as no surprise, since AARP has a lot of grownups in it…

White House prediction of sequester’s impact on SC

Yesterday, the White House put out a state-by-state breakdown of what it said would be the likely impacts if sequestration happens.

Some excerpts of what the report said about South Carolina:

  • In South Carolina, approximately 11,000 civilian Department of Defense employees would be furloughed, reducing gross pay by around $59.5 million in total. Army: Base operation funding would be cut by about $62 million in South Carolina. Air Force: Funding for Air Force operations in South Carolina would be cut by about $19 million.

  • Head Start and Early Head Start services would be eliminated for approximately 900 children in South Carolina, reducing access to critical early education.

  • South Carolina will lose approximately $12.5 million in funding for primary and secondary education, putting around 170 teacher and aide jobs at risk. In addition about 15,000 fewer students would be served and approximately 30 fewer schools would receive funding. In addition, South Carolina will lose approximately $8.6 million in funds for about 100 teachers, aides, and staff who help children with disabilities.

 

‘This is why art is important!!!’

Consider this picture a gentle protest against our governor again putting the state Arts Commission in the crosshairs.

Here, of course, is the problem with her repeated efforts to do this agency in: It’s not, near as I can tell (and maybe I’ve just missed the stories explaining this), because she thinks there is a better, more efficient way to accomplish the agency’s mission.

It’s because — and please, I’d love to be shown how I’m off-base on this — she wants to be seen by her base as attacking government-funded arts, period. Which I know some of my readers will applaud. Others will not. (Doug will likely argue that we shouldn’t fund the arts when roads, prisons, etc., go unfunded. I will reply that we can adequately fund all those things and give the arts a boost as well. Just because we haven’t doesn’t mean that we can’t.)

My headline, by the way, was the text that accompanied the above photo, which I saw when my wife shared it on Facebook. For a split-second, I thought it might be one of my granddaughters, because that’s just the sort of thing they would do. But the hair was wrong.

The picture, and the message, seem to have originated with Marymount Manhattan College’s Department of Theatre Arts.

Reagan told Irmo kid to get his act together

This, “Letters of Note,” is a pretty cool site that was first brought to my attention several days ago. The letter in question was one that a 16-year-old Sidney Poitier wrote to FDR asking him for a $100 loan to help him get back home to Nassau. He promised to pay it back. Poitier had come to this country, alone, at 15 with nothing, and was ready to pack it in. This was before he discovered acting.

He didn’t get the loan, of course. Which is why we’ve heard of him.

Today, I see another such letter — written with a similar intent — from a kid in Irmo. He wrote it to Ronald Reagan, but unlike Poitier, he got a reply from the president. I guess, when you’re a Republican, you sit up and take notice when someone from Irmo writes.

Seventh-grader Andy Smith wrote as follows to the president in 1984:

Today my mother declared my bedroom a disaster area. I would like to request federal funds to hire a crew to clean up my room.

Reagan responded, in part:

Your application for disaster relief has been duly noted but I must point out one technical problem: the authority declaring the disaster is supposed to make the request. In this case your mother…Official_Portrait_of_President_Reagan_1981

May I make a suggestion? This administration, believing that government has done many things that could better be done by volunteers at the local level, has sponsored a Private Sector Initiative program, calling upon people to practice voluntarism in the solving of a number of local problems.

Your situation appears to be a natural. I’m sure your mother was fully justified in proclaiming your room a disaster. Therefore you are in an excellent position to launch another volunteer program to go along with the more than 3,000 already underway in our nation—congratulations.

Joe Wilson accused of disaster hypocrisy

… or at the very least, inconsistency.

I’m not going to quote the whole thing because of the language that he used, but here’s part of what someone named Jonathan Valania had to say about Joe Wilson’s vote against Sandy relief last week:

… this despite the fact that South Carolina has had 13 major disaster declarations and two emergency declarations in the last 30 years, according to the Federal Emergency Management Agency. The worst storm to ever hit the Palmetto State, Hurricane Hugo back in 1989, caused over $13 billion in damage and left nearly 60,000 people homeless.

Guess who picked up the tab?

