But really, what DO you say?

Still sort of reeling from this discombobulation called Daylight Savings, and having had three glasses of sweet tea with my lunch at Seawell’s — to no noticeably helpful effect — I decided to do a wide swing through Five Points to get some REAL caffeine at Starbucks on my way back to the office.

So I got my tall Pike, and once again impressed the baristas with my fancy gift card from across the sea (thanks, Mr. Darcy!), and on my way out ran into Trav Robertson, whom I hadn’t seen since the election. Trav, if you’ll recall, managed Vincent Sheheen’s almost, but not quite, campaign for governor last year.

We chatted for a moment, mainly about the state of news media today and how it relates to politics (he said one of the toughest things he found to adjust to in the campaign was this newfangled notion that the story changes at least four times in the course of what we once so quaintly called a “news cycle”), and we parted, and as I walked back toward my truck, who was coming up the steps from Saluda but Larry Marchant. He smiled and we shook hands, and turning back to see Trav standing at the coffee shop door, I said, “Well, here’s you, and here’s Trav Robertson — we’ve just got everybody here, Democrats and Republicans…” as I moved on toward my vehicle.

Which is a pretty stupid and meaningless thing to say, but what DOES one say in such a social situation? I mean, I’m not gonna say, “Well, lookee here, we’ve got Trav, whose candidate lost a close election to a woman you claimed to the world to have slept with, and I last saw you being made fun of by Jon Stewart….”

No, I don’t think so.

And really, I suppose it’s not all that cool to say it here on the blog, either, but… it seems to me there’s a social commentary in here somewhere, having to do with Moynihan’s concept of Defining Deviance Down or whatever. And when I say “deviance,” I’m not picking on Larry or anybody else, but talking about us, the people who are the consumers of such “news.”

I mean, how does one conduct himself in polite society — or any society — in which such things are discussed, disclosed, dissected and displayed publicly? Actually, “publicly” isn’t quite the word, is it? Doesn’t quite state the case. Way more intense than that.

If you’re Jon Stewart, life is simple. You make a tasteless joke or two, get your audience to laugh, and move on to the next gag. But what do you say if you’re just a regular person out here in the real world, and you run into the real people about whom these jokes are made?

Whatever the right thing is, I haven’t figured it out, so today I just fell back on the time-honored stratagem of ignoring any weirdness inherent in the situation, and saying something insipid. Which, in this polite state of ours, still works.

As for Trav and Larry — did they speak after I left? Do they even know each other? If they spoke, what did they speak about? I have no idea. I retreated to the office with my coffee.

Sheheen (and Knotts — yeah, Jake) going after “leadership PACs”)

Got this yesterday, thought I’d pass it on:

Dear Brad —

People say that “money is the mother’s milk of politics.”

It seems that no matter how many rules we put into place to regulate the flood of money and influence in our elections, politicians too often find ways around these rules.  Here in South Carolina, one vehicle for getting around campaign contribution limits imposed by law is through entities called leadership political action committees or “leadership PACs.”  Some politicians operate “leadership PACs,” which enable them to accept larger contributions from their cronies and then, in turn, dole out money to other candidates.  This creates a culture of politicians whose coffers are flush with money being able to exert influence over others through their “leadership PACs.”

The end result?  Corruption and unfair influence.  I’m writing today to for your help in putting a stop to this practice.

It has not been the custom in the South Carolina Senate for members to operate “leadership PACs,” but recently Sen. Jake Knotts and I proposed and passed a new rule explicitly banning the practice among senators.  We are hoping that this will put pressure on our colleagues in the South Carolina House of Representatives to follow suit.

I’ve sponsored a bill this session that, if passed, would ban PACs organized by or on behalf of any statewide officeholder or member of the General Assembly.

The editorial board of The State newspaper published an editorial this week urging members of the legislature to pass this bill.  I’ve included this editorial below.

Not sure how the Sheheen/Knotts team-up happened. I guess it’s just a coalition of the willing. In any case, 38 other senators have signed on. Of course, as Cindi noted in the edit, that’s probably because “leadership PACs” are a House, not a Senate, phenomenon. You probably know that historically, the divide between House and Senate has been much sharper than that between Democrat and Republican. As the edit noted:

Welcome back to the ‘sphere, Laurin!

Did y’all know that Laurin Manning has returned home to the blogosphere? I expect you DID know, because she’s been blitzing the media the last few days. Here’s her new blog. And here’s her Twitter feed. And she was on Pub Politics the other day. Note below.

And some people think I’m media-savvy. (No, really — some people do. I didn’t say how many.)

Laurin’s candidate Vincent Sheheen didn’t make it, but Laurin has apparently accepted the mantle of loyal opposition to keep his successful opponent straight in office. Someone has to do it, I suppose, and I can’t, because I’m too shy.

An intrepid reader points out that according to this article in The State this morning, Gov. Nikki Haley met with fellow Budget and Control Board members Sen. Hugh Leatherman, chairman of the Senate Finance Committee, and Rep. Dan Cooper, chairman of the House Ways and Means Committee, behind closed doors….

So what’s the big deal?  Well, the three of them constitute a quorum of the powerful five-member Budget and Control Board, a public body that controls much of the administrative functions of state government.  Brian White, head of Ways and Means sub-committee for health care was in attendance too, so they were obviously discussing health care, budgets and deficits.  Under the South Carolina Freedom of Information Act, meetings of public bodies must be open, and a “meeting” is the “convening of a quorum of the constituent membership of a public body, whether corporal or by means of electronic equipment, to discuss or act upon a matter over which the public body has supervision, control, jurisdiction or advisory power.”

Intrepid reader remarks: “Where was Loftis and Eckstrom? Transparency so the public can see government, or secret meetings defying the rule of law? Where are the minutes of the meeting? Almost 300 million on the table for deficits and they meet in private and without all members.”

Smoke-filled room indeed.  Not exactly the sunshine and transparency we heard so much about in the 2010 election.

It’s good to have Laurin back, and I don’t say that for any sort of political reasons (heck, even Will Folks  is glad to have her back — and rightly so). This isn’t business; it’s personal. Laurin was one of my first blog friends back in the early days of my old blog, and helped me find my way as I was figuring the medium out, because she had been there and done that. Despite her tender years, she was old in Blog Years, compared to me. Back in 2005, SC political bloggers were a mutually supportive community, and Laurin was one of the most helpful.

Want diversity? Then you should have elected the white guy. Ironic, ain’t it?

Well, I’ll probably get some heat for that headline, from irony-deprived people who get as put off by it as I did when I heard about the “Don’t blame me; I voted for the white guy” bumper stickers after the 2008 election.