And back in 2003 when the South Carolina suffered through a severe drought, all 46 counties in the Palmetto State were declared federal disaster zones at Wilson’s urging. In 2005, he voted for a $10.5 billion Katrina relief package.

“The compassion, generosity, and solidarity of the American people during difficult times are one of our most cherished blessings as citizens of our great nation,” Wilson said after the Katrina relief bill passed the House. “As we now face the severity of this historic natural disaster, Americans must do what we do best: help each other.”...

That was then and this is now.

Indeed. That was before the Tea Party, and before Joe decided he must do its will. And this is now, after Joe has followed the Four Freshman (OK, so now it’s Three Sophomores) through the looking glass.

SC delegation as useless as ever on ‘cliff’ vote

To the extent that anyone is inclined to congratulate the Congress for voting at the 13th hour to avert the “fiscal cliff,” they should carefully avoid directing any positive vibes at the SC delegation.

They were predictably petulant, recalcitrant and useless. Far be it from them to be part of anything that might be construed by anyone as getting anything done.

As you can see on this nifty interactive map provided by The New York Times, Joe Wilson and the Four Freshmen all voted “nay.” One would be tempted to pat Jim Clyburn on the back for being the grownup in the room, but the fact is that he is as wedded to his own rigid partisan attitudes as they are to theirs, so his vote was just as predictable.

But at least he voted to do something.

Here, by the way, is what Clyburn had to say about the vote last night:

Mr. Speaker, it is tempting to say it’s about time the House put aside extreme partisanship and work together on compromise to address the nation’s most pressing issues.  But in reality, it is far past time that we put aside its extreme partisanship.  Throughout the entirety of the 112th Congress, the Republican Leadership repeatedly put its own narrow political interests ahead of the public interest.

 

So here we are on New Year’s night, with the clock running out on the very existence of this Congress, finally considering bipartisan legislation to provide middle class tax cuts, require the wealthiest to once again pay their fair share so we can grow the economy, create jobs and protect the most vulnerable in our society.  It is indeed well past time we got about the people’s business.

 

Mr. Speaker, in 2011, I served on the Biden group of both Republican and Democratic Representatives and Senators who worked with the Vice President on our nation’s fiscal issues.  We made good progress in those talks until our Republican friends walked away, fearing the wrath of the Tea Party Caucus here in the House.

 

I also served on the bipartisan Joint Select Committee on Deficit Reduction, the so-called supercommittee that spent countless hours discussing these issues in detail.  It was very clear that the elements of a fair and balanced fiscal plan were achievable.  But at the end of the process, the Republican leaders refused to compromise and the supercommittee failed.

 

So here we are.  While this bill is not perfect, and I have serious concerns about some of the cuts it contains, it does contain the element of fairness.  This bill protects the middle class and working people with a more progressive tax code than we’ve had in a very long time.  And this bill prevents the meat axe approach of budget cuts that could do severe damage to our national defense and important domestic priorities.

 

Mr. Speaker, I hope that the partisanship of the 112th Congress will end this week with the end of the 112th Congress.  And I am hopeful that the 113th Congress can work together toward honorable compromises that get the people’s business done.  I urge a Yes vote.

Here we go over the cliff, y’all!

This just came over the wire a few minutes ago:

WASHINGTON (AP) – The House will miss the midnight Monday deadline lawmakers set for voting to avoid the “fiscal cliff.”

House Republicans notified lawmakers that the chamber will vote Monday evening on other bills. They say that will be their only votes of the day.

President Barack Obama and Senate Republican leader Mitch McConnell said Monday they are near a deal to avoid wide-ranging tax increases and spending cuts – the fiscal cliff – that take effect with the new year.

Both men said they were still bargaining over whether – and how – to avoid $109 billion in cuts to defense and domestic programs that take effect on Wednesday…

OK, so there could still be a deal by Wednesday. And truth be told, the “cliff” is more like a steep incline, with various painful measures being enacted as we move into the new year. There is time, even after tonight, to undo much that the cliff entails.

But still. They’ve known this was coming a year and several months. Pretty much everyone wanted to avoid it. But Washington is so pathetic, they couldn’t get it done.

These are the times we live in.

The transportation penny passes

This is gratifying. Congratulations to all those who worked hard to make this happen, and to the people of Richland County for making this decision. The community has decided to build a better future for itself, and that’s a very good thing.

I look forward to seeing the improvements, in our bus system and in the county’s roads…

Lott, others endorse ‘yes’ vote on the penny

Nicole Curtis from the Columbia Chamber just saved me a heap o’ typing by sending out this from the presser I attended at the Clarion Townhouse this morning:

Richland County Sheriff Leon Lott officially endorsed the Transportation Penny Plan on Tuesday at a Unity Rally to demonstrate the strong and broad base of support for the countywide plan to improve roadways in the Midlands and save the area’s vital bus system.

“Passage of the penny will help protect public safety in Richland County,” Lott said in his endorsement of The Penny. “The penny will provide infrastructure that can be life-saving. It will pave hundreds of dirt roads across the country. This is about far more than convenience. When sheriff’s deputies and ambulances can’t get down a dirt road because it’s turned to mud, people can die.”

Other local leaders, including Columbia Mayor Steve Benjamin joined Lott at the Rally, which was held at the Clarion Townhouse in downtown Columbia exactly one week before the crucial Nov. 6 vote on The Penny.

“Those who oppose this initiative say it costs too much. But it’s a no vote that costs too much,” said Benjamin. “It would mean the loss of over 16,500 new jobs and billions in new investments. It would mean continuing to pay the terrible cost of having the second most dangerous roads in the state. It would cost our community millions in federal matching funds for transforming our bus system. It would lead to fees that would cost our families twice as much as The Penny. It would put the entire burden of transportation costs on Richland County residents, rather than letting folks from outside share the load.”

The event represented a diverse cross-section of individuals, including business, community and faith leaders, elected officials and various activist organizations.

Others on hand at the rally included members of the Richland County Legislative Delegation, Columbia City Council and Richland County Council, representatives from the United Way of the Midlands, Sustainable Midlands, Greater Irmo Chamber of Commerce, Greater Columbia Chamber of Commerce, Eau Claire Community Council, River Alliance, League of Women Voters, Conservation Voters of South Carolina and the Midlands Business Leadership Group, and additional neighborhood, faith and community leaders.

“Today our answer is a resounding YES – YES we want more jobs, YES we want local control, YES we want a first class public transit system and YES we want safer roads,” said Bunnie Ward of the United Way of the Midlands. “By investing today and saying YES, we will ensure a successful future for our community for generations to come.”

The Penny is on the Nov. 6 General Election ballot as two separate “Sales and Use Tax” questions. If approved by voters, it would add one cent to the Richland County sales tax for a period of 22 years to raise funds for vital roadway improvements and to provide long-term support for the local bus system.

Citizens for a Greater Midlands, the group pushing passage of this referendum, has done quite a job of assembling a broad coalition, as evidenced in the third paragraph from the end.

Of course, as I’ve noted before, the other side has a lot of passion going for it. Or at least, I thought it did. I was a bit surprised that, unlike at the last one of these events I attended in the same location, there wasn’t a single “no” counterdemonstrator outside. And this event was publicized in advance. I don’t know what happened to them today…

Last night’s CRC forum on the penny

Before I head out to go moderate this forum at the library about the presidential election, I’ll share a few words about the Community Relations Council’s forum last night on the transportation sales tax referendum.

On the whole, it was a success I think, in terms of providing a civil place for folks on opposite sides of a local issue to share their views. Although sometimes the civility did seem to wear a bit thin. Redfern II has a somewhat loud, bombastic delivery style that can make it sound like things are getting out of hand, even when they are not. Michael Letts seemed to have quite a chip on his shoulder on the issue, but controlled himself. While on the “yes” side, I thought County Councilman Paul Livingston was going to lose his temper at the “no” folks once or twice.

Fortunately, things stayed in the realm of merely “lively,” which is a good thing. Moderator David Stanton did a good job.

One thing that made me glad, since I was on the committee, and since I tell anyone who wants to know that I’m for the referendum — I don’t think anyone can legitimately complain that the “no” side got short shrift in this forum. While the reasoning was better on the “yes” side — in my opinion, of course — there was more passion on the side of the “nos.” And I don’t say that to denigrate their arguments — they presented plenty of points that I’m sure were effective among a lot of the audience.