But I couldn’t resist; there’s just so much ironic goofiness inherent in the complaints that Nikki “Haley’s Cabinet Appointments Lack Diversity.” As the official Democratic Party release says:

COLUMBIA– South Carolina Democrats criticized Governor Nikki Haley for turning a blind eye to diversity in the wake of her final cabinet appointment.  Haley, who this morning appointed Duane Parrish to lead South Carolina’s Department of Parks, Recreation, and Tourism, only appointed one African-American candidate in forming her cabinet.  Worse still, says the party, that appointee– Columbia attorney Lynne Rogers—will have her role seriously diminished if the Governor’s plan to consolidate the agency Rogers will lead with another agency is successful.

“Shame on Nikki Haley,”said South Carolina Democratic Party Chair Carol Fowler. “The faces of this state’s government ought to bear some resemblance to the faces of the South Carolinians they will govern.  African-Americans make up nearly a third of South Carolina’s population, but Governor Haley has willfully ignored them in forming her government, and she”s fighting for an agency merger proposal that will only further marginalize a high percentage of her constituents.  We deserve a Governor who takes all South Carolinians into consideration when she makes big decisions, and we need a government that reflects all South Carolinians.”

See how that was just chock full of the automatic, obligatory, self-righteous, ritualistic phrases? The kinds of phrases of which we used to say at the newspaper, in the days when we were on the old Atex mainframe system, “She must have that on a Save/Get key.”

Of course, you want to say to people who complain about such things, If you wanted someone who gave a damn about your complaint, you should have voted for Vincent Sheheen. But that’s the thing, of course: All the people complaining DID vote for Vincent Sheheen. (Or if they didn’t, they’ve got some ‘splainin’ to do.) In fact, that’s the real problem they have here, not the demographic makeup of Nikki’s Cabinet.

over “diversity.” It’s not his fault, he was just a White Guy Too Far.

There’s a subtext here, and that’s the part that appeals to my sense of the absurd. While Carol Fowler and the Legislative Black Caucus know better, and shouldn’t be a bit surprised (and are not), there are other innocent practitioners of Identity Politics out there who actually thought it meant something — as a milestone for all women and minorities — that an Indian-American woman was elected governor. You heard all the claptrap about how “historic” her inauguration was and all a couple of weeks back.

As you know, it completely befuddles me that people can believe in this identity stuff — that a woman can get excited for another woman’s success because she IS a woman and she thinks that means something to her and to all women. Or the same thing with black folks, or Sikhs, or what have you. I don’t understand it because, well, we white guys have no such delusions, near as I can tell. Oh, sure, there are atavistic racists who get all bent out of shape when another white guy gets done wrong, or when they imagine such a thing has happened. But I don’t understand that, either, and near as I can tell, 99 percent of us just really don’t feel any identification with each other. One of us does well, and we understand that THAT GUY did well. Good for him, but what good does that do ME? One of us gets dumped on, and we think, Too bad for that guy, but that’s his problem. (Insensitive jerks, ain’t we?)

Or perhaps I’m projecting here. Perhaps I’m making the same mistake that the Identity Politickers make, in thinking there is such a thing as a characteristic way of looking at the world particular to this or that demographic. (Hmmm. Do you think?)

The thing is, Nikki Haley got elected because she was the Republican. And she got the Republican nomination because she had done the most to charm the Tea Party, and this was their year. Period.

And here’s the ultimate irony in this: Nikki Haley, the great Symbol of Women’s Success, is highly unlikely to sit up nights worrying about her administration “lacking diversity.” For one thing, she’s not ideologically inclined to do so. Then there’s the fact that, frankly, she gets a pass because, well, she’s a chick. And a minority. (In fact, she’s SUCH a minority that it’s not even fair. Her minority status leaves black folks and Hispanics in the dust, looking almost like a majority. She’s just et up with moral advantage in the identity politics department.)

Oh, she’d probably rather have her Cabinet praised for “looking like South Carolina” than not — everybody likes a pat on the back — but she can get by without it, I expect.

You want somebody who’s going to sit up nights worrying because Leon Howard was offended at having to shake all those white people’s hands (see the quote; I’m not making this up), get yourself a white guy. Doesn’t have to be Vincent Sheheen, although he’s a very nice and thoughtful white guy, and they’re the most susceptible. But even your less sensitive white guys are likely to worry about “lack of diversity” — or at least, worry about looking like they worry about it. To some extent.

But Nikki? She’s immune. You want to make somebody feel bad, go pick on a white oppressor.

Sheheen gives restructuring another try

As you’ll recall, I made the point back during the election that the truly credible advocate for government reform who was running for governor — and the one with the best chance of cracking the Legislature’s resistance — was Vincent Sheheen?

Well, I did.

Undaunted by his loss, Vincent is still trying to change the system from within.  I just got this release:

Sheheen Unveils Agenda For Change

Camden, SC – South Carolina state Senator Vincent Sheheen today released the legislation he pre-filed for the 2011 Legislative Session.

Sheheen issued the following statement:

“Today, I am pre-filing a legislative agenda that if enacted would fundamentally and dramatically reform the way South Carolina’s Government operates.  If adopted, this Agenda for Change would bring responsibility to spending, restructure the governor’s responsibilities and powers, modernize the legislature’s operations, and crack down on waste, fraud and abuse within our government.”

“As a member of the minority party, my obligation and goal is to put forward and challenge the powers that be with ideas that would fundamentally reform what has become a broken government.  My hope is that this year, the leaders of our state will embrace the true change that is so desperately needed in our long suffering state.”

Sheheen’s Agenda For Change:

1. Establishes a Department of Administration:

TO AMEND SECTION 1‑30‑10 OF THE 1976 CODE, RELATING TO THE AGENCIES OF THE EXECUTIVE BRANCH OF STATE GOVERNMENT, BY ADDING THE DEPARTMENT OF ADMINISTRATION; AND BY ADDING SECTION 1‑30‑125 TO ESTABLISH THE DEPARTMENT OF ADMINISTRATION AS AN AGENCY OF THE EXECUTIVE BRANCH OF STATE GOVERNMENT TO BE HEADED BY A DIRECTOR APPOINTED BY THE GOVERNOR UPON THE ADVICE AND CONSENT OF THE SENATE, AND TO TRANSFER TO THIS NEWLY CREATED DEPARTMENT CERTAIN OFFICES AND DIVISIONS OF THE STATE BUDGET AND CONTROL BOARD, THE OFFICE OF THE GOVERNOR, AND OTHER AGENCIES, AND TO PROVIDE FOR TRANSITIONAL AND OTHER PROVISIONS NECESSARY TO ACCOMPLISH THE ESTABLISHMENT OF THE DEPARTMENT.