A quick summary of the positions presented by the panelists:

  • Lee Bussell, Yes: This referendum presents an opportunity for this community to come together and address its real challenges together, such as the fact that Richland County has the 2nd-deadliest roads in the state.
  • Daniel Rickenmann, No: It’s not a penny; it’s a billion dollars.
  • Paul Livingston, Yes: This is a community plan, not a county council plan.
  • Don Weaver, No: Stressed the impact on the poor of an additional penny on every dollar spent.
  • Jennifer Harding, Yes: Expressed concern about congestion and traffic safety in her party of the county (the Northeast).
  • Redfern, No: The white leadership of the community has given black citizens the short shrift up to now; why should it be trusted this time? (He had a lot of zingers and crowd-pleasers, such as “If you want to get nowhere fast, take the bus.” But his overall theme was distrust.)
  • Brian DeQuincey Newman, Yes: The penny is the answer to the challenge Redfern poses — it will bring in the funds CMRTA needs to provide decent service.
  • Michael Letts, No: “Local control” sounds great, but he doesn’t want to pay this local tax for roads on top of the ones he already pays at state and federal level. Also, wants the bus part separated from the capital, roads part.

I take those mostly from the participants’ opening remarks, but they also give you an idea what went on the rest of the time.

As I said, a lot of energy on the “no” side. Three times, “yes” panelists were asked to speak up or get closer to their microphones. No one had to ask the “no” folks to do that.

And to the extent that minds were changed, it was in the “no” direction. The audience was asked to turn in ballots “voting” on the matter both before and after the event. Not everyone did, but here are the results from the ones who took part, according to CRC Executive Director Henri Etta Baskins:

  • BEFORE: 32 Yes; 31 No; 11 Undecided
  • AFTER: 32 Yes; 34 No; 8 Undecided

Scott thinks F-35 pretty cool after ‘flying’ it

Remember that previous post about the dog-and-pony show up in North Carolina, the one that was to allow reporters to check out an F-35 simulator?

Well, Lockheed had another one on USS Yorktown in Charleston, and they managed to wow Rep. Tim Scott:

Tim Scott, (R-S.C.), today joined local elected officials and community leaders on the USS Yorktown at Patriots Point Naval and Maritime Museum to receive an update on the Lockheed Martin [NYSE: LMT] F-35 Lightning II program and hear about its contribution to South Carolina, national security, and the U.S. economy.

During his visit, Scott “flew” the F-35 cockpit demonstrator to experience firsthand how advanced stealth, fighter agility and integrated information systems make the F-35 the most capable multi-role fighter in the world. The cockpit is visually and audibly interactive and provides a realistic look at the F- 35’s performance, air-to-air and air-to-ground capabilities, sophisticated sensor fusion and advanced computational capabilities.

“Coming from a military family, I understand and appreciate that American men and women serving in uniform deserve the best technology that this nation can provide. Those that threaten our country are evolving everyday, and it is essential we stay ahead of them.” Scott said. “There is no doubt the fifth generation, multi-role F-35 Lightning II’s ability to defeat sophisticated surface-to-air missiles and enemy fighters in the air and on the ground will allow us to do just that.

“Our military leadership associated with Beaufort Air Station, McEntire Joint National Guard Base, and Shaw Air Force Base has told me clearly and convincingly that these capabilities are critical to defending our freedoms,” Scott added.

Lockheed officials noted that even at its current low rate of production, the F-35 program supports a broad industrial base of more than 1,300 suppliers in 45 states, contributing to more than 133,000 direct and indirect U.S. jobs and over $17.7 billion in direct and indirect annual economic impact. Those numbers are expected to grow as the program ramps up to full rate production over the next few years.

In South Carolina, the F-35 program generates nearly 123 jobs and more than $5 million annually in direct and indirect economic impact. Currently, there are four South Carolina companies supporting the program.

The F-35 is a supersonic multi-role fighter designed to replace a wide range of aging fighter and strike aircraft. Three variants derived from a common design will ensure the F-35 achieves its security mission while staying within strict affordability targets.