2. Programmatic Budgeting

TO AMEND THE 1976 CODE BY ADDING SECTION 11‑11‑87 TO REQUIRE THE GOVERNOR’S ANNUAL STATE BUDGET RECOMMENDATION AND THE REPORTS OF THE HOUSE COMMITTEE ON WAYS AND MEANS AND THE SENATE FINANCE COMMITTEE ON THE ANNUAL GENERAL APPROPRIATIONS ACT TO BE IN A PROGRAMMATIC FORMAT BY PROVIDING A NARRATIVE DESCRIPTION OF EACH SEPARATE PROGRAM ADMINISTERED BY A STATE AGENCY AND PROVIDING THE ELEMENTS THAT MUST BE INCLUDED IN THE NARRATIVE; AND TO REQUIRE THE BUDGET RECOMMENDATION FOR AN AGENCY TO INCLUDE AN OVERALL BUDGET RECOMMENDATION BY BUDGET CATEGORY AND A SIMILAR RECOMMENDATION FOR EACH SEPARATE PROGRAM ADMINISTERED BY THE AGENCY AND THE SPECIFIC SOURCE OF FUNDS APPROPRIATED FOR THE AGENCY.

3. Legislative Oversight / Accountability

TO AMEND SECTION 1‑30‑10 OF THE 1976 CODE, RELATING TO THE DEPARTMENTS OF STATE GOVERNMENT, TO MAKE TECHNICAL CORRECTIONS AND TO REQUIRE CERTAIN REPORTS FROM THE VARIOUS DEPARTMENTS; TO AMEND SECTION 8‑27‑10, RELATING TO THE DEFINITION OF REPORT FOR THE PURPOSES OF THE EMPLOYMENT PROTECTION FOR REPORTS OF VIOLATIONS OF STATE OR FEDERAL LAW OR REGULATION, BY PROVIDING THAT A REPORT MAY BE A WRITTEN OR ORAL ALLEGATION OR TESTIMONY TO A LEGISLATIVE COMMITTEE; TO AMEND CHAPTER 27 OF TITLE 8, RELATING TO EMPLOYMENT PROTECTION FOR REPORTS OF VIOLATIONS OF STATE OR FEDERAL LAW OR REGULATION, BY ADDING SECTION 8‑27‑60 TO PROVIDE THAT A SUMMARY OF THE PROVISIONS CONTAINED IN CHAPTER 27 ARE POSTED ON THE INTERNET WEBSITE OF EACH PUBLIC BODY SUBJECT TO THE PROVISIONS OF THAT CHAPTER; AND BY ADDING CHAPTER 2 TO TITLE 2, RELATING TO LEGISLATIVE OVERSIGHT OF EXECUTIVE DEPARTMENTS, TO PROVIDE THAT THE STANDING COMMITTEES OF THE GENERAL ASSEMBLY HAVE A DUTY TO REVIEW AND STUDY THE OPERATIONS OF THE STATE AGENCIES WITHIN THE COMMITTEE’S JURISDICTION, TO ESTABLISH COMMITTEE OVERSIGHT JURISDICTION, TO PROVIDE FOR THE PROCESS BY WHICH A COMMITTEE MAY INITIATE AN OVERSIGHT STUDY OR INVESTIGATION, TO PROVIDE FOR THE MANNER IN WHICH AN INVESTIGATING COMMITTEE MAY ACQUIRE EVIDENCE OR INFORMATION RELATED TO THE STUDY OR INVESTIGATION, TO PROVIDE FOR PROGRAM EVALUATION REPORTS, THE MANNER IN WHICH THEY ARE REQUESTED, AND THE CONTENTS OF THE REPORTS, TO PROVIDE THAT ALL TESTIMONY GIVEN TO AN INVESTIGATING COMMITTEE MUST BE GIVEN UNDER OATH, TO PROVIDE THAT WITNESSES TESTIFYING IN FRONT OF AN INVESTIGATING COMMITTEE MAY BE REPRESENTED BY COUNSEL, AND TO PROVIDE THAT WITNESSES ARE GIVEN THE BENEFIT OF ANY PRIVILEGE WHICH HE COULD HAVE CLAIMED IN COURT AS A PARTY TO A CIVIL ACTION.

4. Establishes Inspector General

TO AMEND SECTION 1‑3‑240 OF THE 1976 CODE, RELATING TO REMOVAL OF OFFICERS BY THE GOVERNOR, TO PROVIDE THAT THE STATE INSPECTOR GENERAL MAY BE REMOVED BY THE GOVERNOR FOR MALFEASANCE, MISFEASANCE, INCOMPETENCY, ABSENTEEISM, CONFLICTS OF INTEREST, MISCONDUCT, PERSISTENT NEGLECT OF DUTY IN OFFICE, OR INCAPACITY; AND TO AMEND TITLE 1 BY ADDING CHAPTER 6 TO CREATE THE OFFICE OF THE STATE INSPECTOR GENERAL, TO PROVIDE THAT THE STATE INSPECTOR GENERAL IS APPOINTED BY THE GOVERNOR WITH THE ADVICE AND CONSENT OF THE SENATE, TO AUTHORIZE THE STATE INSPECTOR GENERAL TO ADDRESS FAUD, WASTE ABUSE, AND WRONGDOING WITHIN THE SOUTH CAROLINA EXECUTIVE GOVERNMENT AGENCIES, AND TO PROVIDE FOR THE POWERS, DUTIES, AND FUNCTIONS OF THE OFFICE.

5. Prohibits state funded lobbyists

TO AMEND THE 1976 CODE BY ADDING SECTION 2‑17‑55 TO PROHIBIT THE USE OF PUBLIC FUNDS TO EMPLOY OR CONTRACT WITH A PERSON WHOSE ACTIVITIES INCLUDE THOSE RELATED TO LOBBYING AND TO PROVIDE EXCEPTIONS.

6. Requires Legislative Budgets to get cut like other agencies

TO AMEND CHAPTER 7, TITLE 2 OF THE 1976 CODE, RELATING TO LEGISLATIVE ENACTMENTS, BY ADDING SECTION 2‑7‑67 TO PROVIDE THAT THE ANNUAL APPROPRIATIONS BILL MUST REDUCE APPROPRIATIONS TO THE SENATE AND THE HOUSE OF REPRESENTATIVES IN AN AMOUNT EQUAL TO THE AVERAGE REDUCTION IN APPROPRIATIONS MADE FOR THE DEPARTMENTS, INSTITUTIONS, BOARDS, OR COMMISSIONS INCLUDED IN THE ACT.

You know what would be cool — I mean, really cool? If Nikki Haley would grab hold of this and swear to work shoulder-to-shoulder with Vincent on it. And do it NOW while legislators are still hoping to have a better relationship with her than they did with Sanford. (This would not sway Glenn McConnell, but who knows? If Nikki and Vincent were both pushing it, they might line up enough support to embolden senators to … dare I say it… defy Glenn’s will…)

I’d praise her and everything.