Lockheed Martin is developing the F-35 in conjunction with its principal partners, Northrop Grumman [NYSE: NOC] and BAE Systems, and Pratt & Whitney. Among the aircraft F-35 will replace are the A- 10, AV-8B Harrier, F-16, F/A-18, and the United Kingdom’s Harrier GR-7 and Sea Harrier.

Headquartered in Bethesda, Md., Lockheed Martin is a global security and aerospace company that employs about 123,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. The Corporation’s net sales for 2011 were $46.5 billion.

The USS Yorktown was commissioned on April 15, 1943, and was one of the preeminent aircraft carriers to serve in the Pacific theater of operations during World War II. In the 1950’s, Yorktown was modified with the addition of an angled deck to better operate jet aircraft. In 1958, the ship was designated an anti-submarine aircraft carrier, and served admirably during the Vietnam conflict. Yorktown was decommissioned in 1970 and placed in reserve. In 1975, the ship was towed from Bayonne, N.J. to Charleston to become the centerpiece of Patriots Point Naval and Maritime Museum.

Hey, if I’d had a chance to go try it out, I’d probably think it was pretty cool, too. At a projected $323 billion, this is “the Pentagon’s most expensive weapons program.” In a budget like that, they ought to be able to come up with something better than my old Microsoft Combat Flight Simulator.

A creative way to punch a $168 million hole in the ground

Well, my heart beat a bit faster when I saw this headline on an email:

… even though I saw the quote marks around “FLY.”

Sure enough, the release says:

Still. I bet that’s a pretty awesome simulator. Way better than my old copy of Microsoft Combat Flight Simulator that I can’t even get to run on Windows 7.

I have to smile, though, at the come-on, given that there will never come a time, in the history of this planet, when anyone would be insane enough to let a reporter — even one who had once been a jet pilot — actually fly an F-35.

If they did, that would be one quick, albeit creative, way of making a $168 million smoking hole in the ground.

I base that on Wikipedia’s estimate of the per-unit cost of the airplane over the life of the program — which it calls “the most expensive defense program ever.” Which is really saying something.

I don’t know about you, but as my Wichita colleague Dennis Boone used to say of such sums, that’s more than I make in a year.

What does ‘frivolous lawsuit’ mean to you?

Today at the Columbia Rotary Club, our speaker was Darrell Scott, lobbyist for the S.C. Chamber of Commerce.

He talked about what he does for the Chamber over at the State House, and told some sea stories about his experiences (some people say “war stories;” I’m from a Navy family). The least convincing part of his presentation? A couple of times in explaining a close vote, he referred to the experience giving him “gray hairs.” Sorry, kid — I don’t see ’em.

Two things interested me in particular. One was the report card on the 2012 legislative session, which included grades for all of the lawmakers. You can see the full report here. I’ve reproduced the scorecard on the senators above. It’s interesting to see who stands well with the Chamber, and who does not. Some observations on that chart:

  • You see the expected split, with most Democrats scoring low and most Republicans doing better.
  • But Democrat Nikki Setlzer, who represents a big chunk of that most Republican of counties, Lexington, scored a perfect 100.
  • John Courson, recently named the Chamber’s 2012 “Public Servant of the Year,” fell a bit short of that, at 94. The disagreement was over the “Business freedom to Choose act (h.4721),” which the Chamber described as “legislation to prohibit local governments from enacting flow control ordinances on solid waste disposal.”
  • Vincent Sheheen, whom the Chamber endorsed for governor two years ago, only scored a 69 — fairly typical of Democrats.
  • That was still better than Tom Davis, who lately has been styling himself the Ron Paul of the state Senate. He got a 68. This reminds us of something — the Chamber is about as enamored of Tea Party Republicans as it is of Democrats, if not less so.

The other highlight of the meeting, I thought, was the exchange that came when attorney Reece Williams got up to ask young Mr. Scott a question. After explaining that he was a veteran of more than 200 jury trials, he asked the speaker how he would define that bete noir of the Chamber, a “frivolous lawsuit.” I enjoyed the way he asked the question — aside from the fact that he presented it in a civil, gentlemanly, even courtly manner (Reece is as nice a lawyer as you’d ever want to meet), as he spoke, he turned way and that to address the “jury” of fellow Rotarians, thereby gently suggesting that he was challenging each of us with the question as well.