The reticence of heroes, and the nearest political equivalent

I was reading something the other day about heroes, and it got me to thinking about politicians. Odd juxtaposition, I realize, but bear with me…

There was a piece in The Wall Street Journal earlier this week about the first soldier since Vietnam to live to receive the Medal of Honor, Staff Sgt. Salvatore Giunta. It was the first thing I read about him; the column ran the day before the president presented the medal. And the columnist touched upon a common phenomenon we see with REAL heroes, as opposed to those who boast and brag of their exploits:

Not that he’s ready to be called a hero. “I’m not at peace with that at all,” he said on “60 Minutes” Sunday night. “And coming and talking about it and people wanting to shake my hand because of it, it hurts me because it’s not what I want. And to be with so many people doing so much stuff and then to be singled out . . .”

Sgt. Giunta’s words, of course, remind us that he does not need this ceremony. The ceremony is for the rest of us. It reminds us of the sacrifices made so we can sleep easy at night—and of the kind of fighting man our society has produced…

I know of little of war heroism beyond what I’ve read in books, but it’s interesting how often a true heroes’ story features his reluctance, even pain, at being singled out for praise and honor. He did what he did, and he’d do it again. But he really, really doesn’t want civilians who weren’t there making a fuss over him. Part of this is that he didn’t do it for THEM; he did it for his buddies who were there. But part of is a special kind of grace and nobility that few of us know. He didn’t feel heroic when he was doing it, and the memory doesn’t evoke good feelings of any kind. He was just, if you’ll excuse my language, dealing with the shit as well as he could.

He didn’t want the medal; he wanted his friends back.

And this reminds me of another sort of person that our society singles out for special recognition: political officeholders. And I think about how the very best candidate for any position would be a fully qualified person who would have the attitude toward service of a hero — someone who would be conscientious in the job, and do it well, but who wouldn’t want it.

Trouble is, we seldom get an opportunity to choose people like that. Most candidates who have any kind of chance are people who really, REALLY want the job, to an off-putting degree. Thomas More’s notion of people who seek offices being barred from holding them — or at least that’s the way I read Utopia — is indeed the stuff of fantasy.

Once, it was fashionable for candidates for high office to at least let on that they didn’t want it. It was unseemly to pursue overtly the office of, say, president of the United States. I seem to recall from my history that we were well into the latter part of the 19th century before presidential candidates personally went about asking people to vote for them. I wish we could return to such times, but we never will. Voters have grown accustomed to being begged to vote for candidates, and too few of us will even consider a candidate who doesn’t beg and plead and curry and pander harder than the others.

But you know what? On a certain level, Vincent Sheheen was that self-effacing, unassuming, almost reluctant sort of candidate — an accomplished, qualified, able individual who projected an air of being WILLING to serve as governor… but it wouldn’t be the end of the world to him if he lost. If you wanted him in the job, fine, he’d do his best. But if not… well, one got the impression that he was happy to go back to being the senator and small town lawyer and family man that he is.

That impression — a very subjective, hard-to-put-your-finger-on kind of thing, to the point that I never really spelled it out out loud — sort of bugged me during the campaign. I kept wanting him to run HARDER. To get the proverbial fire in the belly.

But in the end, I’d prefer to be governed by the kind of guy who ran the kind of campaign that Vincent did. Which is why I didn’t write a bunch of posts saying, “Run HARDER, Vincent!”

Trouble is, how does a guy like that ever get elected? Of course, he DID come close, so that’s something… Maybe there’s hope…

Yeah, this may seem far afield from the Medal of Honor winner. But my mind wanders like this…

Wearing your allegiance on your sleeve — or on your Facebook page, anyway

Right after the election, I noticed a Nikki Haley bumper sticker, and it struck me that I hadn’t seen a whole lot of those during the election, which caused me to Tweet:

Ever notice how you see more bumper stickers for a candidate AFTER he/she wins than you did before Election Day? I do…

It may be purely a perception flaw on my part, but after a number of elections I have strongly suspected a belated “bandwagon” effect accounting for the number of fresh, unfrayed, clean bumper stickers that I see for the new officeholder even a year or more after the election.

It’s probably a little of both. But that means the bandwagon effect is to some extent at play. And that, to me, is one of the oddest things about human nature. I just don’t understand the bandwagon effect in politics. Either you like a candidate or you don’t. Either you believe in a cause or you don’t. What sort of weak-willed person adjusts his judgments according to what’s more popular? But we all know it happens. It’s one reason why campaigns stress polls that show their side winning; it tends to contribute to a self-fulfilling prophecy.

I can sort of see it working with sports. After all, I ignored the Braves for years until their worst-to-first performance in 1991, after which I couldn’t get enough of them for several years. But that’s about the fact that it’s more enjoyable to watch someone play baseball WELL than to watch them play badly. And I’m very much a September/October kind of baseball fan, because that’s when you see the best, most exciting play.

But choosing whom you’ll support on the basis of who you think will win, or even worse, someone who has already won? That’s either contemptible, or just plain weird.

But anyway, I didn’t think any more about the bumper stickers until I saw this Tweet today from Nettie Britts:

If you still have a Sheheen avatar you really need to change that.

Really, I thought… how come? And why Sheheen specifically? I asked that, and Logan Stewart jumped in with:

This seemed sensible enough. It’s sort of what I think when I see those bumper stickers. Nevertheless, I was inspired to go put up a picture with Sheheen in it on the blog — I put it on the page you get when you use the search function.

Because Lord knows, we’re going to see a lot of pictures of Nikki Haley — the choice of just 51 percent of SC voters — over the next few years. Bumper stickers, too. Just watch.

So what’s the harm in having something up for the rest of us?

Woulda Coulda Shoulda: Could Sheheen have won with a better campaign?

Last night, when it was all over, I was struck by two things: How much better Vincent Sheheen’s concession speech was than any speech I heard during the campaign, and how much worse Nikki’s was.

As I said on the air last night, that “victory” speech was so… low… energy. The people in the studio laughed, saying, “It’s after midnight!” So what? I wasn’t tired (I didn’t hit the sack until about 3, and then only after a couple of beers). She shouldn’t have been, either. She should have been PUMPED! The crowd that had had the patience to wait for her (the folks in the WIS studio were puzzled she made the world wait for her so long; I told them to get used to it, because Nikki will have no more use for the people of SC going forward, as she continues to court national media) ALSO should have been pumped. But they sounded like an average group of supporters listening to an average, mid-campaign speech.

Maybe she was saving her energy to be on the Today show today. (Here we go again, folks. More of the same of what we got with Mark Sanford, Mr. FoxNews.)

As I urged people on TV last night — go to that clip I posted on the blog of her speech the day Sarah Palin endorsed her. Where was THAT enthusiasm? It’s like she had this finite supply, and it was just… enough… to carry her BARELY over the finish line in a remarkably close victory for a Republican in 2010.

As for Vincent, when he said that line about how he and his supporters “wished with all your might to take this state in a new direction,” it resonated so that I thought, “Where was THAT during the election?” Sure, he talked about not wanting more of what had under Sanford and such; he made the point — but he never said it in a way that rang out. He didn’t say it with that kind of passion.

It’s so OBVIOUS that that should have been his theme. Instead, we had the complete and utter absurdity of Nikki Haley running as a change agent. It’s so very clear that in electing Nikki Haley, the voters chose the course most likely to lead to more of the malaise that we’ve experience in recent years.

But hey, woulda coulda shoulda.

I just raise the point now to kick off a discussion: Is there something Vincent Sheheen could have done that he didn’t that would have put him over the top? Or did he come so close to winning, in the worst possible year to run as a Republican, because he ran the perfect campaign?

I mean, he came SO close. It was so evident that Nikki was the voters’ least favorite statewide Republican (yes, Mick Zais got a smaller percentage, but there were several “third party” candidates; Frank Holleman still got fewer votes than Vincent). I look at it this way: Mark Hammond sort of stands as the generic Republican. Nobody knows who he is or what he does, so he serves as a sort of laboratory specimen of what a Republican should have expected to get on Nov. 2, 2010, given the prevailing political winds. He got 62 percent of the vote.

Even Rich Eckstrom — and this is truly remarkable given his baggage, and the witheringly negative campaign that Robert Barber ran against him — got 58 percent.

So Nikki’s measly 51.4 percent, in the one race with the highest profile, is indicative to me of the degree to which voters either liked Vincent, or didn’t like her.

So the question remains: Could Vincent have won with a better campaign, or did he do as well as he did — ALMOST pulling off what would have been a miracle in this election year — because his campaign was so good?

Sheheen wins endorsement tally, 7-2

Back in 2008 when we endorsed John McCain, some of you pointed out how much of an outlier we were, since most papers across the country went with Obama. You were right to do so, because that was meaningful.

I realize that it’s axiomatic among the kinds of people who will turn out in enthusiastic droves tomorrow that newspapers, being “liberal,” always go with the Democrat. I know better. While newsrooms may be full of folks who usually vote Democratic, if they vote, editorial boards tend to be more centrist. And in South Carolina, they mostly lean right of center, to the extent that such a term in meaningful.

So it is that, even when I disagree with their conclusions, I give weight to the considered opinions of editorial boards, particularly when I see a consensus emerging.

We have such a consensus in South Carolina:

COLUMBIA, S.C. (AP) – Voters will decide Tuesday on South Carolina’s next governor, but the editors of the state’s larger daily newspapers have cast their ballots in their opinion pages.

The editorial boards of seven newspapers chose Democratic state Sen. Vincent Sheheen and the boards of two Lowcountry newspapers chose Republican state Rep. Nikki Haley.

The Post and Courier of Charleston applauded Haley’s views on government streamlining and reduced government spending.

“South Carolina could benefit from a governor who is committed to being an ‘ambassador, for business growth,” the editorial writers said.

The Greenville News, located in the center of the state’s most Republican and conservative region, said Sheheen is the best candidate to reverse the loss of authority and respect the office has experienced under Gov. Mark Sanford.

“Sheheen seems to best understand how to use the limited power given to the governor in South Carolina to put together teams and work for the common good,” The News’ editorial said…

Haley’s campaign also was endorsed by the joint editorial board of The Island Packet of Hilton Head and The Beaufort Gazette.

Sheheen’s campaign also received endorsements from the Aiken Standard, The State of Columbia, The Morning News of Florence, The Sun News of Myrtle Beach, The Herald of Rock Hill and the Herald-Journal of Spartanburg.

Note that the only paper of any size — generally, although not always, an indicator of greater professionalism — going for Nikki Haley is the Charleston paper, which has been head-over-heels for Mark Sanford since Day One. They love the guy, and are bound to love his designated successor.

Meanwhile, newspapers that would usually go for the Republican are unequivocally for Sheheen.

That’s because if serious people who have to stand behind and justify their opinions take a close, thoughtful look at these two candidates, the inevitable conclusion is obvious. At least, that tends to be the case 7 out of 9 times.

What I DID say to the Shop Tart’s readers

I did another guest piece for The Shop Tart over the weekend. Basically, it was a column on politics for people who are (at least theoretically) more interested in shopping and eating out. You may recall when I did this earlier, just before the Columbia city election.

It wasn’t one of my best efforts, but you may want to read it anyway. Here’s the operative core of it:

Now, to the contest that really does matter – governor. How to explain this one? Here’s one way: Don’t think about grown-up politics, or about Democrats and Republicans. Think of it as an election for high school class president. You went to high school, so you know these people. Nikki Haley was the girl who got good grades, not because she understood the subject material, but because she had mastered the ability to repeat to the teacher the key phrases. And because she did lots of extracurricular activities, and always insisted on being elected to head them up. And because she knew how to flatter and wheedle teachers, especially the male ones.

You knew this girl in high school. Maybe you WERE that girl in high school, but we won’t say any more about that.

Vincent Sheheen is the nice, quiet kid who would probably wind up being valedictorian, and you’d all be surprised and say, “How did THAT happen?” because he was never particularly pushy or assertive in class. He always asked the dumb questions that everyone else was too cool to ask, because he genuinely wanted to know the answers.

Everybody liked him, but he was never a BMOC. He was tall, and dark, and nice looking, but you weren’t interested, especially because your mom kept saying, “Why don’t you go out with that nice Sheheen boy?” YOU wanted to go out with that mouthy wiseacre who grew up to be Dick Harpootlian.

Vincent wasn’t a football star. He ran track, and was the best in the state at his event, but you never knew that. He also played basketball, but as a team player, never hogging the ball or showing off when he did get around to scoring.

Nikki was the manager of the girl’s softball team on account of her superb organizational skills (just ask her; she’ll tell you), a reputation she managed to maintain even after losing all of the team’s equipment on a road trip. Twice. She blamed what happened on Nancy Pelosi, which was odd, because at the time no one knew anyone named Nancy Pelosi. It was believed that she played shortstop or something.

In the debates for class president, Vincent gave long, thoughtful, boring answers based on having carefully researched the issues, and kept looking at everyone, even his opponent, with that shy, slightly goofy grin. Nikki, by contrast, spoke entirely in crisply-delivered slogans that sounded great – things like “Free parking for Seniors!” If challenged by Vincent – gently, with that same grin – on any of her dubious, but forceful, assertions, her eyes flashed with anger and she looked like she wanted to scratch his eyes out.

Vincent dated a really cute girl who was a cheerleader, and you had a feeling they would get married and in the future would be one of those infuriatingly perfect couples. Nikki had a boyfriend, but no one could remember his name. He was in JROTC or something. Her name was whispered in connection with other boys, and some of the more obnoxious, least popular geeks in the class made dubious claims of having “gone all the way” with her, but no one paid them any mind because no girl in the class would have dreamed of so much as speaking to those creeps, much less…you know.