The speaker answered him, but his answer wasn’t as memorable to me as what Realtor Jimmy Derrick got up to say in response. After explaining he and Reece are old friends, Jimmy said that he reckoned he had been sued about 200 times himself, and he pretty much considered those actions to be frivolous.

Afterward, I asked Reece what he thought of the answers he’d gotten. He said they pretty much confirmed what he’d thought before: “A ‘frivolous lawsuit’ is one that’s brought against me…”

The transportation referendum campaign kickoff

Should have posted about this yesterday and didn’t get to it. Of course, the advantage to waiting is that I can save myself a lot of typing by quoting from the news stories. From Columbia Regional Business Report:

Supporters of a one-penny increase in the sales tax in Richland County kicked off a campaign this week to win voter approval of a plan they said would raise $1 billion over 22 years, address critical transportation needs and create an estimated 17,000 new jobs.

The issue will be on the Nov. 6 general election ballot for all Richland County voters.

The transportation penny, according to the county’s proposal, would increase sales tax in Richland County to 8 cents on the dollar on proceeds of sales, with the funds going to improve roads, support the bus system and increase bike and pedestrian greenways. The transportation penny would increase the sales tax to 2 cents on the dollar on groceries, except for purchases made with food stamps, which are exempt from the transportation penny.

The transportation plan that would be funded by the penny sales tax has a major economic development component, supporters say. One of the projects that it would fund is the Shop Road extension, a new section of road in southern Richland County that could open up large new industrial sites that are attractive to manufacturers and allow water and sewer utilities to be extended into the area…

And from The State:

Touting “more jobs, safer roads, local control,” about 80 people gathered Wednesday to roll out a campaign for a Richland County sales tax for transportation.

Citizens for a Greater Midlands, organized by business leaders making a second effort to pass the penny-on-the-dollar tax, were countered by a dozen sign-carrying protesters on the sidewalk along Gervais Street, outside the Clarion Hotel Downtown. Voters rejected the referendum by about 2,200 votes two years ago.

Richland County Councilman Paul Livingston said the tax to fund roads, buses, sidewalks and bike lanes was the single most important issue to arise in his 22-year tenure in county government.

“Some say we can wait on the state and federal governments,” Livingston said. “Folks, we’ve got to do it ourselves.”

He said there were “no viable alternatives” to a local sales tax to address what he characterized as a crisis in the county’s transportation system. Major roads are congested and in poor repair, funding for the bus system is tenuous and pedestrian and bicycle accidents are common, he said later…

I’m going to take Dawn’s word for it that there were a dozen protesters outside, although when I walked through them on my way in and out — the kickoff was conveniently right around the corner from my ADCO office — it didn’t seem like that many. Of course, I would imagine that relatively few people who will vote “no” are so passionate about it that they want to stand on a curb with a sign. One of them who did was longtime antitax activist Don Weaver, who greeted me pleasantly when he saw me come out.

What I do know is that the room with the supporters inside was fairly packed, and consisted largely of people who devote themselves to working for the advancement of the community, from business leaders to elected officials.

Aside from Councilman Livingston (who, like other elected officials, stressed he was there as a private citizen), we heard from a Midlands Tech student who depends on the bus to get her to school so that someday she can have a job that will enable her to afford a car, two or three other bus riders, my good friend Jennifer Harding (former ad director for The State, now in real estate), Steve Benjamin, Brian DeQuincey Newman, and Cameron Runyan. Rival adman Lee Bussell spoke for the Chamber — he was the one who stressed how the Shop Road extension would help open up prime locations for industrial recruitment.

The most compelling argument for this plan came from Mr. Livingston. He charted the path of this process, from the 39-member citizens group six years ago that drafted the plan that has changed little since then, and made the salient point — this is it, the only viable vehicle for both saving our bus system and funding other transportation priorities.

People who don’t want these things for our community will of course vote against it, which is their right. But people who do want any of these things, and vote against this plan because everything about it isn’t perfect, are fooling themselves and doing their community a disservice. Because this is it. It took a long time to get to this point with a lot of people working hard to do so, and there has been NO effort by anyone I’ve seen to put an alternative plan on the tracks.