OK, I’ve carried this analogy about as far as I can, but you get the idea…

There was some serious stuff after that, in which I urged the Tart’s readers to vote for Sheheen, and explained why they should. I may do an expanded version of that here, just as an election-eve summary, if I can shake off this cold-medicine lethargy. I got some kind of allergy or cold thing over the weekend, and am perpetually drowsy…

Sheheen gets support from 2 more top Republicans

Vincent Sheheen talks a lot about how he would emulate Carroll Campbell on economic development and other issues. That’s not just some line to hoax the yokels.

Two top business supporters of Campbell (and Thurmond and Dole and other Republicans) have officially endorsed his candidacy, including a former commerce secretary from a GOP administration:

Columbia, SC – With only five days until the General Election, two of South Carolina’s most notable and successful business leaders, both of whom have been Republican Party mainstays, have endorsed the Democratic gubernatorial nominee.

Today, W. W.“ Hootie” Johnson of Columbia and Robert Royall of Huger endorsed Democrat Vincent Sheheen.  Both men have a long history of supporting Republicans at every level but say this year’s election is too important to be bound by partisanship.

The two banking pioneers are well known for their staunch support of the Republican Party and its candidates.  Johnson chaired campaign finance committees for Strom Thurmond and Carroll Campbell and was also Bob Dole’s SC finance chair during the presidential campaign of 1996.  Royall was state commerce secretary under Governor David Beasley and US ambassador to Tanzania under President George W. Bush.  The two have made substantial financial contributions to Republicans over the years.

“This is a crucial time in South Carolina.  Our next governor must be a statesman who is focused on addressing our challenges.  We have worked for the election of South Carolinians like Strom Thurmond and Carroll Campbell,” said Johnson and Royall. “We see Vincent Sheheen as having the potential leadership qualities of these two great South Carolinians.”

“South Carolina needs a trust-worthy leader with a good understanding of government and business.  Vincent Sheheen has an abundance of these qualities and he has the temperament to be a unifier in the legislature.  We desperately need a governor who can get this state back on the right path, and Vincent can be that governor,” said Johnson and Royall.

Will this tip the balance? Nope. Because 99.99 percent of people voting next Tuesday are NOT knowledgeable Republicans who’ve been there and done that, or respected business leaders. In fact, in this populist environment, such things are denigrated. If you had to actually know something about economic development to vote — or if you had to actually KNOW both Vincent Sheheen and Nikki Haley well — Sheheen would win in a walk. But that’s not the way our democracy works.

The thing is, most of the people who will vote Tuesday — for either candidate — probably never heard of Hootie Johnson or Bob Royall.

Actually, SC could use another month

While walking me back to the studio to tape the Friday radio show at ETV yesterday, the engineer asked me whether I was “as ready for next Wednesday as we are.”

Rather than giving the usual sort of “You bet!” that such a remark generally prompts, I thought for a second and said No, actually I’d like a little more time, thanks.

This morning, an attorney friend also asked whether I was ready to have it over with, and I took the thought further: I think South Carolina could use about one more month, so that it can make a well-considered decision.

As they focus on this gubernatorial decision, more and more voters are realizing what those of us who obsess over politics to an unhealthy degree realized long ago: Vincent Sheheen is easily the better candidate, and there are enough problems with Nikki Haley to make even the staunchest Republican run the other way.

The more they know, the more likely they are to make that decision.

In fact, I’ll go further: I think eventually we will reach a very clear consensus on this in South Carolina. The terrible thing is, I’m afraid we’re going to reach it sometime after next Tuesday. Now if you’re one of the less thoughtful Republicans — one who thinks the thing is for someone with an “R” to win the election, no matter the consequences — you say, “Yay!” to that. But many of those who would cheer today are going to deeply regret that choice sometime in the not-too-distant future, if Nikki wins.

This is inevitable. Every new thing we’ve learned about Nikki the last few months — everything personal, professional, political — has indicated that she falls far short of being the kind of person one would trust with such responsibility. As she is subjected to further scrutiny, I expect this to get worse. She just doesn’t bear close examination.

I’d rather the voters not have to go through that painful buyer’s remorse. I’d rather they reach that decision now. Because I don’t care which team wins elections (the Dems won big in 2008; the Repubs will win big this year; the Dems probably again next time… whoop-ti-frickin’-do; who could possibly think it matters?). What I care about is South Carolina.

We’ve been through too many painful realizations AFTER the fact in South Carolina — after David Beasley, after Jim Hodges, after Mark Sanford. For once, we need to realize the truth BEFORE the election, and choose wisely. We need good leadership more than any other state I can think of.

So it is that when, minutes after that conversation with the attorney, as I was getting off the elevator and another friend asked whether I thought I could survive another week, I said Well, actually, I’d like it to be a little longer…

Sheheen’s latest ad

I got a link to this new Sheheen ad, along with a reminder to watch the debate tonight:

The third and final debate will be held tonight at 7:00PM in Florence. The debate, sponsored by Francis Marion University, Coastal Carolina University,  WBTW-TV and the Morning News, will be broadcast live on WBTW News 13, C-SPAN and SCNow.com.  Anchor Bob Juback will moderate the debate, which will feature a media panel as well as voter-submitted questions.

The ad, of course, doesn’t ad anything to our knowledge, but then political ads never do. At least, not for people who actually pay attention to politics. No, campaigns raise all this money, and spend most of it on television, in order to communicate to people who simply are not paying attention. Which is depressing…

It would be great if Vincent had a chance to be elected just by emphasizing his own virtues, but if I were advising his campaign, I don’t know what I would tell them to do differently. The thing is, his positive traits are not simple, bumper-sticker things. At this stage in the campaign, the reasons NOT to vote for Nikki are so very many and so sharply defined that they are much, much easier to communicate to those distracted souls who have not yet made up their minds.

So he goes with trust. On one level, that’s a good thing, because I’m hard-pressed to think of anyone at the State House I trust more than I do Vincent. But I wish our political debates went deeper than this. Sure, there are more than enough reasons for people to go to great lengths to avoid having Nikki Haley as their governor. The reasons are objective, indisputable and nonideological. No sensible person who wants the best for South Carolina — regardless of his or her ideology — would want her to be our governor, knowing all the things we now know. Some of you will object to that categorical statement, but I’m sorry… you see, I’ve been paying attention. I’ve seen how the facts have given the lie to every virtue she has claimed, one after another.

And yet people — people who would protest that they DO know the score, and they DO care what’s best — will vote for her. It’s stunning the degree to which people will allow foolish, shallow distractions — party, gender, what have you — prevent them from focusing on her utter unsuitability.

So Vincent Sheheen, who is capable of greater depth, keeps it simple in the hope that if you keep stating the PAINFULLY OBVIOUS, people will act rationally.

And if they don’t, well… combine that with what happened with Alvin Greene, and I may end this year beginning to have real trouble with my lifelong faith in the Democratic process.

Just the facts, Jack: Dept. of Ed. employment

So we’ve heard Vincent Sheheen say there are only about 800 something state Department of Education employees, and Nikki comes back that no, there are eleven hundred and something (going by memory, since I can’t see my DVR from here).

And you think, “Whoa! Surely she wouldn’t give an actual NUMBER if it’s not true!” That is, you think that if you’re one of those simple folk who think numbers represent a special kind of truth.

And if you don’t know our Nikki, who is completely unbothered by actual facts.

Happily, self-styled “Crafty ol’ TV reporter” Jack Kuenzie bothered to check:

Debate issue: # of employees @ SC DOE? Dept. says 1,179 FTEs authorized, many slots vacant. Filled: 449 in bus shops, 434 administrative.

Those of you inclined to be overly kind will say, “Then they were both right!”

No.

The context in which this keeps coming up has to do with Nikki repeating the canard that our wicked, evil public education system never lays off “bureacrats,” but always lays off teachers first, because… well, just because it’s mean and evil.

Which, like most of what she says, is not true. The Department of Education — you know, the place where you find people actually enforce all those accountability rules and regulations that people who don’t trust public education have instituted over the years — actually employs far fewer than it’s authorized to employ.

And half of them (actually, more than half) keep the buses running. Just as Vincent keeps explaining.

Did Sheheen really score a knockout last night?

That’s what Sheheen’s campaign claimed this morning. At the same time, they released the results of a new Crantford poll showing Vincent well within the 3.8 percent margin of error, right on Nikki Haley’s heels:

New PollIf you were able to watch the debate that just ended, it’s clear on who should be your next governor.  Vincent Sheheen scored a decisive victory. He showed that he’s the only candidate that understands the issues and more importantly, the one candidate voters can trust.

The debate is not the only victory for Vincent this week.  A new poll released today shows Vincent Sheheen continues to capture the momentum in South Carolina’s race for governor. The news comes a day after pre-election campaign contribution reports demonstrated Vincent Sheheen raised more contributions than Nikki Haley from South Carolina donors.

South Carolinians are now paying attention to this race. Voters are informing themselves about the candidates, and they are excited about Vincent Sheheen.

The new survey, conducted by Crantford & Associates, shows Haley’s lead has dropped to just two points, 43%-41% with 16% undecided. While Vincent’s support is growing, Haley’s continues to decline drastically.

Well, I missed the debate last night, and all day I’ve been catching flak about that (not “flack,” Kathryn) from people who think Sheheen thumped Haley and want to see me write about it.

I’ve mumbled something about how I advocated for debates for all those people who for whatever reasons had not focused on the candidates’ relative strengths and weaknesses, not for my benefit… which hasn’t gotten me anywhere with anyone.

So now, near the end of the day, I’m finally about to view the debate at the WSPA website. I’ll offer some thoughts when I’m done. But if y’all would like, you can go ahead and weigh in now.

Sheheen’s restructuring plan

Speaking of Doug Ross — back on a previous post, Doug complains again, and with considerable justice, that Vincent Sheheen is light on details about his advocacy for government reform. Well, he isn’t if you ASK him, but he doesn’t OFFER such explication — probably because he thinks everybody but Brad Warthen is bored by such stuff.

Well, here’s a little something to fill in the gaps (in addition to what I got him to say on “The Brad Show” last week). First, here’s a blog post I wrote at the time he came to pitch his plan to us at The State — long before he started to run for governor.

REVAMPING TWO BRANCHES OF OUR GOVERNMENT

For more than a decade, our great state has engaged in a repetitive argument over which branch of government should have more power, the legislative branch or the executive branch. This contentious argument about the balance of power misses the point and too often degenerates into fruitless bickering. The real point is that neither branch effectively fulfills its role in controlling and overseeing government operations and programs. We are trying to run a modern, sovereign government with essentially the same antiquated tools used for more than 100 years.

Our state’s government operation is like a multi-headed hydra, each head having a mind of its own, with little cooperation and no central guiding spirit. Our agencies often pursue their own agendas, operating in separate chimneys with little independent, organized oversight and no outside, regular evaluation of operations, programs or policies.

It is time to fundamentally change and modernize our government’s form, structure and mode of operation to create accountability within both the executive and legislative branches. During the next session of the General Assembly, I will propose the Government Accountability Act of 2008. If enacted, this legislation will transform the General Assembly’s operations, by requiring real oversight of government agencies. It will streamline our executive branch and increase accountability in government operations.

First, the bill requires the Legislature to fulfill its duties as an independent and effective branch of government with an obligation to continually evaluate and examine the operations of state programs and agencies. As currently structured, our Legislature simply passes laws and fails to perform almost any regular oversight of the effectiveness of state government or programs. My proposal provides a framework for the Legislature to fulfill these responsibilities.

The bill will force our General Assembly to move into the modern age by conducting regular oversight hearings on the operations of state government through adaptation of its current committee structure. Each committee will be required to systematically examine the operations of state government that fall within its jurisdictional boundaries, evaluating the real need for existing programs and determining what the future requires. Only then will the General Assembly truly be able to make informed decisions about the needs of our state.

Additionally, the Government Accountability Act will require the General Assembly to change our current budget practices. Right now, our annual appropriations bill is little more than an accounting document, listing out agencies and amounts of money allocated to them. Under my proposal, the Legislature will have to utilize a programmatic budget, requiring that each program have objective performance criteria for legislators to consider as we decide how much money is deserved for a specific program.

The bill will create a more efficient and functional executive branch by reducing the number of statewide elected officials, consolidating offices and devolving more power to the governor’s office. Importantly, the proposal will shift all truly administrative functions away from the Budget and Control Board and vest them in the governor. By making more agencies directly answerable to the governor and consolidating administrative functions, we provide the governor with more authority to fulfill his role as chief executive of the state. With increased authority will come increased responsibility and accountability for our governor to produce results.

To bring even further accountability to government operations, the bill will create an office of inspector general and strengthen protections for civic-minded state employees who report waste and misconduct. The office of inspector general will be charged with rooting out waste, fraud and abuse in the operations of state government. It is time that South Carolina has an officer whose single-minded purpose is investigating and evaluating such problems.

My bill will also strengthen our currently weak whistleblower law to encourage state employees to blow the whistle on misconduct, inappropriate practices or waste that hinders the proper functioning of our state government.

Empowering our government is not a zero-sum game. No one has to lose. In fact, the proposed Government Accountability Act makes all of South Carolina the winner. We must increase the efficacy of our government by changing the traditional role of the General Assembly to require continuous evaluation of government operations and programs. We must reform our budget process, restructure the executive branch to place more responsibility on the governor and create an inspector general to investigate and prosecute government misconduct.

Increasing power and accountability in one branch without addressing the deficiencies in the other will result in disappointment. The time for change is now; we cannot afford to wait.

Mr. Sheheen is a Camden attorney who represents Chesterfield, Kershaw and Lancaster counties in the state Senate.

If Vincent can get elected governor, he will have enormous leverage to get this passed. Which is one reason that a wonk like me is excited about his candidacy.

Sheheen not getting help from national party? Good.

Well, Dick gets worked up.

For my part, I’m glad Vincent Sheheen isn’t getting any real help from the national party. Who the governor of South Carolina is is no business of the national Democratic Party. Or, for that matter, of all those national donors Nikki Haley keeps leaving the state to court.

All of those people should stay out of our business.

Anyway, it doesn’t sound like Vincent’s hurting. Today he touted having raised $3.5 million:

Camden, SC–Today, the Vincent Sheheen for Governor campaign will file its pre-election campaign finance report with contributions totaling over $1.8 million for the period. Ninety-four percent of the contributions came from South Carolina.  The Sheheen campaign has raised a total of over $3.5 million in the race for governor.

Maybe that’s not enough to pay for the kind of inside-the-Beltway partisan campaign that Nikki’s running (going on about Obamacare and immigration in Arizona, rather than about South Carolina), but that, too, is a good thing.

“The Brad Show,” Episode 3: Vincent Sheheen

Well, here it is: The third installment of “The Brad Show.” Our guest Wednesday afternoon was Sen. Vincent Sheheen, the Democratic nominee for governor of South Carolina.

We sort of did this one on the run. We found out on Wednesday that he would be in our neighborhood, and were told we could catch him over at Rep. James Smith‘s law office at 4 p.m. So Jay and Julia grabbed the equipment, and we ran over there. James and his staff hastily cleaned off a conference table that was covered with stacks of documents and other debris while Jay and Julia set up the camera and wired us for sound, and we were off. Twenty-five minutes later, we were packed up and ready to leave, the interview in the proverbial can. It all went so smoothly — no thanks to me; all I did was show up — that would you have thought we had done this 100 times before.

So thanks, Jay and Julia, and thanks, Capt. Smith, for accommodating us so generously.

Coming up on “The Brad Show:” Vincent Sheheen

My plan was to keep pressing until I got a commitment for a time that Vincent Sheheen would sit still long enough for us to shoot an installment of “The Brad Show” with him, and then to turn and press Nikki Haley for an interview as well — having heard she was reluctant to do such things. Sort of the way I’m currently playing Joe Wilson and Rob Miller off against each other. (Oh, wait — you don’t suppose they’ll read this, do you?)

But the strategy fell all apart today, when the Sheheen campaign called and said, “What about today?,” which set off a scramble to act on that opportunity. Jay and Julia gathered up the equipment, and at 4 p.m., we spoke with him in the conference room over at James Smith’s law office, a few blocks from ADCO. The interview ran about 23 minutes, same as the one with Dr. Whitson.

The show should be up on the blog by the end of the day tomorrow, if nothing more arises to prevent Jay from getting it ready.

To whet your appetite, I share with you the list of questions that I prepared as a crutch before the session. Back when I was at the paper, I almost never prepared questions (or anything else) ahead of time. In keeping with the Fremen dictum to “Be prepared to appreciate what you meet,” and being a believer in the Dirk Gently holistic method of investigation, I liked to go in and see where the interview would go. And often it went in interesting directions that I could never have anticipated.

But with video, I’m a little less confident still, and like to have some questions in front of me in case I freeze up and can’t think of anything to dispel “dead air.”

So I prepared this list ahead of time (it took no more than five minutes) — and we actually got to most of the questions, as you will see tomorrow:

At the Columbia Rotary Monday, you said this is the most important gubernatorial election in SC in 40 years. I concur. Or at the very least, it’s most important since we missed our chance to have Joe Riley as our governor in 94. But what are YOUR reasons for saying so?

Early in 2009, you jokingly asked me, “Am I making you hopeful?” Well, at this point I would say that depends: Can you win this election? Elaborate.

Why should you win it? Compare and contrast.

One beef I hear from readers on my blog is that sure, maybe Vincent Sheheen is a nice guy from a good family, but what would he DO? Talk about your vision for South Carolina. What do you want to accomplish as governor?

I particularly enjoyed hearing you speak Monday about one of my favorite topics – reforming state government. You have a plan for doing that that originally I wasn’t too crazy about – it involved a lot of sweetener for the Legislature. But since then, I’ve reached two conclusions: One, that’s the only way we’re going to get reform, and Two, your approach actually points to an important difference between you and your opponent.

Could you summarize that plan for our viewers?

Issues, plans and programs aside, elections are, to some extent, about character. Is this one more so?

How do you deal with all the revelations coming out about your opponent without seeming to be too negative? Do you think you’re hitting that note at the proper “Goldilocks” point – neither too hard nor too soft?

And your opponent aside, what the most important thing voters need to know about YOU?

What are you hearing from voters?

Where do you go from here?

By the way, with both Caroline Whitson and Vincent Sheheen, I did an unconventional thing. I gave each of them a brief glance at the questions I had prepared before we started, just so they could be thinking about the answers as we proceeded. I’m more interested in getting thoughtful answers than I am in ambushing sources.

I’ll gladly do the same for Nikki, if she’ll sit down with me — while at the same time telling her what I told Caroline and Vincent, that the questions were not an absolute guide. If things start to move in a promising direction that I didn’t anticipate, I revert to form and run in that direction.

You can tell a lot about a candidate by the way he delivers a joke. And what I can tell from this is that we really need to elect this guy governor, to distract him from any plans he may have to pursue a standup career.

But seriously, folks…

You do see some of Vincent’s character on display here in the beginning of his speech to the Columbia Rotary Club — his casual, self-deprecating manner. And there’s a certain contrast to be drawn to Nikki Haley (who will speak to Rotary next Monday).

Whereas the joke is at the expense of a theoretical “South Carolina politician,” the gentle, warmly mocking way that Vincent makes a serious point stands in contrast to the angrier, grab-the-torches-and-pitchforks approach to “South Carolina politicians” that one might encounter at a Haley event. How Nikki manages to fool her supporters into believing that the South Carolina politician is “the Other,” that she is not herself one, is beyond me…

Ultimately, the issue of who will replace Mark Sanford is rightly a question of character. So I thought it worth sharing a tidbit from which you can infer something along those lines.

If anything, Vincent takes the whole lollygaggin’, easygoin’ thing to the point of being a fault. It’s why, I expect, Dick Harpootlian wanted Dwight Drake to run — Vincent is perceived as such a nice guy, and Dick wanted someone who would GO AFTER the Republicans. (One problem with that is that Dwight’s a pretty nice guy, too. But nevermind.)

And yes, I DO plan to post something more substantive about his speech yesterday. It’s just that I’m running out of time today, and this short clip was right at hand…
